The National Democratic Institute for International Affairs (NDI) seeks a Chief of Party (COP) with experience leading high-level program support and technical assistance to lead the multi-year USAID-funded Central Tibetan Administration – Capacity Building Support Initiative (CTA-CBSI). The purpose of this program is to support the CTA’s capacity to deliver effective and sustainable services to Tibetans living in South Asia.

Responsibilities include overall management, financial and human resource oversight, donor and partner relations, and strategic development of the program.  Additionally, the COP is charged with conducting regular political analysis, supervising overall security management and operations, managing program budgets, and maintaining relationships with Tibetan, Indian and USG partners and organizations including senior U.S. government officials, non-governmental entities, the diplomatic community, and donor agencies. The COP will work in close coordination with Washington, D.C.-based staff to manage NDI’s operation in the country and will have the technical expertise to support strengthening the CTA’s democratic governance, transparency and accountability, and promoting effective citizen participation in decision-making.

The COP will lead activity design and implementation, monitor program progress, engage with local partners, manage program staff, liaise with the program donor, and ensure adherence to program budget and donor requirements.

This position will be based full-time in Dharamshala, India. Authorization to work in India is preferred, but not required. The hiring of this position is contingent on donor funding and donor approval of key program personnel.

  • Responsibilities Oversee timely execution of program design, implementation, and monitoring and evaluation in relation to program objectives;
  • Provide technical expertise in the implementation of program activities and advise program beneficiaries;
  • Manage and build the capacity of in-country program staff structure and individual performance, evaluation, promotion/discipline;
  • Manage program partnerships with international and local partners to ensure streamlined, effective programming;
  • Cultivate and maintain collaborative relationships and communication with USAID/India to ensure programmatic goals are achieved and operational and reporting requirements are respected;
  • Establish and maintain close working relationships with the Government of India, as well as Tibetan parliamentarians, civil society organizations, government officials, and political leaders, and with other implementing partners;
  • Ensure adherence to NDI Washington, D.C. policies and procedures, as well as to funder/donor regulations, ensuring the integrity of all financial transactions;
  • Report on program activities and political developments that may affect program outcomes to the Washington, D.C.-based staff on a regular basis;
  • Oversee the development, review, and timely submission of program-related materials, including project work plans and regular reports that measure and evaluate program results.
  • Qualifications Bachelor’s degree, preferably in international development, political science, international relations, public policy, law, or a related field; Master’s degree preferred
  • A minimum of fourteen (14) years’ experience in progressively more responsible management roles in international development, with significant experience administering multi-year, donor-funded programs in the areas of governance; citizen participation; and gender, youth, and marginalization.
  • Experience working with Tibetans is highly desirable, especially with the Central Tibetan Administration.
  • Strong practitioner command of effective tools and approaches for fostering and strengthening democratic governance, transparency and accountability, and effective citizen participation in government decision making;
  • Experience in managing multi-stakeholder processes and strong communication and negotiation skills; demonstrated ability to develop solid working relationships with local and national governments and government officials, civil society organizations, political parties, and members of the donor/diplomatic community;
  • Demonstrated experience in program cycle management, including experience in results-oriented program design, strategic planning, program evaluation; financial and budgetary planning; and contractual management and oversight. Experience with USAID-funded programming required;
  • Proven experience implementing gender-sensitive programming;
  • Substantial experience in capacity-building and training facilitation preferred;
  • Substantial experience in monitoring, evaluation, and learning preferred;
  • Proven interpersonal and managerial skills and cultural sensitivity to manage in-country teams;
  • Ability and willingness to travel to regional locations that may be remote and difficult to reach;
  • Strong written and oral communication skills in English required; proficiency in Tibetan and/or Hindi is a plus.
  • Experience with Google Workspace (Gmail, Calendar, Google Drive, G+, etc.)
