About HCL Samuday:
HCL Samuday, a flagship programme of HCL Foundation, is an outcome of HCL’s commitment to uplift rural India. Established in 2015, Samuday intends to develop a sustainable, scalable, and replicable model – a source code for economic and social development of rural areas in partnership with state governments, local communities, NGOs, knowledge institutions and allied partners. We do this through optimal interventions across Agriculture, Education, Environment, Health, Livelihood, and WASH (Water, Sanitation & Hygiene) in selected villages.

1. Description of RFP
HCL Foundation requests for proposal from eligible NGOs/CSR Implementing Agencies for feasibility study,
assessment and implementation of solid & liquid waste management (SLWM) project. HCL Foundation’s response towards solid & liquid waste management, and their ecosystem will include

  • Brief needs assessment to analyze the current situation of Wards of Sandila Nagar Palika and furnish feasible solutions and plans to sustainably manage the waste systems and processes in these Wards
  • Implementation of SLWM operations in the defined areas, including end-to-end systems for processing of waste
  • Development of an integrated model of Solid and Liquid Waste Management, by means of creating ‘Model Wards’ leading to clean wards reinstating aesthetic clean-green value.
  • an enabling environment and behavioral practices prompting prolonged safe sanitation practices developing a holistic Solid and Liquid Waste Management in 5 wards of Sandila Nagar Palika

2. Background
Solid and liquid waste are the vital aspect of any urban or rural residential area as it contributes to overall public health. Urban Local Body is the body responsible for maintaining overall cleanliness in the municipal area by continuously removing the solid waste generated by households and the market areas in the municipality. In Hardoi district, there are 7 Nagar Palika Parishad and Sandila Nagar Palika Parishad is one them. Sandila Nagar Palika Parishad has 25 wards with 13,797 Households (HH) with the population of 63,700 (as pert data provided by the municipal authority).

During our initial assessments and observation, in regard to waste generation, door to door collection and disposal, cleanliness, it was found out that there is improper Solid and Liquid Waste Management, the urban local bodies need support in managing the waste generated within the Sandila Nagar Palika Parishad. Therefore, the need for vital handholding support was observed in creating integrated solid waste management in Sandila Nagar Palika. HCL Samuday aims to transform 5 words of Sandila Nagar Palika Parishad into zero waste model wards. Tentative brief profile of wards is as per below table:

3. Scope of Work

i. Solid Waste Management

To carry out daily Solid Waste Management activities (Door to Door) in all the 5 wards by engaging with Safai Karamchari, local stakeholders to improve the solid waste management system in the wards of Sandila Nagar Palika area through regularization of solid waste collection and cleaning process.

The door to door waste collection activity will be carried out by the safai karamcharis of the respective wards. A ward level committee need to be formed to monitor the ongoing work and for the long term engagement of the community.

ii. Liquid Waste Management

To carry out daily Liquid Waste Management activities in all the 5 wards by engaging with Safai Karamchari, local stakeholders to improve the liquid waste management system in the assigned wards of Sandila Nagar Palika area through regularization of drain waste cleaning, elimination of clogged/overflowing drain, and collection process. The drain waste to be disposed only at the area allocated by the Nagar Palika.

iii. Garbage Vulnerable Points (GVPs) Elimination and situation improvement

Towards improvement in developing clean areas through elimination of Garbage Vulnerable Points and creating Zero Litter Spots. All the listing of GVPs (with GPS coordinates) to be done, also pre-cleaning and post-cleaning photo documentation to be maintained for each GVP.

iv. Behaviour Change Communication

To conduct regular behaviour change awareness and sensitization activities and events through Information, Education & Communication campaigns, to achieve improvement in behaviour of relevant stakeholders to ensure effective and efficient Solid and Liquid Waste Management systems in the designated areas. These behaviour change communications will be designed in line with the Swachh Bharat Mission Urban (SBM-U) guidelines and Swachh Survekshan.

v. Capacity Building of the stakeholders

  • Capacity building and formal training of frontline sanitary workers/green friends withregards to household  level waste segregation, disposal, and transportation
  • Training Module development, capacity building, and knowledge strengthening of all stakeholders on different topics of SLWM through various workshops and trainings

vi. End-to-End waste processing

  • To ensure all the waste collected is managed and processed at given geography and only inert waste to be disposed at designated sites. This may include processing waste at household/community level, with the aim to create model wards. In each wards composting unit will be created to cater the bio degradable waste.
  • Initially the composting units will be developed at each ward and these units will be created on the community land only. After the completion of the rapid assessment/baseline survey and based on the recommendation, Specific types of waste processing technologies will be used, such as composting, biogas generation, or recycling.

vii. Solid and Liquid Waste Management Operations Improvement

  • Improvement in current solid and liquid waste management operations in all the 5 wards, as per requirements of the location which may include garbage collection from litter points and other entities, drain cleaning, street sweeping, GVP elimination, awareness activities, safe and appropriate disposal of waste to government assigned areas, and other sanitation activities which all shall lead to zero waste model wards.

viii. Geography

  • The geography to implement the operations are ward no. 02, 05, 06, 13 and 17 of the Nagar Palika Sandila, Hardoi district, Uttar Pradesh, India.

ix. Project Duration

  • Maximum project duration can be 12 months

Expected Deliverables

  • Door to Door waste collection from 100% households and other entities coverage in all the 5wards
  • 00% cleaning of Street and Drains
  • 100% elimination of GVPs and creating litter free spots.
  • Create community awareness with 100% coverage of residents in all the 5 wards
  • 90% of waste to be managed and processed within the geography
  • Ward level committee formation in 5 wards to ensure community participation and long term continuity of the work
  • Establishment of 5 waste decomposing units for bio-degradable waste

Expected Output

The implementing partner should provide the following:

  • Pre-feasibility and baseline survey report
  • Preparation and submission of the detailed work execution plan for end to end solution to ensure the sustainable solid and liquid waste management in the intervention area.
  • Project Process Manual
  • Training Modules
  • Project Impact Measurement – The project aims to create the holistic impact considering the life
    of Safai Karamchari/Green Friends, Rag Pickers, environment impacts etc. three major categories
    creating overall impact of the project – (i) Human Impact (ii) Environment Impact (iii) Impact on
    Performance under Swachh Survekshan
  • Monthly reporting of data in given format by HCLF team
  • Final closure report containing the above mentioned scopes, along with providing effective outcomes (Zero Waste Model Wards) through efficient and effective Solid and Liquid waste process

All the above reports to be submitted as initial drafts to HCLF team for review and comments, before finalizing. The partner can draw on public domain information to prepare the background. While preparing the project plan, partner is expected to provide an appropriate methodology, in conducting assigned activities and the solution driven process. Quantitative and qualitative methods are expected to be used to document the findings, including indicators for assessing impacts.

Submission Guidelines
Interested organizations must visit the ground and understand the current situation of the field before submitting the detailed proposal plan as per their strength and expertise. Proposalsthat you need to share should include as Gantt Chart with comprehensive list of activities proposed in scope of work along with a tentative timeline. Applicants are requested to share proposal along with duly filled as Budget Costing Excel Sheet, as per below mentioned submission details and deadlines.

Budget: Please provide detailed break-up of each line item and all sub-line item costs with clear budget explanatory notes. Any taxes including Service Tax, Sales Tax, Value Added Tax or any other applicable tax, duty, cess or levies, must be quoted separately from the price of goods and services. The terms of payment along with a tentative timeline must also be attached.

Gantt Chart: The Gantt Chart must detail the comprehensive list of activities proposed in the proposal along with a tentative timeline.

Kindly provide an LFA with key objectives, activities, inputs, outputs, outcome and impact & a risk assessment and mitigation plan. The proposal must include indicators that will be used for assessing impact.
