Background and scope of portfolio

Taking forward UNDP’s work on skilling and entrepreneurship as well as on the cross-cutting theme of women’s economic empowerment, the Ministry of Skill Development and Entrepreneurship (MSDE), Govt. of India and UNDP have partnered on a new programme ‘Promoting Inclusive Growth through Enhanced Access to Local Livelihood Opportunity, Education to Work Transition and Social Protection Schemes (PROGRESS)’ with the overall goal to secure local livelihoods, increased incomes, and improved quality of life for marginalized sections of the society, specifically youth, women, and migrants.

The programme aims to enable marginalized populations to identify and access meaningful long-term employment and local livelihood opportunities through facilitation of career guidance, transferable skills and digital skills, tailored local placement opportunities, opening-up of new job roles in traditional value chains for the educated new generation and a menu of measures including local mentorship and application of digital means for entrepreneurship. Similarly, PROGRESS plans to support robust outreach and implementation of national programmes at the district/subdistrict level through strengthening of the capacity of State Skill Missions/District Skill Committees, and capacity building of human resources.

  • Under the ambit of “PROGRESS”, Project Code Unnati: Empowering Youth and Women for Future

Employability Skills and Entrepreneurship is being implemented by United Nations Development Programme (UNDP) and United Nations Volunteers (UNV), with support from SAP Labs India Private Limited (“SAP”). The project aims to improve access to entrepreneurship and employment opportunities for 20,000 youth and 5000 women, while also empowering them to make informed decisions. Across the two proposed target groups (youth and women), the interventions are working towards increased awareness, enhancing 21-century skills, employability, business skills capacity, facilitation of linkages to Internship/apprenticeship/job opportunities, mentorship support and nurturing the innovation potential of youth and women of rural and urban areas.

The project activities are being implemented across 3 districts in the state of Karnataka viz. Bangalore Rural, Dakshin Kannada and Raichur. The project builds on UNDP’s experiences on youth and women empowerment globally and specifically in India, its deep engagement with the state government of Karnataka and leverages United Nations Volunteers (UNV)’s strong on-the-ground presence present across the country.  It also incorporates the essence of SAP Labs India initiatives to make a meaningful contribution to communities, emphasizing the Sustainable Development Goals (SDGs).

The key objectives and outcomes of Project Unnati are:

Increase the income of women through the promotion of micro-enterprises by creating a local mentorship and facilitation system through community-based businesswomen mentors (Unnati Sakhis) who provide awareness, psychosocial and handholding support through mentorship in a sustainable manner to the aspiring and budding women micro entrepreneurs.

Enhance employability and entrepreneurship opportunities for youth in higher educational & vocational institutions through career guidance, counselling, digital/ employability skills training and entrepreneurship development programs (EDP) to improve their employability and entrepreneurial skills – including enhanced digital and 21st-century skills –  with improved connectedness with industry for job/internship/apprenticeship and connect/access to Incubation/Accelerator programs for entrepreneurship.

Improvement of institutional ecosystem to support the above objectives by ensuring faculty members working in higher educational & vocational institutions can guide/mentor students and government stakeholders including policymakers are sensitized through access to mentorship training programs, digital platforms, printed training materials and other communication materials.

Project Code Unnati has been designed to build on the successes and impact created by the UNDP and SAP Labs India’s initiatives. The project aims to improve access to entrepreneurship and employment opportunities for youth and women, while also empowering them to make informed career and life decisions, enhancing employability and business skills capacity with gender sensitization, facilitation of linkages, mentorship support and nurturing the innovation mindset of youth and women of rural and urban areas.

One of the primary objectives of the project is to create a robust communication to the stakeholders and meaningful engagement of SAP employees as corporate volunteers. UNDP wishes to engage a project associate to design communication strategies, build the capacity of the team and support the corporate volunteer engagement programme.

Duties and Responsibilities
The incumbent will be will perform duties under the direct supervision of State Project Head, Karnataka, UNDP. S/he will seek inputs on designing communication strategies, build the capacity of the team and support the corporate volunteer engagement programme.

  • The Project Analyst- Communication and Knowledge Management will report to the state project head and design communication strategies, build the capacity of the team and support the corporate volunteer engagement programme. Other important duties and responsibilities are indicated below.
  • Under the overall supervision of State Project Head, UNDP and guidance from communication experts, New Delhi the Project Analyst will undertake the following:

Support the Project Team in co-ordination and documentation of the following:

  • Develop a comprehensive Project Communications and Outreach Strategy.
  • Development/customization of the monthly, quarterly and annual communications workplans/ templates including the communications objectives and target audience.
  • Develop communications Strategy and detailed Communications Action Plan developed including timelines knowledge management framework for achieving the intended outputs and outcomes in consultation with project team and relevant stakeholders.
  • Development of key messages, planned distribution channels, including social media, indicators for monitoring and evaluation of visibility and outreach results.
  • Development of matrix for quantitative and qualitative evaluation to measure the success of the strategy.
  • Prepare drafts of communication materials for UNDP clearance (press releases, newsletters, success stories, photo essays, social media posts, etc) which will be disseminated through UNDP, Implementing
  • Partners and other relevant websites/social media.
  • Facilitate to conduct the online events including development of concept notes, agendas, event materials (press releases, invitations, logistic notes, talking points, evaluation forms and/or similar) etc
  • Facilitate to coordinate with relevant stakeholders, follow-up invitations, responding participants’ queries, supporting live tweeting, YouTube/Facebook broadcasting as well as monitoring media coverage (if any) from relevant events, and preparing respective reports.
  • Documenting/ dissemination of the human-interest stories/ case studies emerging   from the project implementation including under the Corporate Volunteering Program.
  • Support internal and external communications by assisting in drafting communications and setting up systems for quick communication.
  • Conduct capacity building program to the Project Team regarding effective communication strategies and channels.
  • Liaison and coordination with the corporate volunteers, Project team, UNV, SAP Labs India and other key stakeholders to ensure effective implementation of the program.
  • Design and implementation of the Corporate Volunteer program and employee engagement Program includes but is not limited to registration drive, assessing applications, mapping volunteers to work streams.
  • Any other communications activities which may be required by the project
  • Perform any other tasks as asked by senior management/supervisor

Required Skills and Experience

Education:

Bachelor’s with 2 years of experience outlined below or higher degree in Mass Communications, Public Relations, Journalism, Visual Media communications, Development communications or any related field.

Experience:

  • At least two years of experience post Bachelors in public relations, media relations, communications and/or advocacy experience in developing, executing and reporting multi-channel communications strategies and plans, conducting media monitoring (must be able to provide at least one sample of multi-channel communication strategy/communication plan, one sample of communications results report (with indicators and achieved results), one sample of media monitoring report).
  • Excellent writing skills with analytic capacity and ability to synthesize inputs and relevant findings.
  • Excellent interpersonal skills, culturally and socially sensitive, ability to work inclusively and collaboratively with a range of partners Good team player with strong ability to work in teams and with people with no direct reporting relationships.
  • Experience in designing and implementing corporate volunteering or similar programmes
  • Knowledge in Graphic design, photoshop, editing is highly preferred
  • Data driven, open to learning and adaptable, should be willing to adapt to ground realities.
  • Compassionate for the poor and willing to look at issues from their lens.
  • Excellent demonstrated documentation skills and prior experience in developing concept notes / reports / project plans/communication collaterals will be essential.

Remuneration starting at INR 13,54,068 (annual)/ INR 1,12,839 (monthly) as per the salary scale depending on qualifications and experiences. The remuneration is excluding 8.33% pension amount paid over and above the salary.
