The Tata Institute of Social Sciences (TISS) was established in 1936 as the Sir Dorabji Tata Graduate School of Social Work. In 1944, it was renamed as the Tata Institute of Social Sciences. The year 1964 was an important landmark in the history of the Institute, when it was declared Deemed to be a University under Section 3 of the University Grants Commission Act (UGC), 1956. Vacancy for the position of 02 Social Worker (01 each at the Special Cell for Women, East Champaran (Motihari) District and Araria), State of Bihar, established with/in Bihar Police, by Tata Institute of Social Sciences, Mumbai, with support of Women & Child Development Corporation (Government of Bihar)

The Women & Child Development Corporation (WCDC), Govt. of Bihar has undertaken collaborative work with the Tata Institute of Social Sciences (TISS), Mumbai for functioning of 06 units of Special Cell for Women, providing psycho-social-legal services to women survivors of violence, by placing 02 trained social workers, at least one being female, located in the Police system. Five of these units were set up in June-July 2016 under the Violence Free Home – A Woman’s Right project, a collaboration between National Commission for Women, GoI and TISS.

The Special Cells for Women & Children approach – as initiated by Tata Institute of Social Sciences (TISS), Mumbai in 1984, creates space in the Police system for violated women to receive support through quality psycho-social- legal services provided by professional full-time social workers, within the criminal justice system, with a clear understanding that violence against women is a crime and it is the responsibility of the State to prevent and counter the same. The Resource Centre for Interventions on Violence Against Women (RCI VAW), School of Social Work (TISS, Mumbai) has collaborated with WCDC since 1st May 2021 for continued functioning of the 05 Special Cells for Women in Bihar(1 unit each in Gaya, Kishanganj, Darbhanga, E. Chamaparan , Bhagalpur) and setting up of 01 new Cell at Araria.

Two Social Workers are required for full-time work one each at the Special Cell for Women, East Champaran (Motihari) & Araria district of Bihar State. TISS hereby issues this advertisement for the position of 02 social workers, as authorised by WCDC, Govt. of Bihar, for the selection of suitable candidates for the same.

2. Selection Preferences Candidates in the age group of 22-50 years, possessing necessary educational qualification, prior relevant work experience as detailed in section 3 below, with proficiency in local language/dialect of the district and based in Motihari & Araria will be given preference.

Education and Experience criteria:

  • The candidate must have a post-graduate qualification in social work (M.A. in Social Work/MSW) from Central/Deemed/State-Recognized University. The candidates possessing Master’s degree in other social sciences such as Women Studies, Psychology, Sociology, may also be considered at the discretion of the Selection Committee.
  • Candidates with 2 years’ relevant work experience on the issue of gender-based violence, specifically i direct casework and/or intervention work on women’s issues at the grass-root level will be given preference.
  • Candidate must demonstrate willingness to travel across the allotted district, and within Bihar and occasionally to other States as per programme requirements detailed in section on job description above.
  • Verbal and written fluency in local languages/dialects as spoken in the district is essential, and working knowledge of English and comfort with the use of computers & internet is also necessary

Location and terms of service:
The above stated position is full-time and based in the East Champaran (Motihari) & Araria districts respectively of Bihar State. The selected social workers will be contractually employed and will be paid a consolidated honorarium of INR 25,000/- per month. Once appointed, the social workers will be expected to reside in allotted district for the duration of their appointment and deputation for full-time work at Special Cell.

Job description:

  • Individual and group interventions to end violence against women – incl. Social casework processes, empowerment & behavioral change facilitation, referrals and pre-& during litigation support to women & child survivors of violence and their families, and engaging with men (respondents/perpetrators of violence, male family members) and with NGO & Governmental Departmental representatives (especially Police) in violated women & children’s best interests (i.e. facilitating multi-agency coordinated response).
  •  Planning, awareness-building and capacity-building, in compliance with programmatic, strategic & financial management for the Special Cells for Women programme across the allotted district in which the Special Cell is functional.
  •  Networking & advocacy on issues of violence against women &children, and intervention in situations of violence as experienced and reported by women& children, with NGOs & Governmental Departments, at district & sub- district levels.
  •  Writing, editing reports & compiling data extensively and regularly for purposes of programme documentation, official record etc.
  • Periodic travel across the allotted district of State and occasionally to other States of India as per programme requirements of training, exposure fieldwork, campaigns, regional meetings etc.
