Transform Rural India A civil society led multi-stakeholder platform, aimed at multi-thematic development in the most deprived regions of rural India. Ten leading NGOs of India have come together on a common platform to trigger a large-scale community led multi-dimensional and comprehensive change process. This effort seeks to build effective partnerships with Public and Private ecosystems to support efforts of poor & marginalized communities to transform themselves. The initiative has been co-created and is supported by the Tata Trusts.

Since its inception in 2016, Transforming Rural India Foundation (TRIF) has been deeply focused on an integrated approach to village development to accelerate mobility across all generations. We believe
in bringing solutions through multi-sector changes through engaging community-based institutes like Self Help Groups (SHGs), Panchayati Raj Institutes (PRIs) and Front-Line Workers (FLWs) together to closely work with the government. TRIF works directly with more than one million people in 2000 villages across India’s poorest states and impacts close to over 60 million rural Indians through its formal engagement with governments at different levels.

Ministry of Rural Development-GoI run the largest global program focus on rural women with an aim of removing multi-dimensional poverty. This program partners with other ministries specifically the Panchayati Raj, Agriculture development, Tribal Affairs, Food Processing, etc. to support over 8.5 Cr poor women and their households. Recently the GoI has embarked on an ambitious program to strengthen community institutions, and support 2.5 crore women to become “Lakhpati Mahila”. The program is being spearheaded by the initiative “Deendayal Antyoday Yozna- National Rural Livelihoods Mission (DAY-NRLM)”, in close convergence with several other government departments. The initiative has a twin-focus on (a)developing strong Cluster Level Federations of women and (b) provide support for promotion of sustainable livelihoods – by way of providing livelihood assets and livelihood services. The strategy to achieve these focuses around a robust community led planning process, close coordinated efforts with the Panchayats and convergence from various government schemes including rights and entitlements. TRIF under a formal arrangement with the Rural Development

Department of Govt of Uttar Pradesh plans to take up intensive prototype development in selected 10 districts in the State. The efforts under this initiative will contextualise and create local livelihood solutions, in addition to demonstrating implementation protocols for decentralized planning for livelihood promotion, govt. scheme convergence for livelihood asset creation, capacity enhancement around production skills, and most importantly strengthening the Cluster Level Federations (CLFs) for ensuring member participation and program implementation oversight.

1.Manager – Community Institutions Strengthening

LOCATION: Lucknow, Uttar Pradesh

DURATION: Two Years (subject to renewal based on performance)

PRIMARY ROLE

This position will work towards strengthening women led Community Institutions i.e. CLFs promoted by UPSRLM in selected 10 blocks to enable them plan/implement/review various activities planned under ‘Lakhpati Mahila Initiative’, effectively manage community cadre working with them and become statutory compliant and self-reliant institution over the period of time.

KEY ACCOUNTABILITIES

  • Support block team in planning and roll out of an effective Community Institutions Strengthening strategy for its members around expansion of social mobilization, financial inclusion and livelihood development.
  • Support in identifying, Planning, designing and rolling out of Training and capacity building opportunity with SHG/VO/CLF.
  • Plan and ensure women collective/NRLM led VPRP process in time bound manner with quality assurance and its integration into Gram Panchayat Development plans (VPRP-GPDP[1] process)
  • Intensive engagement with block/district team to capitalize already mobilized CIs for effective implementation and monitoring of village plans.
  • Develop and roll out strategy to saturate the key social protection and relief schemes identified under VPRP-GPDP process as Entitlement Action Plans.
  • Facilitate functional spaces for rural women and their collectives to take leadership and supervisory roles in scheme implementation & monitoring like Mahila Mates, CLF as PIA etc.
  • Identification and documentation of best practices of UPSRLM.
  • Any other task which falls within the scope and purpose of the assignment
  • Proficient in Hindi and English

QUALIFICATION / WORK EXPERIENCE

  • Bachelor’s Degree in professional fields such as in Agriculture, Rural
  • Development, Forest Management, or any other closely related field.
  • At least 6-7 years’ experience working with large government programs.
  • Proven ability of leading/mentoring team of professionals.
  • Experience in developing and implementation of Training and capacity building programs for women collectives.
  • Knowledge of central/state sponsored schemes, rights and entitlement focused towards creation of individual assets, social security and poverty alleviation;
  • Understanding of decentralized planning process Gram Panchayat Development Plan, e-gram Swaraj portal etc.
  • Fair understanding of planning and implementation of works taken up under Mahatma Gandhi National Rural Employment Guarantee
  • Scheme (MGNREGS);
  • Experience of working with Govt-entities, reputed NGOs,
  • Bilateral/Multilateral organizations is desirable;
  • Language: Sound knowledge of written and spoken Hindi and English;
  • Willingness to stay and travel in rural areas of UP

2. Manager – Farm Prosperity

DURATION: Two Years (subject to renewal based on performance)

PRIMARY ROLE This position will lead and support livelihood related activities in the intervention blocks.

KEY ACCOUNTABILITIES

  • Lead Farm prosperity thematic intervention portfolio (समा ज, सरका र, बा जा र) for Uttar Pradesh and provide handholding/technical support to implementation team at pilot blocks;
  • Preparation of detailed annual action plan (बी ज से बा जा र तक) andregular tracking, (In sync with various livelihood activities as per SRLM Livelihood Annual Action plan);
  • Devise strategy for scaling up solutions already piloted and tested by TRIF in other geographies (Technology Demonstration Centre, Demonstration plot, Kushal Kisan App/campaign);
  • Facilitate identification of winner crops using APC tool, develop PoP/area of intervention around identified crops, training modules etc.;
  • Develop crop wise intervention details (Training modules etc) and capacity building calendar for farmers;
  • Develop modules for perspective building of Community Institutions promoted by UPSRLM around Farm/non-farm livelihoods;
  • Devise strategy for engaging UPSRLM promoted initiatives such as
  • Producer Groups, Custom Hire Centres etc.;
  • Facilitate market linkages for farmers/collectives
  • Facilitate innovative practices and solutions around farm livelihoods domains;
  • Facilitate convergence from flagship schemes and partnership with various line-departments of GoUP, MGNREGS, SRLMs, CBOs and any other entities;
  • Documentation of best practices, report writing and developing presentations;
  • Generate reports and farmer data base using IT applications;
  • Any other work assigned by the supervisor from time to time.
  • Proficient in Hindi and English

QUALIFICATION / WORK EXPERIENCE

  • Bachelor’s Degree in Agriculture, Rural Development, Forest Management, or any other closely related field.
  • At least 6-8 years of experience working with community collectives in space of Rural Livelihoods.
  • Proven ability of leading/mentoring team of professionals working in rural space.
  • Direct experience of promoting and working with SHGs/CIGs and their federations
  • Experience of working with Producers groups and collectives for value chain development in commodities and enterprises
  • Experience in developing and implementation of Training and capacity building programs for farm and non farm related activities
  • Experience of working with SRLMs, reputed NGOs,
  • Bilateral/Multilateral organizations is desirable
  • Language: Sound knowledge of written and spoken Hindi and English

3. Manager – Panchayat & Governance

DURATION: Three Years (subject to renewal based on performance)

PRIMARY ROLE

The selected candidate will be embedded with Department of Panchayti Raj, Government of Uttar Pradesh

KEY ACCOUNTABILITIES

  • Support block team in planning and roll out of an effective Community Institutions Strengthening strategy for its members around expansion of social mobilization, financial inclusion and livelihood development.
  • Coordinate with SIRD and regional training institutions to provide handholding support in training & CB in quality GPDP preparation.
  • Further, engage with Young Fellow (YF) and demonstrate the model GPDP in order to scaling-up of best practices.
  • Innovate and ideate development of digital platforms to support the learning and training mechanism of respective stakeholders like line department, YFs, PRI members etc.
  • Support TRIF’s direct intervention blocks (action pilots) through regular field visits, training and handholding for block team around new opportunities for GPs and support them by demonstrating quality planning and monitoring processes
  • Develop structured mechanism for monitoring implementation of approved GPDPs and incorporation of budget in annual plans
  • Support the State PR department in Progress tracking of GPDP plans and regular updation to district/block level officials’ through monthly report cards.
  • Develop strategy for PRI strengthening and saturation of key Social Protection schemes
  • Facilitate Gram Panchayat (GPs) in identification of available resources apart from the routine state/central budgets and utilize them according to local priorities.
  • Develop strategy for roll—out of training and capacity building drive around Panchayati Raj strengthening including development of modules etc.
  • Efforts to initiate the State level interdepartmental meeting and review of departmental convergence in realization of demands come into GPDP plans.
  • Ensure ‘Process documentation’ of the pilot initiative and Prepare ‘Case studies’ on best practices emerged
  • Closely monitor the performance of district against plan/GP action plan through reports and visit/consultation at district/block/village level.
  • Provide policy inputs in existing guidelines through Government Orders to improve accessibility, effectiveness and impact of various schemes implemented by DoRD-GoUP, particularly MGNREGS
  • Maintain a data base of the district and concerning blocks, GPs and create knowledge bank for quick decision making.
  • Excellent command on Hindi and English
  • Any other task which falls within the scope and purpose of the assignment

QUALIFICATION / WORK EXPERIENCE

  • Knowledge of central/state sponsored schemes, rights and entitlement focused towards creation of individual assets, social security and poverty alleviation;
