WASSAN emerged in 1996 as a network of CSOs in the context of the Participatory Watershed Development Program of the Government of India; with a mandate to scale up successful community managed natural resources development innovations, building capacities of the CSOs involved and to provide an interface of CSOs with the Government in shaping up this program.

WASSAN was subsequently registered as a Public Trust in 1999. The focus has been in the drought prone areas, small and marginal farmers, tribal communities in economically marginalised geographies of the country. WASSAN has specialised in designing, supporting and implementing large scale projects with Government and other agencies.

Odisha Millets Mission is a flagship programme of Department of Agriculture and Farmers’ Empowerment, Government of Odisha. Special Programme for Promotion of Millets in Tribal Areas of Odisha (Odisha Millets Mission) was launched by Govt of Odisha in 2017 to revive millets in farms and on plates. 1. Programme Officer (IT Analysis and Designing)

No. of Positions: 1 (One)

Locations: Bhubaneswar (Odisha)

Reporting to: Programme Manager (IT)/ State Coordinator, Odisha Millets Mission

Period of Contract: Contract will be for a period of 2 years after initial probation period of 6 months, can be extended subject to satisfactory performance and project period extension.

Salary: Annual salary of Rs.4.2 Lakh to Rs.6.0 Lakh (CTC) based on experience

Experience: 4 years and more

Responsibilities:
1. Collaborate with business stakeholders to understand their needs and translate them into detailed requirements for IT systems and solutions.

2. Analyse existing IT systems, processes, and infrastructure to identify areas for improvement and propose innovative solutions.

3. Conduct feasibility studies and cost-benefit analyses to assess the viability and potential impact of proposed IT solutions.

4. Design and document system architectures, technical specifications, and process flows for IT projects.

5. Coordinate with IT teams to ensure the successful development, customization, and integration of software applications and hardware systems.

6. Collaborate with external vendors and service providers to evaluate and select appropriate technology solutions.

7. Oversee the implementation of IT projects, ensuring adherence to design specifications, timelines, and budget.

8. Conduct thorough testing and quality assurance activities to verify the functionality and performance of IT systems.

9. Provide technical support and troubleshooting assistance during the implementation and post-implementation phases of IT projects.

10. Develop training materials and conduct user training sessions to facilitate the adoption and efficient utilization of new technologies.

11. Stay updated with emerging technologies, industry trends, and best practices to provide recommendations for system enhancements and innovation.

12. Ensure compliance with established IT policies, procedures, and security standards.

13. Collaborate with cross-functional teams to gather and analyze data, generate reports, and provide insights to support decision-making processes.

14. Assist in IT project management activities, including project planning, risk management, and progress tracking.

15. Foster a culture of continuous improvement by identifying opportunities for process optimization and efficiency gains.

Requirements:
1. B Tech. in IT/ Computer Science/ Software Engineering, or MCA with appropriate certification.

2. Proven experience as an IT Analyst or in a similar role, with a focus on system design and implementation.

3. Strong analytical and problem-solving skills, with the ability to understand complex business processes and translate them into technical requirements.

4. Proficiency in system design methodologies and tools.

5. In-depth knowledge of IT systems, infrastructure, and software applications.

6. Familiarity with project management principles and methodologies.

7. Excellent communication and interpersonal skills, with the ability to collaborate effectively with stakeholders at all levels.

8. Strong creativity and design thinking abilities to propose innovative IT solutions.

9. Experience in conducting feasibility studies and cost-benefit analyses.

10. Ability to adapt to a fast-paced and dynamic work environment.

11. Strong attention to detail and organizational skills.

12. Familiarity with ITIL framework and IT service management principles (preferred).

13. Relevant certifications such as CompTIA A+, ITIL, CBAP, or UX/UI design (preferred).

Qualifications:

1. B Tech. in IT/ Computer Science/ Software Engineering, or MCA with appropriate certification.

2. Proven work experience as a Software Developer with expertise in PHP, MySQL, RDBMS, and web designing.

3. Strong proficiency in PHP and experience with PHP frameworks such as CodeIgniter, Laravel or Symfony.

4. Solid understanding of relational database concepts and experience working with MySQL or other RDBMS.

5. Proficiency in front-end technologies such as HTML, CSS, JavaScript, and responsive web design.

6. Experience with web services (RESTful, SOAP) and API integration.

7. Familiarity with version control systems, such as Git.

8. Experience with other web technologies such as JavaScript frameworks (e.g., Vue.js, React.js) and CSS preprocessors (e.g., Sass, Less), will be preferred.

9. Knowledge of UI/UX design principles and experience in creating visually appealing and user-friendly interfaces, will be an added advantage.

10. Familiarity with agile development methodologies, such as Scrum or Kanban, will be preferred.

11. Strong problem-solving skills and the ability to analyze and debug complex issues.

3. District Programme Coordinator

Positions: 5 (Five)

Locations: 5 districts of Odisha (Mayurbhanj, Koraput, Rayagada, Keonjhar, Sundergarh)

About Programme:
Enabling Natural Farming Transition in Tribal Landscapes of Odisha is a programme initiated by ST SC & MBC Welfare Department. Odisha Tribal Development Society (OTDS) is the nodal agency and WASSAN is selected as the Programme Management Unit (PMU). The programme aims to transform farming landscapes into natural farming with integrated livestock and other production systems through 13500 Women Self Help Groups.

Job Description:

• Coordinate with field NGOs, community-based organisations and Government officials of line departments and district administration in programme districts of Odisha.
• Support field NGOs on natural farming adoption in production, processing, consumption and marketing.
• Ensure training management, monitor regularly and provide handholding support.
• Responsible for daily project management – both organizational and substantive matters – budgeting, planning and general monitoring of the project.
• Responsible for facilitating monthly review of the program by District Administration and ITDAs.
• Will be responsible for reporting on project progress vis-a-vis indicators to ITDAs at District Level and PMU at State Level.

Desired Candidate Profile:

• Master’s degree from reputed National / International Institution / University, with minimum 1 year of experience working with Central and State Government agencies or Bachelor’s degree with 5 years relevant experience
• Experience of working with NGOs and Government officials.
• Proficient computer skills in MS Office; knowledge of Gantt charts, indicator preparation, and basic knowledge in budgeting and accounts
• Candidates will be stationed in the district and have to travel extensively for field visits and will be travelling inside and outside Odisha as per programme requirements.

Compensation:
Rs. 30000 – 40000 per month based on experience remuneration excluding TA/DA during field visits.

Desired Candidate Profile:

• Bachelor’s / Master’s degree from reputed National / International Institution / University, with minimum 2 years of experience working with Central and State Government agencies.
• Experience of handling audits of projects, preparing balance sheets, so on so forth.
• Experience in data management for the project.
• Report writing skills in English and Odia.
• Computer skills in MS Word, MS Excel, MS PPT, Google Spreadsheet etc.
• Not have any complaints against him by Government, Civil Society, Community organizations or Private agencies.
• Experience in similar development programmes will be preferred.
