About RBI’s MoneyWise Centre for Financial Literacy (CFL) project
The Reserve Bank of India (RBI) initiated the Pilot CFL project in 2017 in 100 blocks to strengthen the financial literacy and inclusion levels of the rural population at a block level. Out of 100, CRISIL Foundation is currently managing 25 CFL centres in Haryana, Maharashtra and Rajasthan – across in seven districts by closely working with Sponsor Banks, NABARD and the RBI.
Through a ‘Hub-and-Spoke’ approach, physical CFL centres/ office spaces with a 3-member team acted as the hubs, actively supporting local banks and stakeholders, while a trained cadre of local community cadre were the spokes driving outreach at community level. This cadre were local influencers who provided voluntary support to the programme to serve their communities, sometimes individuals (Rural Financial Advisors) and sometimes community institutions (Village Level Financial Inclusion Committees) and were supported by the CFL project by way of training, capacity building and facilitation.
Over the past three years, the CFLs have become an integral part of the financial inclusion ecosystem. Since inception till date; the centres have reached out to over 400,000 community members, facilitated over 110,000 linkage applications and received over 27,000 walk-ins into the CFL centre seeking resolution of queries/issues related to financial products and services, and also to avail financial products and services. The programme also created a vast pool of over 1,000 trained community cadre, who are providing local support to the CFLs in a voluntary/pro-bono manner.
As a key milestone in its National Strategy for Financial Inclusion (NSFI) RBI has formally announced expanding the reach of the CFLs by 2024; basis which, it was decided to scale-up CFLs to every block in the country, in a phased manner with one CFL serving three blocks. As part of Phase I of the scale-up, CRISIL Foundation has been formally allotted a mandate to set up 429 CFLs covering 1,285 blocks spread across 234 districts in 14 states and 4 Union Territories. 1. Assistant Manager (AM)
Reports to Regional Managers
Details and key R&R
Details:
Assistant Managers will be mapped to 32 CFLs. They will report in to Regional Manager – Operations for Operation related tasks and Regional Manager –
Training & Capacity Building for Training related tasks. She/ he will be the point person for the districts allocated andwill be responsible for regular
connect with LDMs and other key stakeholdersin the designated geography assigned.
Qualification and skillsrequired:
- Graduate in any discipline with an understanding of Social/Development sector in India. Functional understanding of financialinclusion
ecosystem in India;
- 4-10 years of professional experience in social sector project management with role in project planning, execution and client
coordination for any interventions, training& capacitybuilding;
- Excellent written and oral communication skills in local language
- Proficiency in using MS excel, MS word, online meeting platforms and online data entry platforms;

- Establishing centres:
- Supporting in the establishment of the CFL centres at the identified Base blocks according to the planned timeline;
- Supporting in the process ofselection and identification of the block level staff, team members and community volunteers;
Team management:
- Provide leadership and project managementsupport to the CFL centres in achieving all of its project targets;
- Supervising and supporting the centre staffs to develop the outreach plans of the CFL centres according to the SAP (State Action Plan);
- Conducting weekly review meetings (WRMs) over online platforms with the Centre Managers (CM);
- Strengthening and troubleshooting the problems of underachieving blocks and ensuring all the block level targets are achieved timely
Quality assurance:
- Conducting regular field visits to the Base and the Adjacent blocks to check quality of the trainings, understand impact of theprogram on ground and auditsome sample ofthe data recorded in theMIS portal;
- Ensuring adherence to the developed system and process for proper flow of data and evidences from the field of origin to the dataentry point and driving data entry with nearto zero errors;
- Supporting in achievement of end outcome indicator in terms of linkages, village coverage and beneficiary outreach;
- Monitoring the program throughout its implementation period and supporting in the evaluation as and when required;
- Immediately reporting any issues and challenges observed in the filed arising due to any reasons to the reporting manager;
- Ensure quality of the training delivered by the trainers (for field teams)
- Gather and compile feedback from the field on the relevance and effectiveness of content, tools, pedagogy and trainings
Administration:
- Supporting in the compilation and timely submission of all bills on monthly basis from all the CFL blocks;
- Supporting in troubleshooting any IT related issues in the MIS and training portal, outreach plan, linkages targets, data collectionand analysis;
- To attend DLRC and BLBC meetings and represent the CFL units.
- Regularly liaise with the district level key stakeholders like LDMs/ DDMs, government officials and other financial and social securityservice providers and provide inputs to the relevant work streams;
- Be responsible for comprehensive documentation and ensure adherence to all agreed protocols during implementation;
Stakeholder management and networking:
- Building and retaining relations with key government officials and other relevant stakeholders from the target areas;
- Identify and liaise with NGOs, CBOs working on FL/FI and or supporting theme
Training& capacity building:
- Support RM Training & Capacity building in preparing training calendar for the team and execute training
- Coordinating to conduct timely trainings of CFL staffs and team members and supporting in doing the training needs analysis;
- Strengthening and troubleshooting the problems of underachieving blocks and ensuring all the block level targets are achieved timely;
- Lead team in organizing linkage camps in the saturated villages by coordinating banks and BCAs to ensure FI;
Reporting:
- Prepare and share monthly report on the progress, challenges, corrective measures and outcomes to area manager
- Preparation and submission of Case studies and impact stories of CFL area.

Details:
One Field Coordinator will be appointed for one block. They will report into the Centre Manager.
Qualifications and skills required:
- Higher Secondary passed in any discipline with an understanding of Social/Development issues of the villages;
- 2 to 4 years of experience in working with any organization related to community outreach and mobilization roles;
- Comfortable with use of smartphone and knowledge of mobile applications WhatsApp, Facebook a must.
- Openness to learning working as a good team member;
- Demonstrates highest standards of work ethics and integrity; Desirable:
- Own motorcycle/scooter and a valid driving licence;
- Own smart phone;
- Originally based out of the target block and knows the local language/dialect; •
- Partially or fully vaccinated for COVID-19;
Key Roles and Responsibilities:
Facilitation of trainings, community outreach and local stakeholder management:
- Helping in identification of the villages, community cadre and facilitates outreach in identified villages;
- Delivering trainings to the community members using various training tools;
- Undertaking field visits every day to the villages for community mobilization, deliver trainings and achieve the final linkage outcomes;
- Building positive rapport and working closely with key local stakeholders like PRI members, community influencers and financial service providers at village (BCs, E-Mitra etc.)
- Supporting the community cadre in supporting the communities for trainings and linkages to formal banking products and social welfare schemes;
- Entering data and evidences through the online data entering portal;
- Adhering to all project SOPs in terms of following/reporting as per action plan submitted to the bank
- Immediately reporting any issues and challenges observed in the filed arising due to any reasons to the reporting manager;
- Supporting in any other work that is fit deemed by the reporting managers for achieving the objectives of the project; Support at the CFL centre:
- Supporting the Centre Manager in management and upkeep of the CFL centre within stipulated budgets;
- Working with the Centre Manager to develop of micro-plans for the CFL centre and activities;
- Managing activities of the centre as and when required;
Stakeholder management, team meetings, reviews and trainings:
- Participating in meetings with key stakeholders – BLBCs and DLRCs – to present quarterly progress with Sponsor Banks as well as in meetings with other local stakeholders like PRI, community influencers etc.
- Participating in periodic review meetings to gauge progress and take mid-course corrections
- Take part in various trainings as mandated by the project
- Salary/fee : 1.50 – 2.00 lac per annum (CTC)
4. Data Entry Operators (DEO)
Reports to Field Coordinator – base Block / Assistant Area Manager (AAM)
Details:
A Data Entry Operator will be looking after the data entry of 2-3 nearby CFL centers. She/he will be positioned at one of the base blocks. She/he will report into the Centre Manager/Area Manager.
Qualifications and skills required:
- Higher Secondary passed in any discipline with at least 1 year of experience in data management, MIS and documentation;
- Proficiency in using MS Excel, MS Word, Emails and online data entry platforms;
- Good knowledge of using smart phones and apps like WhatsApp, Facebook and online meeting platforms etc;
- Proficiency in typing Hindi and basic English, like correct spellings of individuals, places; as well as ability to type a minimum of 25-30 words per
minute;
Desirable:
- Resident of one of the Base block;
- Connects easily with people – team members, Visitors to CFLs including villagers and stakeholders in absence of Centre Manager.
- A team player;
- Willingness to do desk job on daily basis;
- Partially or fully vaccinated for COVID-19;
Key Roles and Responsibilities:
- Entry of field trainings and activity data by inputting text based and numerical information from documents received by field team on daily basis;
- Primary review of data received from field team for deficiencies or errors, correct any incompatibilities if possible;
- Generate reports, store completed work in designated locations and perform backup operations for the centres;
- Store field activity pictures, videos, press reports, Linkage evidences and other centre level multimedia data in designated locations;
- Scan documents and print files, when needed;
- Proper storage/filing of all physical documents at designated location at centres in coordination with Area Manager;
- Keep information confidential;
- Supporting Area Manager/Centre Managers in the compilation and timely submission of all Invoices on monthly basis from CFLs;
- Any other support activity as deemed necessary for the project;
