The Tata Institute of Social Sciences (TISS) was established in 1936 as the Sir Dorabji Tata Graduate School of Social Work. In 1944, it was renamed as the Tata Institute of Social Sciences. The year 1964 was an important landmark in the history of the Institute, when it was declared Deemed to be a University under Section 3 of the University Grants Commission Act (UGC), 1956. Since its inception, the Vision of the TISS has been to be an institution of excellence in higher education that continually responds to changing social realities through the development and application of knowledge, towards creating a people-centred, ecologically sustainable and just society that promotes and protects dignity, equality, social justice and human rights for all.

Name of the project: Saksham Pramaan – Programme Evaluation for National AIDS Control Programme (NACP)

Project details:
National AIDS Control Organisation (NACO) has initiated several interventions (such as the link ART centres, Community based screening, etc.) in order to meet its goals and the 95-95-95 objectives. Concurrent, mid-term programmatic evaluations are critical to identifying programme implementation gaps of these interventions and appraisal of options to address those gaps so that mid-path course corrections can be implemented. Saksham, in consultation with NACO, will identify areas for programme evaluation on an annual basis. From among the areas identified, the project shall design and conduct one major and two minor programmatic evaluations. TISS will design the study proposal, develop study protocols and invite agencies to undertake the study by inviting proposals.

The programmatic evaluations will cover the whole of the country. The project’s main objective is to design and conduct a concurrent and mid-term evaluation of select programmatic interventions under NACP.

Currently, we are inviting applications for Programme Evaluation research studies. These posts are based on the short-term research project. The time frame of this project is 6 months. This position is purely on a contractual basis.

1. Research Associate

Duration: 6 months initially can be extended up to March 2024.

Salary: 55,000-60000 p.m. depending upon the experience and qualifications

Scope of work

This research assistant position will work under the technical supervision of the Research Manager, Saksham Pramaan, at t h e Tata Institute of Social Sciences.

Specifically, the research associate will:

  • Carry out a search and review of academic literature on HIV/AIDS programs, specifically the proposed evaluation studies.
  • Carry out secondary data analysis using NACO data
  • The research associate must travel across different states for data collection.
  • Coordinate the recruitment of field supervisors and field investigators (advertise, finalise the list, call for interviews etc.)
  • Organize the training for the field investigators at the state level (logistical and content for the training)
  • Develop the planning for field investigation along with the research assistant and field supervisors
  • Monitor overall fieldwork and data collection process
  • Overlook the data management, including transcription, translation processes
  • Assist in Qualitative data analysis
  • Assist in writing the research reports
  • Keep a record of all documents
  • Support other Saksham Pramaan work as needed/requested by the Programme Team
  • S/he will work under the supervision of t h e Research Manager.

Required qualification:
Postgraduate degree in Social Sciences/Social Work/Population Studies/Public Health and allied fields.

Experience:
At least 3-5 years of experience in research projects in the field of HIV/AIDS is desirable. The candidate should have research skills in quantitative and/or qualitative data collection, management, and analysis. Conversant in t h e local language in addition to English. Well-versed in reporting and documentation. She/he shall have experience conducting FGDs/IDIs with HRGs and Bridge populations. The candidate should be sensitive towards issues relating to HRG communities and PLHIVs.

Essential:

  • High level of commitment and integrity and ability to work independently
  • Excellent coordination and organizational skills
  • Ability to strategies and implement the programme to get the expected outcome
  • Willingness to travel.

Desirable:

  • Knowledge of the National AIDS Control Programme and programmatic evaluations

2. Field Co-ordinator

Location: TISS, Mumbai

Salary: 40,000-45,000 p.m. depending upon the experience and qualifications.

Scope of work
The field-coordinator position will work under the technical supervision of Research Associate and Research Manager Saksham Pramaan at Tata Institute of Social Sciences.

Specifically, the Field-coordinator will:

  • Coordinate and follow up with all the stakeholders, and participants for data collection across all the
    data collection sites
  • Co-ordinate and follow up with the participants for the self-administered survey as and when required
    and make sure that the forms are submitted on time.
  • Develop a plan for data collection with the guidance of the research manager
  • Monitor overall fieldwork and data collection process
  • Follow up for secondary data across all the data collection sites
  • Organize the training for the consultants at the state level
  • The field co-ordinators will be required to travel across different states for data collection.
  • Carry out secondary data analysis using NACO data
  • Assist in qualitative as well as quantitative data analysis
  • Assist in report writing
  • Support other Saksham Pramaan work as needed/requested by the Programme Team

Required qualification:
Postgraduate degree in Social Sciences/Social Work/Population Studies/Public Health and allied fields.

Experience:

  • Minimum 2-3 years of experience in research projects, in the field of HIV/AIDS is desirable.
  • Conversant in local language in addition to English. Well-versed in reporting and documentation.

    data management, and analysis. She/he shall have experience in conducting FGDs/IDIs with HRGs and
