Yale Economic Growth Center The Economic Growth Center (EGC) is Yale’s hub for economics research and teaching on issues concerning lower-income economies and advancement of their populations. EGC is based in the Yale Economics Department and collaborates closely with several entities across the University including the MacMillan Center for International and Area Studies and the Jackson Institute for Global Affairs. EGC was founded in 1961 with support from the Ford Foundation as the first research center in a major US university focused on the quantitative study of lower-income economies. It soon became the host for Yale’s master’s program in International and Development Economics (IDE), which continues to train development researchers and policy practitioners. Today, EGC researchers examine the links between economic growth, structural transformation, and individual outcomes, with a focus on how inequality and a changing climate affect individuals, especially those in marginalized groups. Others directly examine the political economy of development and ask how public policy can affect economic justice in lower-income settings. Many research projects are in collaboration with governments and other policy counterparts in developing countries, creating a direct channel through which research insights benefit the lives of millions of people. The Center supports the wider research community by enabling open access to large-scale surveys conducted by its researchers. It also hosts the Program in Economic History, which supports historical analysis of economic growth in developed as well as developing countries.

Inclusion Economics India Centre (formerly EPoD India), based at IFMR/Krea University, works closely with Inclusion Economics at Yale University, to conduct data-driven research and engage with the policy community in India to inform and encourage evidence-backed dialogues on economic and social inclusion. Inclusion Economics is a policy-engaged research initiative that began operations as an independent research centre at IFMR in November 2020, as a continuation of the body of research and policy work previously called EPoD India. Our vision is a world where research and dialogue ensure economic justice, social opportunity and environmental protection. Our mission is enabling inclusive economies and societies. Our work in India includes research engagements across multiple states and focuses on some of India’s most challenging problems, ranging from pollution and climate change to women’s economic engagement and engagement with technology, to supporting effective governance and building state capacity. Overview

Inclusion Economics, a policy-engaged research initiative that spans Inclusion Economics at Yale University (YIE), Inclusion Economics India Centre (IEIC) at IFMR, and Inclusion Economics Nepal (IEN), is seeking a senior leader to spearhead the organization’s policy work in India. The successful candidate will have the opportunity to work closely with a set of world-renowned researchers in a dynamic, close-knit team to build transformative policy-research partnerships and advance evidence-based decision-making in South Asia and globally.

The Organization

Inclusion Economics India Centre at IFMR (formerly EPoD India at IFMR) is a research organization that collaborates with Inclusion Economics at Yale University, based across Yale University’s Economic Growth Center and The Whitney and Betty MacMillan Center for International and Area Studies. We conduct cutting-edge research using insights from economics, political science, and related fields to understand how policy can promote inclusive, accountable economies and societies. Our core research areas include gender, environmental economics and climate change, and policy implementation. We are particularly interested in how better governance can improve outcomes in these fields. We also aim to increase data literacy and strengthen leaders’ ability to implement evidence-informed policies, ultimately building a culture of evidence-based decision-making in the public sector. Throughout the research life cycle, we engage with policy counterparts and regularly communicate data-driven insights to our research-policy partners and the general public.

The Role

Inclusion Economics India Centre (IEIC) is hiring a (Senior/Associate) Director of Policy, with exact role title commensurate with experience, to serve on our senior leadership team in New Delhi. The individual will lead priority policy initiatives, including working closely with leadership across IEIC and Inclusion Economics to conceptualize and oversee policy engagement in an envisioned Evidence and Policy Innovation Lab that works closely with government counterparts. The successful candidate will lead the policy team at IEIC and identify opportunities to increase uptake of evidence generated by IEIC researchers. The successful candidate will be conversant in research and policy issues relevant to our organizational focus areas, navigating effectively among senior decision makers while leading and mentoring teams to do the same. S/he/they will have the ability to work collaboratively with leadership across the Inclusion Economics network to develop and execute a strategic vision and will be an extremely effective verbal and written communicator with varied audiences. S/he/they will be able to contribute to the organization’s strategy development, proposals, budgets, deliverables, and presentations while building systems to allow others to work effectively in these areas as well. The ideal candidate for this position will be versatile, able to effectively guide and mentor staff and teams in the day-to-day, work collaboratively with a wide range of stakeholders, and support fundraising.

Responsibilities

Partner with IEIC and broader Inclusion Economics leadership and affiliated researchers to advance the organization’s policy work in India, including conceptualizing and launching a policy-responsive research lab with an identified government counterpart. This will include designing the lab structure and aligning with leadership on goals, setting up systems, recruiting and managing staff and finances working under this initiative, and serving as a key leader and spokesperson for the work of the lab. Within this initiative, we envision the work including:

  • Developing strategic relationships with stakeholders, including policymakers of all levels of the government, donors, and other mission-aligned individuals and institutions relevant to the lab.
  • Working with policymakers through technical advising and capacity building to encourage the use of rigorous, evidence-based decision-making in their departments, institutionalizing practices to make policy engagements effective.
  • Identifying and supporting new policy-research opportunities that align with our portfolios, as well as identifying opportunities to build on successful studies to inform policies at scale.
  • Working with researchers and leadership to identify, lead, and implement a targeted program of communications about the work of the lab.
  • Representing our research and policy engagements in a variety of written and in-person forums to engage effectively in the research-to-policy space and communicate effectively about our work to stakeholders of the lab.
  • Designing and embedding strategies to maximize impact and mitigate risks throughout project design that factor research, political, and appointment cycles

As part of the Inclusion Economics India Centre’s leadership team, the candidate will also support the broader work of Inclusion Economics through: 

  • Supporting a high-caliber, committed team of research and policy-oriented staff, ensuring staff can deliver on organizational policy and research-oriented objectives.
  • Mentoring multiple managers and senior managers, providing both strategic and administrative guidance, as well as supporting their professional development through competency-based approaches and cultivating a collaborative culture.
  • Developing a thorough understanding of the Indian policy landscape and making recommendations on how our work can make the most impactful contribution to policy-making.
  • Identifying and cultivating fundraising opportunities, as well as inputting and leading the submission of successful funding proposals in line with our research priorities.
  • Providing guidance on programmatic and financial issues in service of organizational strategic objectives.
  • Identifying and investing in new strategic research-policy collaborations, and guiding strategic investments in existing engagements.
  • Building partnerships with the research, policy, and development community, both to build our presence in the development space and to identify new opportunities for collaboration with external stakeholders.
  • Effectively representing the body of our work to external stakeholders, including donors, policy counterparts, and (potentially) capacity-building trainees.
  • Supporting the work of our affiliated researchers on topics of interest for Inclusion Economics India, including through policy briefs, op-eds and/or presentations for non-academic audiences.
  • Deepening collaboration between US- and India-based Inclusion Economics staff and affiliates to promote knowledge exchange, mentorship, and policy innovation.
  • Developing and implementing systems to effectively organize, monitor, and systematize policy engagement efforts and auxiliary support structures.

Basic Qualifications

  • Master’s degree or Ph.D. in economics, political science, public policy, international development or a related field, with a clear interest in Inclusion Economics India Centre’s focus areas of gender, labor markets, governance, environment, etc.
  • 12+ years of relevant experience, including progressively senior management experience overseeing direct reports and directly managing program activities in India and experience working with policymakers.
  • Strong interpersonal and social skills, and willingness to interact with a wide range of individuals including Research Associates, academics, donors, policy counterparts, research institutions, etc.
  • Excellent oral and written communication skills in English.
  • Excellent oral communication in Hindi.
  • Deep understanding of policy-relevant issues in an emerging economy context.
  • Understanding of how quantitative development economics research is conducted.
  • Experience with grants management, budgeting, and project management.
  • Proven ability to manage multiple tasks, propose solutions, and build consensus for collaboratively developed solutions in a timely manner with minimal supervision.
  • Excellent attention to detail.
  • Capacity to maintain an organized and structured work style in a fast-paced environment.

Preferred qualifications:

This position will be based in Delhi, India, with frequent travel throughout the country.  Occasional travel abroad will be required.

The Role:

We are looking for a Senior Research Associate to support a field-based research project investigating the impact of a community-based flood early warning system in Bihar on households’ ex-ante adaptation behavior and post-flood physical and mental morbidity. Specifically, the research team is seeking a full-time Senior Research Associate who will (a) work closely with our on-ground implementation and government partners to execute the research study, (b) train and monitor grassroots volunteers in community outreach techniques and how to view and use Google’s flood forecasting and alert system on Android phones; and (c) plan, collect, clean and analyze data from households enrolled in our panel study.

The Senior Research Associate will be based in Patna where the study is located. It is an excellent opportunity for someone interested in a career in academic research, whether in a university or a research/policy think tank. This position requires a self-starting candidate who enjoys working on cutting-edge research that informs policy. The candidate will have a unique opportunity to drive efforts to ensure that government policy priorities inform research agenda and vice versa. The candidate will also conduct in-depth interviews and scoping activities, engage with government stakeholders, manage field activities and coordinate field staff for the execution of primary data collection activities across Bihar. She/he will support high-quality cleaning and rigorous analysis of both primary and secondary data and work with a team of leading economists and public policy experts from top universities across the world and the Inclusion Economics India Centre.

Responsibilities:

Senior Research Associate works closely with Research Managers & Principal Investigators who guide and supervise them in their various tasks and work closely with field staff to perform a variety of tasks including, but not limited to:

  • Oversee the day-to-day implementation of field-based research (scoping, surveying, project implementation) – including the management of field personnel and reporting for the project
  • Support research professors in ensuring all field and data activities are in compliance with IRB and field safety protocols
  • Identify and manage threats to the research design with support from Research Managers and Principal Investigators
  • Assist in the design and field-testing of survey instruments (paper and digital) and develop and implement appropriate structures and systems for a larger randomized intervention, including the procurement of supplies; development and oversight of field and quality control protocols; recruitment, training, and leading of field staff; and coordination with local partners
  • Seek out and collect administrative data from policy partners and government agencies
  • Conduct data cleaning, manipulation, and analysis using multiple primary and secondary data sources
  • Review and report on academic literature of requested topics in support of policy briefs and research projects
  • Contribute to analysis and writing of policy briefs for various government partners and case studies on Inclusion Economics India project components
  • Support the Research Manager to manage day-to-day relationships with national, state, and district/block/gram panchayat government officials and other potential partners (academics, policy organizations, NGOs, etc.) as requested

About the Project:

The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is the central social protection scheme for the rural poor across India, providing work to tens of millions of poor households across the country each year. While payment infrastructure has greatly benefited from investments in digital financial systems, the payment process is relatively complicated to track in real time, and busy officers must juggle many priorities alongside payment processing. When wages are delayed, vulnerable workers may struggle to address a rejected payment or opt not to participate in MGNREGA in the future. Providing the right information about payments to busy officers at the right time and in a useful format can help reduce their workloads and improve MGNREGA delivery.
Since 2013, researchers from Inclusion Economics have worked with the Ministry of Rural Development to support MGNREGA implementation through evidence-backed research. As part of this collaboration, the research team developed and tested an innovative mobile and web application called PayDash to help government officials acquire information relevant to monitoring and managing MGNREGA payments. The initial application was piloted across three Indian states, and the current project is working with state and Centre stakeholders to test and transition a full-scale version of the application.
The selected candidate will also have the opportunity to join a team of leading economists and public policy experts at Yale and other reputed universities to work on cutting-edge development research and gain first-hand experience working with policy partners and conducting rigorous data analysis.

Responsibilities:

Research Associates work closely with Research Managers & Principal Investigators who guide and supervise them in their various tasks and work closely with field staff to perform a variety of tasks including, but not limited to:

  • Leading the day-to-day implementation of primary research and policy scale-up activities, including scoping, project implementation, data analysis, and stakeholder management.
  • Identify and manage threats to the research and scale-up design with support from Research Managers and Principal Investigators.
  • Working with Implementing partners and government officials to ensure that scale-up plans are in line with the research and policy objectives. Reporting directly to government partners on the key performance metrics of the application and seeking buy-in to integrate the application into existing government department processes.
  • Support product development, maintenance, and quality assurance for a web and mobile application populated by publicly available government data in partnership with technical consultants.
  • Support in the design of research plans to test the impact of application features and processes on various key performance metrics.
  • Collect and analyze administrative data from policy partners and government agencies. Assist in the design and testing of user feedback surveys.
  • Conduct data cleaning, manipulation, analysis, and visualization using primary and secondary data sources.
  • Review and report on academic literature of requested topics in support of policy briefs and research projects.
  • Contribute to analysis and writing of policy briefs for various government partners and case studies on Inclusion Economics India project components.
