National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute to health policy/ programme design and evaluation. NHSRC intends recruiting Consultants for its Health Policy and Integrated Planning/ Human Resources for Health division, purely on a contractual basis.

Since its inception in 2006, NHSRC has been a repository of knowledge and a center of excellence for its agenda. This organization has professional linkages with a plethora of domestic and international bodies involved in the field of Public Health. There have been a number of personnel who have served with NHSRC and gained invaluable experience enabling them to graduate to next rung of professional ladder. Vast exposure to Ministry of Health and Family Welfare, and its processes is a unique feature of NHSRC.

The position offers you an opportunity to participate in the process of strengthening health systems, improving health service delivery and enabling positive health outcomes, through hands on implementation assistance at National, State and District levels. Working with a transdisciplinary team, you can discover, adapt, co-create and disseminate solutions to multiple challenges related to service delivery systems, universal primary health care, human resources for health, community processes, health financing, quality of care, public health planning and health promotion. This is an opportunity to support health systems strengthening at scale, learn from district and sub district implementation, undertake knowledge translation, and enable realization of the vision of universal health coverage.

The Position reports to Advisor- Human Resource for Health/ Health Policy and Integrated Planning and is on Contractual basis. To begin with Two years and extendable based on the Performance.

About Health Policy and Integrated Planning/ Human Resources for Health division: This division of NHSRC focuses on providing support and technical assistance to the MoHFW and to the states in strengthening integrated planning, policies regarding health systems strengthening and human resources for health.

The team has been supporting MoH&FW and the states in:

  • Strengthening Integrated planning under NHM
  • Developing comprehensive strategies for HRH
  • Proving technical support to the states and capacity building on public health, planning and management of HRH
  • Implementing health systems approach
  • Results Based Financing/Conditionalities Assessment The team also conducts studies for formulating evidence-based plans related to HRH/HPIP. Roles and responsibilities
  • Support states in strengthening their planning and HRH management practices.
  • Develop guidance note and policy briefs on planning, programme management, Human Resources for Health
  • Review various publicly available data and the data shared by states on HRH; analyse the data and prepare reports. Conduct regular review of recruitment undertaken by states and monitor vacancy.
  • Monitor the status of HRH of the assigned states on regular basis and facilitate implementation of IPHS and other HRH related directives by MoHFW.
  • Conduct regular field visits for monitoring and provide supportive supervision on planning, HRH and programme management.
  • Appraise the Programme Implementation Plan (PIP) of the states and prepare discussion points for NPCC. Provide recommendations based on decisions taken during NPCC and as per NHM norms.
  • Collect data from states as per requirement of the ministry and the division
  • Prepare concept notes of studies as per the annual plan; conduct the study, collect data, analyse and prepare good quality study reports.
  • Prepare response for the various queries and RTI received.
  • Provide Technical Assistance in areas related to health systems strengthening
  • Maintain database of all relevant documents and data related to allocated work area
  • Undertake other assignments, which may be assigned from time to time by the Reporting Officer. Qualifications, skills and experience

Qualifications:

  • MBBS/ BDS/ AYUSH/Bachelor of Science/ Bachelor of Engineering/ BA- Economics/ Bachelor of Commerce with a full time 2 years post-graduation in any one of the following: Post-Graduation:

1. Master’s in Public Health (MPH)

2. Post Graduate Degree/ Diploma Public Health Management

3. Post Graduate Degree/ Diploma in Healthcare Administration

4. Post Graduate Degree/ Diploma in Health and Hospital

5. Post Graduate Degree/ Diploma in health Management

6. Post Graduate Degree/ Diploma in Hospital

7. Post Graduate Degree/ Diploma/ MBA in Personal Management

8. Post Graduate Degree/ Diploma/ MBA in HR

Management Experience:

  • In case of MBBS, candidate with master’s in public health or PG Degree/ Diploma as mentioned in ToR with at least 1 year of post qualification experience in public health sector. Preference would be given to those who have practiced medicine in PHC/blocks or have been part of NHM.
  • In case of non MBBS candidates, at least 2 years of Post Qualification work experience public health is required. Candidates with experience in consulting, particularly those who have worked on State/MoHFW assignments would be preferred.
  • Work experience/Competence in the area of planning particularly at National/State/district/block level for health or health systems strengthening would be an advantage.

Non MBBS Candidates having proven exceptional strengths in public health and at least one year experience in NHM, may be considered for the post of Junior consultant.

Skills:

  • Understanding of Human Resources for Health and other health issues in Indian context
  • Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point. Internet savvy- i.e. good at web surfing to search relevant data and documents.
  • Excellent writing and analytical skills
  • Understanding of research and knowledge of qualitative and quantitative research methodologies
  •  Able to triangulate and analyse data (qualitative and quantitative) and prepare report
  • Ability to work in a team setting
  • Ability to work on different assignments simultaneously to meet the timelines for assignments

Other important qualities:

  • Essentially an avid and fast learner
  • Passionate and motivated to work on public health issues and is open to learning, motivated to work and complete assigned tasks on time
  • Flexible to put in hours beyond the usual office timing to finish the task on time
  • Good at follow through practices and a penchant for quality and finishing the work on time
  • Willingness to travel to states and districts to provide technical assistance.

The selection process comprises of written test (Objective and subjective), analytical test, computer proficiency and personal interview, about which the candidates who meet the criteria laid above, would be informed separately.

Remuneration Range: Between Rs. 60,000/- to Rs. 1,20,000/- (*Fee offered within the band will be commensurate with qualification and experience)
