Job Overview:
The Purchase Officer at The Energy and Resources Institute (TERI) will be responsible for managing the procurement of goods and services necessary for the institute’s research activities. This role involves ensuring timely and cost-effective purchasing while maintaining quality standards, managing supplier relationships, and overseeing inventory levels. The ideal candidate will have strong analytical skills, effective negotiation capabilities, and proficiency in ERP systems and Excel.

Key Responsibilities:

Procurement Management:

  • Conduct sourcing, negotiating, and purchasing of materials, equipment, and services required for research activities.
  • Ensure timely procurement aligned with quality standards and cost-effectiveness to support research projects.

Vendor Management:

  • Identify, evaluate, and develop reliable vendors and suppliers.
  • Maintain and enhance relationships with suppliers to ensure a consistent and reliable supply
    chain for research needs.

Purchase Orders and Contracts:

  • Prepare and process purchase orders and contracts.
  • Ensure all procurement activities comply with organizational policies and procedures, and support research requirements.

Inventory Management:

  • Monitor and manage inventory levels to avoid overstocking or stockouts, ensuring availability of essential items for research.
  • Conduct regular inventory audits and resolve any discrepancies.

Cost Analysis and Budgeting:

  • Analyze purchase requests to ensure alignment with the budget allocated for research projects.
  • Identify and implement cost-saving opportunities and strategies without compromising research quality.

Documentation and Reporting:

  • Maintain accurate procurement records and documentation.
  • Prepare and present regular reports on procurement activities and expenditures to support research planning and budgeting.

ERP and Excel Utilization:

  • Use ERP systems effectively to manage procurement processes and data.
  • Create and maintain detailed Excel spreadsheets for data analysis and reporting, aiding in research project management.

Compliance and Risk Management:

  • Ensure compliance with relevant laws, regulations, and organizational policies.
  • Identify potential procurement risks related to research activities and develop mitigation strategies.

Required Skills:

  • Proficiency in ERP systems.
  • Advanced knowledge of Microsoft Excel.
  • Strong analytical and problem-solving skills.
  • Excellent negotiation skills.
  • High attention to detail.
  • Effective verbal and written communication skills.
  • Strong time management and organizational skills.

Educational Qualification:

Graduate in Commerce, Business Administration, Supply Chain Management, Procurement, or a related field.

Experience:
At least 2 years of relevant experience in the purchasing or procurement department, preferably within a research organization, manufacturing, oil, chemicals, or similar materials procurement.
