Blockchain for Impact (BFI), a BVT initiative, invites proposals from qualified organisations to develop a co-sharing laboratory model for diagnostic innovation & scale-up and disease tracking. The objective of this initiative is to establish a collaborative framework that facilitates the sharing of laboratory resources, expertise, and data among multiple entities to enhance diagnostic capabilities and disease-tracking efforts. This RFP outlines the requirements, scope, and evaluation criteria for interested parties to submit their proposals.

Background: Based on BVT’s recent study on the Indian Public Health Landscape it is strongly felt that there is a need for a comprehensive and innovative approach to address the health challenges faced by the nation. The healthcare sector in India is facing numerous challenges such as inadequate infrastructure, shortage of healthcare personnel, and lack of financial resources, access, and quality issues in primary, secondary, and tertiary care to name a few. The COVID-19 pandemic has further highlighted the need for a coordinated and effective response to health emergencies, and preparedness. Diagnostic innovation, scale-up and accessibility, and accurate disease tracking are essential for effective public health interventions and outbreak response. However, many laboratories face challenges such as limited resources, lack of advanced technologies, and constrained expertise. The co-sharing laboratory model aims to address these challenges by promoting collaboration, resource optimization, and knowledge exchange among participating organisations.
Objectives: The primary objectives of this initiative are as follows:
a) Develop a co-sharing laboratory model that enables the sharing of laboratory facilities, equipment, and expertise among participating organisations to foster diagnostic innovation and disease tracking.
b) Enhance diagnostic capabilities by leveraging shared resources and advanced technologies.
c) Strengthen disease-tracking efforts through collaborative data sharing, analysis, and real-time reporting.
d) Foster a collaborative environment that encourages knowledge exchange, research collaborations, and innovation in diagnostics and disease tracking.
Scope of Work: The selected organisation will be responsible for:
a) Research and Innovation: Facilitating collaborative research projects and innovation initiatives among participating organisations. Collaborate to develop and validate diagnostic kits and disease tracking methodologies, leveraging emerging technologies and data science techniques.
b) Capacity Building: Exchange expertise and provide technical support to participating organisation members, strengthen the capacity of personnels involved, including training on advanced analytics and interpretation of
tracking data.
c) Establishing protocols and standard operating procedures for diagnostic testing, quality control, and reporting.
d) Providing training and capacity-building programs to enhance technical skills and proficiency in diagnostic innovation and disease tracking.
e) Developing a framework for co-sharing laboratory resources, including guidelines for resource allocation, equipment sharing, and data management.
f) Conducting regular evaluations and performance assessments to measure the impact and effectiveness of the co-sharing laboratory model.
Outcomes/Deliverables: Expected outcomes/deliverables, including but not limited to, from the selected organisation are:
a) Setting up a co-sharing laboratory model and space to work on diagnostic innovation, scale up and disease tracking. Develop terms of engagement for co-sharing of the laboratory facility.
b) Build partnerships and make the laboratory accessible to multiple different groups/teams comprising one or more entrepreneurs, start-up, private partners, academic partners etc., involved in medical diagnostics or clinical
medicine or disease tracking. Design programs, together with partners and stakeholders, to work on projects of mutual interest in diagnostic or disease tracking.
c) Develop proposals that build on the strengths and capabilities of the collaborating partners and submit for fund raising or grants, keeping public health or health systems strengthening in mind.
d) Other measurements of a successful collaboration through co-sharing laboratory model would include: joint protocol development; joint capacity building measures including training on advanced analytics and interpretation of tracking data by trainees, employees, partners; joint IP; emergence of new services, products or opening of new markets.
e) A narrative and reflective piece based on the learnings and observations on the process of setting up and working in a collaborative co- sharing laboratory, and a framework for a co-sharing model to be written up and published by the end of the program.
f) Development of impact assessment report using an ecosystems framework on quality of operations of each collaborating company, including those for maintaining accreditation, through the tracking of key quality and
performance indicators as defined by individual companies.
Proposal Requirements: Interested organisations must submit a proposal containing the following elements:
a) Organisation profile, highlighting relevant experience in laboratory management, diagnostic innovation, and disease tracking.
b) Proposed methodology and approach for developing the co-sharing laboratory model, including key activities, timelines, and deliverables.
c) Detailed plan of existing laboratory resources, identifying gaps, and developing guidelines for resource sharing and utilisation.
d) Outline of capacity building and training programs for laboratory personnel in diagnostic innovation and disease tracking methodologies.
e) Proposal for fostering research collaborations, innovation initiatives, and knowledge exchange among participating organisations.
f) Budget estimate, including cost breakdown for each phase of the project.
g) Relevant references or case studies demonstrating successful implementation of similar initiatives.
h) Plan to host partner organisations at the premise and space utilisation plan.
Requirements of the applying organization: Interested organisations should meet the following criteria:
a) Laboratories should have a branch or be based in either Bangalore, Delhi, Hyderabad, or Mumbai.
b) Partner organization registered as either of the below with the required accreditations/certification
i) Pvt Ltd
ii) LLP
iii) Proprietorship
c) Startups may apply to the RFP by partnering with existing labs and other companies, the terms of the same should reflect in the proposal and should be led by one entity only.
d) Have had the experience of running large-scale projects and preferably have handled government projects in the past
Proposal Evaluation: Proposals will be evaluated based on the following criteria:
a) Technical Expertise: Demonstrated expertise in diagnostics, disease tracking, epidemiology, data analytics, or related fields, with a proven track record in developing and implementing disease tracking systems or initiatives.
Accreditation of the laboratory by established/reputed organisations is preferred.
b) Resources and Infrastructure: Availability of relevant resources, including skilled personnel, technology, and infrastructure, to support the collaborative partnership and contribute to the defined objectives.
c) Project Proposed: A collaborative project on the theme of diagnostic kit innovation, scaleup or disease tracking.
d) Clarity, feasibility, and comprehensiveness of the proposed methodology and approach.
e) Strength and comprehensiveness of the capacity building and training programs.
f) Soundness of the proposed strategies for research collaborations and innovation initiatives.
g) Cost-effectiveness and budget justification.
h) Alignment of Values: A shared commitment to transparency, equity, ethical principles, and the responsible use of data in disease tracking activities.
Budget and Timeline: A budget of up to 45L exclusive of GST is available for the proposal to be spent over a period of 15 months maximum. The funding allocation will be done in tranches, based on performance and project phase delivery defined and agreed upon by both parties. 25% of project cost should be allocated towards a collaborative project on innovative kit development or scale-up or disease tracking.
The decision for continued funding of the project lies solely with the BFI team.
The first installment on the signing of the contract 40%
Second installment on achieving the defined phase 1 goal 40%
Final installment on the completion of phase 2 goals 20%
Progress Report: The selected organisation will submit a quarterly progress report.
In addition, BFI can request a project progress meeting anytime during the course of the partnership, with one week’s notice. The participating laboratory will provide dedicated space for the BFI team to monitor and evaluate the program’s progress
Acknowledgement of funding support: Organisation will acknowledge the assistance received from BFI during product development or marketing of the resultant product, publishing or presentation of any manner at all fora via a mutually agreed brand guidelines document.
NDA/CDA, IPs, Collaboration ToR, MoUs: Selected Organisation/laboratories will be responsible for the a forementioned documents/agreements between the participating organization/partners in the co-sharing laboratory model. This will not be the responsibility of BFI/BVT.
