Online Training on Water Sensitive Urban Design & Planning – Approach, Challenges & Potential

The Centre for Science and Environment (CSE) is a public interest research and advocacy organisation based in New Delhi. CSE researches into, lobbies for and communicates the urgency of development that is both sustainable and equitable. The scenario today demands using knowledge to bring about change. In other words, working India’s democracy. This is what we aim to do.The challenge, we see, is two-pronged. On the one hand, millions live within a biomass based subsistence economy, at the margins of survival. The environment is their only natural asset. But a degraded environment means stress on land, water and forest resources for survival. It means increasing destitution and poverty. Here, opportunity to bring about change is enormous.But it will need a commitment to reform – structural reform- in the way we do business with local communities. On the other hand, rapid industrialization is throwing up new problems: growing toxification and a costly disease burden. The answers will be in reinventing the growth model of the Western world for ourselves, so that we can leapfrog technology choices and find new ways of building wealth that will not cost us the earth. Our aim is to raise these concerns, participate in seeking answers and in pushing for answers, transforming these into policy and so practice. We do this through our research and by communicating our understanding through our publications. We call this knowledge-based activism. We hope we will make a difference.

Background
Cities are confronted with significantly changing conditions due to rapid urbanization and inadequate infrastructure increasing water demand–supply gap, loss of impervious surfaces and overexploitation of aquifers and broken water cycle. These concerns are further aggravated due to increasing incidences of flooding that is attributed to increasing built environment as well as impact of climate change. All this impacts river health / flows.It is important to take up the challenge in controlling and judiciously using natural resources to reduce our ecological footprint. This can be done by using water-sensitive urban design and planning (WSUDP) approach which integrates the urban water cycle, water supply, wastewater, stormwater and groundwater management. This approach contributes to sustainability and liveability, particularly when considered part of an overall urban strategy. It involves intervention at different scales – city, ward/neighbourhood or individual buildings.

This online training is a part of series of activities envisaged under 3-year duration CSE programme – ‘Capacity building initiative focusing on ‘Making Ganga basin cities water sensitive’. Under this initiative series of – webinars, workshops trainings (both online and residential), field exposure visits, knowledge conclaves aimed at engaging 1,300+ number state / municipal functionaries and other sector players.The programme is supported by National Mission Clean Ganga and is part of the series of ongoing efforts by NMCG aimed to ensuring convergence of NamamiGange Mission with national flagship urban missions (AMRUT, Smart Cities, Swachh Bharat Mission, HRIDAY, NULM) and other missions (Atal Bhujal Yojana, Jal Jeewan Mission, Jal Shakti Mission) at state /city level across Ganga basin states.

About the training
The training will focus on Water-Sensitive Urban Design and Planning (WSUDP) approach which integrates the urban water cycle, water supply, wastewaterand stormwater and groundwater management.

Aim
Capacity building of State / Municipal functionaries and other sector players involved in city planning and urban infrastructure development.

Target Audience

• Central / State / Municipal functionaries (decision makers / managers and regulators):  Planners (Urban/ Regional/ Environment), Engineers, Architects / Landscape Architects working in Town & Country Planning / Municipal Administration Department or State Urban Development Authorities
• Engineers (Civil / Mech./ Envn.) or Planners working with Water Supply and Sewerage Boards / Jal Nigam or Jal Sansthan etc.
• Any other functionaries dealing with:
• AMRUT, Smart Cities Mission, Jal Jeevan Mission (Urban), Swachh Bharat Mission (U), Atal Bhujal Mission, NamamiGange
• Accredited EIA, architecture and urban planning consultants
• PMU assisting Govt. in mainstreaming water wastewater measures
• Researchers and academics interested in curriculum development in planning, architecture and civil engineering
• Related sector professionals dealing with water, sanitation, flood, river, wetland or environment related matters in the city and its urbanizable areas
