National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute to health policy / programme design and evaluation. Since its inception in 2006, NHSRC has been a repository of knowledge and a center of excellence for its agenda. This organization has professional linkages with a plethora of domestic and international bodies involved in the field of Public Health. There have been a number of personnel who have served with NHSRC and gained invaluable experience enabling them to graduate to next rung of professional ladder. Vast exposure to Ministry of Health and Family Welfare, and its processes is a unique feature of NHSRC.

The position offers you an opportunity to participate in the process of strengthening health systems, improving health service delivery and enabling positive health outcomes, through hands on implementation assistance at National, State and District levels. Working with a transdisciplinary team, you can discover, adapt, co-create and disseminate solutions to multiple challenges related to service delivery systems, universal primary health care, human resources for health, community processes, health financing, quality of care, public health planning and health promotion. This is an opportunity to support health systems strengthening at scale, learn from district and sub district implementation, undertake knowledge translation, and enable realization of the vision of universal health coverage.

The Position reports to Principal Administrative Officer and is on Contractual basis. To begin with Two years and extendable based on the Performance.

Role & Responsibilities:

  • Procurement of Goods & Services, Vendor Management and Management of out-sourced support services.
  • Undertake regular evaluation and ensure that such service organisations are compliant to existing labour laws, rules & regulation such as PPF, ESI, etc.
  •  Coordination of Printing & translation of reports & papers
  • Supervision of office support staff and management of vehicle fleet
  •  Office Procedure – File maintenance, meeting schedules, facilitating travel plans, managing appointments, routine correspondence, drafting & noting,
  •   Coordination & Liaisoning with other departments & organisations such as MoHFW, National Institute of Health Family Welfare, Transport Department, etc.
  •  Facilitatory support for conduct of meetings, workshop, consultation, etc.
  •  Supervision of Security & Fire Fighting arrangements and supervising the new work, installations & commissioning of new project including repair & expansion work
  • Facilitate process of selection of Printers and Designers and Execution of Supply Order for publications and Warehouse management.
  •  Initiation of File Notes, Draft Letters, Office Orders, Work Orders, Contracts, Agreements, SOPs and other Correspondences.
  • Handling RTIs, Complaints, Grievances etc.
  •  To manage PAO’s calendars and set up meetings as directed.
  •  Maintain electronic and paper records ensuring information is organized and easily accessible.
  •   Handle  and prioritize all outgoing or incoming correspondence (e-mail, letters, packages etc.), sort in the respective folders.
  •  To priorities agenda and assist in planning appointments, board meetings, conferences etc.
  •  Assist to prepare presentations or reports as assigned.
  • Assist in compiling, proofread, and revise drafts of documents and reports.
  •  Ensure efficient and effective administrative information and assistance.
  •   Undertake any other assignments, which may be assigned from time to time by Division Head.

Education and Experience:

Essential:

  •  Graduate in any stream
  •  Minimum 7 years of relevant experience in Administration.

Desirable:

  •  Postgraduate in any Stream / Certificate in Secretarial Practice / Certification in Vigilance / Certification in RTI Course
  •  Experience in Government, Quasi Government or Government funded autonomous institutions

Competencies:

  •  Excellent administrative, organizational and planning skills with attention to detail
  •  Computer literate with knowledge and experience of MS word & Excel spread sheet and Power point. · Should have knowledge of Accounts / Govt. Rules and Regulations / Purchase related procedures, GFR, GEM,
  •  Knowledge of Registry Procedures and Travel / Fleet Management
  • Excellent writing and verbal communication skills
  •  Proficient in drafting notes / Official Letters in English & Hindi, handling routine correspondence independently
  •  To be able to meet stringent guidelines at short notices and operate in an evolving environment

Age: Below 50 years (maximum age will be counted from the last date for receiving the applications).

Work Location: New Delhi; Opportunity to gain hands on experience of public health canvas of states and districts.

Travel to states and districts may be involved.

Remuneration Range: Between Rs. 60,000/- to Rs. 1,20,000/- *Fee offered within the band will be commensurate with qualification and experience.

Other Benefits: In addition to the renumeration mentioned above, Consultants of NHSRC are entitled to Free Accidental insurance, Subsidized Medical insurance (Pending Approval from MoH&FW), Mobile bills reimbursement, Laptop reimbursement (As per NHSRC Policy), 30 days Consolidated leave, fully paid Maternity leave (For Female Consultants) as per Government of India policy, performance linked increments, TA/ DA and per diem for on-duty visits.

Duration of Contract: Contract till 31st March 2023 with further extensions of similar duration (subject to satisfactory performance)
