Quality Council of India (QCI) was set up in 1997 jointly by the Government of India and the Indian Industry represented by the three premier industry associations i.e. Associated Chambers of Commerce and Industry of India (ASSOCHAM), Confederation of Indian Industry (CII) and Federation of Indian Chambers of Commerce and Industry (FICCI), to establish and operate national accreditation structure and promote quality through National Quality Campaign. QCI is registered as not-for-profit society with its own Memorandum of Association and Rules & Regulations. The Department of Industrial Policy & Promotion, Ministry of Commerce & Industry, is the nodal ministry for QCI.

Accreditation facilitates international trade by way of establishing equivalence and global acceptance of certification, inspection and testing being undertaken by various conformity assessment bodies, in areas of quality, environment, food safety etc.

National Quality Campaign aims at promoting quality by enabling manufacturers and suppliers of goods/ services to apply quality standards and tools and simultaneously empowering consumers to demand quality goods/services. The promotion of quality encompasses all segments including manufacturing, health, education and public services.

JOB DESCRIPTION Quality Council of India (QCI) is the apex Quality body in the country, in partnership with the Indian industry. It’s an independent autonomous organization under Department for Promotion of Industry & Internal Trade (DPIIT), Ministry of Commerce & Industry. QCI leads a nationwide quality movement in India by involving all stakeholders, with emphasis on adherence to quality standards in products, systems, and services for promoting and protecting national interest and health and safety of its’ citizens. QCI plays a pivotal role in propagating, adopting, and adherence to quality standards in spheres like education, healthcare, environment, governance, social sectors, infrastructure, and such other areas of organized activities that have a significant bearing in improving the quality of life of the citizens and economic development of the Nation.

The Chairman & Secretary-General’s Office is a team of young professionals working towards augmenting capacity of the government in policy making, especially in the field of quality, under the immediate guidance of the senior leadership of QCI. It provides services in the following domains:

(a) strategic research and advisory in policy, quality, technology and population scale transformations, and

(b) knowledge development and analysis for emerging/futures policies. The team contributes to the implementation portfolio of the Project Planning and Implementation Division of the QCI.

About the Role We are looking for professionals with experience working in/with government bodies, and prior exposure to areas including but not limited to Trade Policy, Government Relations ,International affairs, Organizational Evaluation, Impact Assessment of govt. projects, schemes and Standards and Conformity Assessments.

Consulting experience is desirable. The role reports directly to senior executives in QCI and is based in Delhi.

Role & Responsibilities Under the overall supervision of the Lead and guidance of QCI leadership:

1) Understand existing Quality Infrastructure (QI) in specific industry sectors, carrying out industry sector specific research, identifying potential areas for intervention by QCI and its Constituent Boards and Divisions, devising strategies and action plans, formulating draft policies and concept papers etc.;

2) Strategize on issues concerning trade, standardization, regulation, conformity assessment, standardization, etc. while promoting ease of doing business in India;

3) Liaise with Government departments / bodies, Regulators, Industry & Industry associations, and other relevant stakeholders to promote accreditation, and accredited conformity assessment;

4) Support the QCI leadership to deliver the overall strategy of QCI to support the Indian regulatory ecosystem

5)Work alongside other members of the team to promote collaboration between QCI and other parts of the Government of India to promote greater prosperity of India’s trade ecosystem, address regulatory and market access issues, influence quality adoption by Indian industry and engage MSME and other stakeholders;

6) Develop strong collaborative relationship with partners and stakeholders;

7)Promote a diverse and inclusive working environment, ensuring the team is motivated, professional, collaborative and focused on delivering client excellence;

8)Formulate policies, concept notes, white papers, proposals etc., facilitate QCI’s expansion in new avenues and pitch the ideas to clients in various sectors ;

9) Drive development and implementation of new strategic trade policies – leading a team to scope, develop and deliver new policy and strategy projects for QCI

10) Build trusted relationships with senior leaders and peers across the government and collaborate across QCI, and with cross-government and private sector stakeholders.

Requirements

Necessary experience, qualifications, and skills:

a) Minimum 1-2 years of full-time work experience (without internships) (for Analysts) and 3 years of full-time work experience (without internships) for Associate Manager and above with relevant organizations in one or more of the 10 work areas mentioned in the role description.

b) Applicants possessing only undergraduate degrees in related fields from Tier-1 colleges are also welcome to apply for the role of Analysts.

c) Advanced university qualification (Master degree or equivalent) in related area for the role of Associate Managers.

d) Intermediate to advanced working knowledge of Microsoft Office, especially Word, PowerPoint and Excel for enabling crisp, structured communication with stakeholders

e) Data analytics & finance related skillset/certification/tools/knowhow will be a plus

f) Experience of being a contributing part of or leading high-performing teams in a complex and ambiguous policy environment

g) Excellent interpersonal skills for working cross-functionally with stakeholders

h) Ability to develop evidence-based policies and strategies i) Ability to work in a start-up-like environment with fluid structure
