WASSAN (Watershed Support Services and Activities Network), Hyderabad since 1999. WASSAN is a network-based organisation focusing on improving the quality of mainstream programs in natural resources management and livelihoods. It engages actively in policy advocacy initiatives at state and national level mainly related to rainfed agriculture. It also provides field level support services to a large number of watershed development and other programs implemented by the civil society in partnership with communities. Currently WASSAN has around 300 employees spread in Andhra Pradesh, Telangana, Odisha and Jharkhand.

1. Programme Officer (Seed Production and Marketing)

Programme: Special programme for promotion of millets in Odisha, (Odisha Millets Mission)

2. Young Professional (Government Coordination)

Project: Odisha Millets Mission, Odisha Millets Mission is a flagship programme of Department of Agriculture & Farmers’ Empowerment, Government of Odisha to revive millets in farms and plates. OMM has been recognized as one of the best models for promotion of millets in the country.

Position: 2 Nos

Locations: Bhubaneswar, Odisha

Age: Max of 35 years as on 30th September 2023

Salary: Rs. 40,000 – 50,000 PM as CTC. TA/DA will be additional, as per organization norms.

Contract:
The contract will be for a period of 3 years, renewable subject to satisfactory performance and project period extension. The engagement can be cancelled/ terminated for any non-performance in duties, misconduct or without assigning any reason thereof.

State Coordinator, Programme Secretariat (WASSAN), OMM

Job Description
1. Engage with key stakeholders, including Agriculture Department, allied department officers, institutions and agencies involved, NGOs partners, FPOs.

2. Establish and maintain strong relationships with government departments, officials, and policymakers at the state and district levels.

3. Serve as a key point of contact between the Odisha Millets Mission and government bodies.

4. Support in the organization of events and workshops through coordination support to team.

5. Preparing background/ concept notes for workshops and conferences, drafting the minutes/proceedings of different high-level meetings, and ensuring high quality and uniformity in content and form.

6. Development of presentations and write ups for different meetings, workshops, etc.

7. Preparing technical/ policy notes to share OMM view on global/national issues with government and other partners.

8. Collaborate with the Odisha Millets Mission team to integrate government priorities and resources into project planning and implementation.

9. Ensure alignment between government objectives and project goals.

10. Liaison and Monitor partnerships with different stakeholders.

11. Should be self-driven, energetic, willing to learn and think creatively and innovatively.

12. Any other work assigned by the Organization as and when and where requirement as per project need.

Eligibility Criterion:

1. Master’s degree in Agriculture/ Public Policy/ Agribusiness Management/ Social Sciences/ MBA-Rural Management/ Social Work / Tribal Studies/ Public Policy/ Development studies etc.

2. Minimum 3 years of working experience in relevant sector.

3. Candidates with experience in working with UN agencies, Niti Aayog, Government of India in similar roles will be preferred.

4. Candidates should have excellent communication and writing skills in English and Hindi.

5. Knowledge of Odia will be an added advantage.

6. Candidates with previous experience in data analysis shall be preferred.

7. Candidate should have good knowledge on working on computer and ability to demonstrate ICT applications. The candidate should also possess good inter-personal and strong communication skills.

Reporting to: Marketing Manager, Odisha Millets Mission

Period of Contract:
Contract will be for a period of 3 years after initial probation period of 6 months, can be extended subject to satisfactory performance and project period extension.

Job Description:

(a) Seed Production Planning:

  • Develop and implement a comprehensive seed production plan, considering the requirements of different millet varieties.
  • Collaborate with seed producers, farmers, seed centres, KVKs and Odisha Sate Seed Corporation, agricultural experts to ensure adequate seed production.

Quality Assurance:

  • Establish and enforce quality control measures to ensure the production of certified and disease-free millet seeds.
  • Conduct regular field inspections and seed testing to maintain high-quality standards.
  • Handholding support to FA, FPO and Seed Centres on working with seeds.

(b) Seed Distribution and Marketing:

  • Coordinate the distribution of millet seeds to farmers, community managed seed centres, FPOs and agricultural extension agencies.
  • Develop marketing strategies to promote millet seeds and encourage their adoption among farmers.

(c) Capacity Building:

  • Preparing training modules and IECs and Organize training programs and workshops for seed producers and farmers to enhance their knowledge of millet seed production techniques.
  • Provide technical guidance on seed processing and storage.

(d) Monitoring and Evaluation:

  • Implement a robust monitoring and evaluation system to track seed production and marketing activities.
  • Collect data and prepare reports on seed production and distribution progress.

(e) Stakeholder Engagement:

  • Collaborate with government agencies, agricultural institutions, and NGOs to strengthen partnerships and support seed-related initiatives.
  • Engage with millet farmers, community managed seed centres and FPOs to understand their needs and challenges.

(f) Research and Innovation:

  • Stay updated on the latest developments in millet seed production and marketing.
  • Explore innovative approaches to enhance seed quality and availability.

Desired Candidate Profile:

  • Proven experience in seed production, quality control, and marketing.
  • Knowledge of millet cultivation and seed systems is a plus.
  • Strong project management and coordination skills.
  • Excellent communication and interpersonal abilities.
  • Analytical thinking and problem-solving skills.
  • Ability to work independently and as part of a team.
  • Ability to travel around Odisha and outside of the state as per project need.
  • Fluency in English and Odia; knowledge of other regional languages is an advantage.

Qualification:

  • Bachelor’s (Agriculture) with 5 years of relevant experience
  • B.Sc (Agriculture) and Master’s in Agribusiness with 3 years’ relevant experience.
  • M.Sc. (Agriculture) with 3 years’ relevant experience.

Salary: Salary offered is in the range of Rs 40,000 – Rs 50,000 per month commensurate to qualification & experience of the candidate, Excluding TA/DA.
