MY CLEAN CITY
HCLFoundation, under the aegis of its flagship programme My Clean City, embarked on an ambitious journey in 2018 to improve and strengthen the process of solid waste management in the geographic boundaries of Noida Authority.

With five years of impactful implementation in Noida city, the programme has significantly contributed to improving solid and liquid waste management, fostering cleanliness, and promoting sustainable practices. Building upon this success, My Clean City hasnow reached Greater Noida city with the objective of replicating the achievements and extending the benefits to a larger population.

Health and Hygiene Initiatives for Domestic Helps and Sanitation Workers

1. Purpose of the RFP
The purpose of this document is to invite proposals from organizations that have been working in providing health and hygiene services with a proven record of accomplishment of implementing such projects in RWAs and Highrises. The organization needs to submit proposal for ‘Health and HygieneInitiative’ for Domestic Helps and Sanitation Workers in Greater Noida, Uttar Pradesh.

2. Scope of Work
The selected organization is expected to undertake a comprehensive approach to make sanitation workers and domestic helps aware on health and hygienecomponents in Greater Noida through a series of health camps and associated services.

2.1 Conducting Health Camps
a. Planning and Coordination: Develop a detailed plan for organizing health camps, considering the specific needs and schedules of domestic helps and sanitation workers.

b. Diagnostic Testing: Assess the health issues prevalent in the community and provide essential diagnostic tests specifically relevant to the health risks faced by domestic helps and sanitation workers, including but not limited to:

i. Respiratory health checks to assess lung function and identify issues related to exposure to dust and pollutants.

ii. Skin health assessments to address concerns related to exposure to chemicals and waste materials.

iii. Immunization status checks and recommendations for relevant vaccinations (i.e. Hepatitis B, HPV for Female health workers)

iv. Comprehensive musculoskeletal assessments due to the physically demanding nature of the work (Possibly done by on call physiotherapist).

v. Assessment of the BMI to address the possibly occurring malnutrition.

vi. Counselling on de-addiction for the tobacco and alcohol related health issues.

c. Consultations: Arrange consultations with healthcare professionals, including occupational health specialists, to address specific health concerns related to the nature of sanitation work. Ensure that consultations include discussions on preventive measures and the importance of protective gear.

2.2 Awareness and Education

a. Workshop Sessions: Conduct specialized workshops addressing occupational health and safety for sanitation workers. Provide education on the proper use of personal protective equipment (PPE) and hygiene practices to minimize health risks.

Distribution of Informational Materials: Develop and distribute materials that specifically address the health challenges faced by sanitation workers, emphasizing the importance of regular health check-ups and reporting health issues promptly to the nearest referral center.

2.3 Data Collection and Reporting

a. Health Data: Implement a system for collecting and recording occupational health-related information during the health camps.

b. Regular Reporting: Provide regular reports on the number of domestic helps and sanitation workers served, types of diagnostic tests conducted, and outcomes achieved. Include insights into the prevalence of occupational health issues among sanitation workers and the impact of the initiative by utilizing the baseline data of prevalence taken before conducting the camps.

2.4Project Duration

The assignment is for a 6-month period, during which the agency is expected to conduct multiple health camps and ensure the successful implementation of associated services.

2.5 Geography

The scope of assignment is community locationsof Greater Noida city, Uttar Pradesh, as suggested by HCLFoundation.

3. Expected Outcome

  • Increase in awareness about general health and hygiene among domestic helps and sanitation worker
  • Intensive community awareness and sensitization among the revalant stakeholders

4.Expected Outputs

The implementing partner will provide the following outputs:

a) Provide supportive supervision and monitoring support during the implementation of the project

b) Prepare and submit detailed GANTT Chart/ work execution plan forestablishmentof health camps and sensitization of domestic helps and sanitation workers in the intervention area

c) Ensure proper monitoring and supervision system in place to enable smooth implementation of the project

d) Monthly reporting of data in given format by HCLFoundation

e) Final closure report containing the above-mentioned scopes, along with providing effective outcomes by conducting health camps.

f) Any other report, documents, photos or PPT as needed by HCLFoundation for compliance purposes

g) Maintain all backup documents for the project as well as well-maintained financial documents/records. These shall be made available to HCLFoundation for internal and external audits

All the above reports to be submitted as initial drafts to HCLFoundation for review and comments, before finalizing. The partner can draw on public domain information to prepare the background.

It is proposed for the partner to visit the proposed work location in order to prepare a well-defined proposal. While preparing the project plan, partner is expected to provide an appropriate methodology for conducting assigned activities and the solution driven process. Quantitative and qualitative methods are expected to be used to document the findings, including indicators for assessing impacts.

5.Who Can Apply

1) Not-for-Profit organizations with valid 12A & 80G certificates

2) The organization should have prior expertise in the thematic area of the work .

6.Submission Details Interested organizations may submit a proposed plan as per their strengths and expertise. Proposals should also include a Gantt chart, a theory of change (ToC), a log frame with comprehensive list of activities proposed in the scope of work, and a tentative timeline. Applicants are requested to share their proposals along with a duly filled-in Budget Costing Excel sheet as per the below-mentioned submission details and deadlines.

Budget: The budget must be submitted as per the attached template. Please provide a detailed breakdown of each line-item and all subline-item costs with clear budget explanatory notes. Any taxes, including service tax, sales tax, value-added tax, or any other applicable tax, duty, cess, or levies, must be quoted separately from the price of goods and services. The terms of payment, along with a tentative timeline, must also be attached.

Gantt Chart: The Gantt Chart must detail the comprehensive list of activities proposed in the proposal along with a tentative timeline.

Kindly provide an LFA/ToC with key objectives, activities, inputs, outputs, outcomes and impact & a risk assessment and mitigation plan. The proposal must include indicators that will be used for assessing the impact. Applicants are requested to duly fill in all Annexures and share with the proposal.

Proposals received after the due date will be liable for rejection

Proposal must include all the components mentioned above.

  • We will adhere to strict activities-timeline listed as per Annexure 01. We encourage organizations to submit proposal and deliver the said work keeping the defined timelines as per the HCLFoundation’s Gant Chart in

Annexure 01.

Please note:
HCLFoundation would/could engage more than one NGO/partner in project execution with expertise in different components to operationalize the project on-ground through a convergence-based model.

6.2 Terms & Conditions

  • Duration of the Project: Duration of the project shall be 6 months.
  • Deadline: Proposals received after the designated deadline may be subject to rejection by HCLFoundation.
  • Validity: Your proposal must remain valid for a minimum of six (6) months from the date of receipt by HCLFoundation.
  • Negotiations: The most competitive proposal is requested. It is anticipated that the contract will be awarded on the basis of merit of proposal. However, HCLFoundation reserves the right to request responses to questions and conduct negotiations with any potential organization/subject matter expert prior to awardinga contract.
  • Rejection of Proposal: This document is a request for proposals only, and in no way binds HCLFoundation to make an award. HCLFoundation reserves the right to reject any and all offers received and/or to cancel the RFP. HCLFoundation will not be obliged to either inform or provide a justification for rejection of proposals.
  • Incurring Costs: HCLFoundation will not be liable for any cost incurred during preparation, submission, or negotiation of an award for thisRFP.
  • Financial Responsibility: Proposals must certify the financial viability and adequacy of resources of the organization to complete the proposed assignment within the agreed time frame and in conformity with the agreed terms of payment. HCLFoundation reserves the right to request and review up to the last three financial statements and audit reports including schedules and annexures, as part of the basis of the award ifrequired.
  • Branding: HCLFoundation has set brand guidelines that should be incorporated and followed while demonstrating the Foundation’s brand.
  • Copyright and Patents: HCLFoundation shall be entitled to all copyrights, patents and other proprietary rights and trademarks with regard to the products or documents and other materials which bear a direct relation to or are produced or prepared or collected in consequences of or in the course of the execution of the contract. All plans, reports, recommendations, estimates, documents and data compiled by the service providers under the contract shall be the property of HCLFoundation and shall be treated as confidential. All confidential documents should be delivered to the relevant people within HCLFoundation during the project duration and uponcompletion.
  • Child Safeguarding: We hold ourselves accountable to children. Adherence to comply with HCLFoundation’s Child Protection Policy and procedures with respect to child safeguarding is nonnegotiable. A range of pre-employment checks can be undertaken in conformity with HCLFoundation’s Child Protection Policy.
