UNIT-1 – Technical, Inclusion and Gender, Environment & Climate Change
1. Value Chains Specialist – Ornamental Fish – 1
Scope of work
- Develop SOPs for Production/Culture of Ornamental Fishes suitable for different regions
- Develop and communicate Eligibility and Performance Criteria for Ornamental Fish Value Chains for support under the Project
- Develop Guidance Notes for augmented marketing for Ornamental Fish Value Chains, including collaboration with network of industry players in ornamental fish tradeFoster collaboration and knowledge
exchange among stakeholders in the ornamental fish industry
- Facilitate work of the M&E and Verification Consultants
- Support implementation of the Project and any other program assigned by the Project Director.
Qualification/ Experience + Expertise
- Masters in Fisheries/ Zoology (Fisheries) or equivalent
- At least 10 years of experience in research and development in Ornamental Fish Production, Technologies and Trade
- A least 5 years of experience in working with a private sector business preferably with a focus
on business development
- Exposure to International
- Ornamental Fisheries Industry
- Proven capacity to work hard and produce quality products within tight deadlines.
- Excellent oral and written communication skills in English.
2. Value Chains Specialist – Seaweed and Integrated Mariculture – 1
Scope of work
- Develop SOPs for Production/Culture of Seaweeds suitable for different coastal regions
- Develop and communicate Eligibility and Performance Criteria for Seaweed and other Mariculture Value
- Chains for support under the Project
- Develop Guidance Notes for augmented marketing for seaweed, including collaboration with network of industry players in ornamental fish trade.
- Support outreach program and training stakeholders in the value chain
- Provides regional and technical advice upon which to develop policy and regulatory frameworks with a focus on mariculture.
- Undertakes specific technical assistance projects in mariculture and aquatic biosecurity
- Explore opportunities to develop value-added products derived from integrated mariculture systems
- Foster collaboration and knowledge exchange among stakeholders in the integrated mariculture industry
- Facilitate work of the M&E and Verification Consultants
- Assists the Adviser to develop the annual work plans and work plan reports for the Aquaculture Section.
- Support implementation of the Project and any other program assigned by the Project Director.
Qualification/ Experience + Expertise
- Masters in Fisheries/ Zoology Fisheries or equivalent
- At least 10 years of experience in research and development in Seaweed Production, Processing Technologies and Trade
- A least 5 years of experience in working with a private sector business preferably with a focus on business development
- Exposure to national and international Seaweed industry Demonstrated
- Excellent oral and written communication skills in English.
3. Fish Waste Management Specialist – 1
Scope of work
- Develop, communicate and promote Guidance Notes on Options for managing Fish Waste; Reducing Fish Loss; and Converting Fish Waste into Resources (Enterprises and Businesses)
- Develop and communicate Eligibility and Performance Criteria for Fish Waste based Enterprises for support under the Project Support in designing of various communication materials.
- Organizing workshops, seminars, trainings etc. to spread awareness and educate stakeholders.
- Facilitate work of the M&E and Verification Consultants
- Support implementation of the Project and any other program assigned by the Project Director
Qualification/ Experience + Expertise
- Masters in Fisheries Technology/ Fisheries or equivalent
- At least 10 years of experience in promoting and researching protein-rich fish feed industry and use and processing of fishmeal
- Exposure to national and international fish feed, fish processing industry
- Valid experience in waste management industry
- Proven capacity to work hard and produce quality products within tight deadlines.
- Excellent oral and written communication skills in English.
UNIT-2 – Communication, Advocacy, Branding and Knowledge Services
4. Communications Head – 1
Scope of work
- Develop and cause to implement the Communication Strategy for the project emphasizing: (a) need for sustainable growth of fisheries and aquaculture; (b) meeting increased domestic consumption preferences; and (c) compliance to quality and safety norms; and (d) need for the sector to be globally known for high quality, socially responsible for environmentally sustainable.
- Create digital communications tools including infographics, fact sheets, and the creation of Story Maps
- Develop and cause to implement targetgroup specific communication campaigns.
- Implement communication strategy among all government actors in the country to develop a harmonious idea about quality, safety, social and environmental standards across the states and across all segments of fisheries and aquaculture.
- Develop and implement a “brand” for Indian fish and fish products.
- Develop Citizen Engagement (CE)strategy to strengthen the communication between the citizens and DoF (and state fisheries departments).
- Guide and supervise the work of the Communication and/or Event management Firms contracted by the PMU.
- Guide work of the M&E and Verification Consultants especially related to communication and reporting on
compliance to standards.
- Support implementation of the Project and any other program assigned by the Project Director.
Qualification/ Experience + Expertise
- Master’s in mass communication/Journalism or equivalent
- 15 years of experience in managing IEC and Communication functions in public or reputed
private sector agencies at leadership positions.
- Experience in designing and implementing national and/or state level communication campaigns.
- Proven ability to develop communication strategies.
- Proven capacity to work hard and produce quality products within tight deadlines
- Excellent oral and written communication skills in English and at least one (preferably two) Major Indian languages.
5. Safe Fish & Traceability Program Coordinator – 1
Scope of work
- Develop strategies for implementing a Technical Program in the fisheries and aquaculture sector in India irrespective of the nature of consumers (domestic or international), including sequencing of implementation across segments of fisheries/aquaculture and across the geographies.
- Develop SOPs for implementing a comprehensive Traceability System in the country specifically for each segment fisheries/aquaculture subject to geographical clustering.
- Develop SOPs for implementing a comprehensive Residue Monitoring System in the country specifically for each segment aquaculture and its value chains, subject to geographical clustering.
- Develop all relevant Guidance Notes in collaboration with network of industry players in fisheries/aquaculture value chains.
- Integrate these in the communication strategies of the Project and engage in outreach activities.
- Implement these above for relevant activities supported by the project.
- Support in creating training materials for producers, suppliers, manufacturers, service providers, retailers and brands in fisheries/aquaculture value chains.
- Contribute to organizing trainings, workshops etc.
- Develop tools/process to solicit and receive, analyse and organise stakeholder inputs and take needful action
- Guide work of the M&E and Verification Consultants
- Support implementation of the Project and any other program assigned by the Project Director
Qualification/ Experience + Expertise
- Master in Fisheries/ Zoology (Fisheries)
- 20 years of overall experience in fish and fish products safety and quality assurance;
- Within above, at least 10 years of experience in seafood industry preferably export-oriented seafood industry in managing quality control systems, quality assurance, traceability systems, and overall business management.
- In-depth knowledge about the fisheries and aquaculture supply chains in India
- Exposure to international Standards and compliance requirements related to safe fish and fish products.
- Proven capacity to work hard and produce quality products within tight deadlines.
- Excellent oral and written communication skills in English.
UNIT-3 – Finance, Procurement, M&E, Digital Platform
6. Manager for National Fisheries Digital Platform – 1
Scope of work
- Overall responsibility for coordinating development and implementation of the National Fishworkers Digital Platform (NFDP)
- Strategize and prepare conceptual design, in consultation with stakeholders including government agencies, industry associations and fishworkers’ cooperative, the NFDP including all its modules, interaction of the modules,modules, and the required mobile Apps and any other virtual information platforms.
- Guide and facilitate the Consulting Firms selected by the PMU for designing, implementation, operation and updating the NFDP.
- Guide the integration of project related MIS and any other program MIS as decided by the Project Director in the NFDP.
- Guide integration of the project assisted information systems related to quality assurance, food safety, traceability, residue control in aquaculture and other such aspects, including block chains developed and approved by the Department of Fisheries if any, in the NFDP.
- Ensure generation of real-time reports from NFDP on all such themes as decided by the Project director.
- Support implementation of the Project and any other program assigned by the Project Director.
Qualification/ Experience + Expertise
- Master’s degree in Computer Science or Bachelor of Engineering or equivalent.
- 10 years of work experience in designing, operating and/or managing large scale multilocation systems in multi-vendor environment.
- In depth understanding of the Government of India (Ministry of IT) guidelines, procedures and software architecture for any national digital platform
- Experience of designing suitable solutions for a scalable & modular MIS system
- Experience and understanding of rural development programs of the Government of India or large State Government program is desirable.
- Proven capacity to work hard and produce quality products within tight deadlines.
- Excellent oral and written communication skills in English.
7. Insurance Specialist – 2
Scope of work
To assist the PMU in implementation of Aquaculture Insurance.
- Deals with all matters related to insurance within the project, including assessing insurance needs, procuring appropriate insurance coverage, managing insurance claims, and ensuring compliance with insurance requirements.
- To provide data and reports on Insurance policy, claims experience, and other key metrics to management.
- Collaborating with all stakeholders across departments, functions, and levels of the organization related to implementation of Aquaculture Insurance.
Qualification/ Experience + Expertise
- MBA with 5 years of Experience in the field of insurance, designing insurance products etc.
- Strong working knowledge of insurance products and underwriting guidelines
- Preference would be given to candidate worked with international organizations like World Bank, ADB, AFD, KFW, GIZ etc.
Remuneration
- Candidate will be paid consolidated remuneration based on the experience, educational qualification and overall suitability of the candidate for the above-mentioned posts.
- Salary will be commensurate based upon experience and last drawn salary.
- The candidates will be liable for tax liabilities under section 194 J of the Income Tax Act & Rules in force and the tax will be deducted at source.
Contract Period
The Project Based Contract Staff (PBCS) would be hired on contract basis initially for a period of 11 months which may be extended based on the requirement of the project and performance or will be co-terminus with the project period.

General Information
- Only Shortlisted candidates will be called for the interview and may also be assessed for their proficiency in MS Office/ data management. Location for the interview will be indicated in the call letter. The candidates may kindly note that any cost incurred by them for attending the interview will not be reimbursed by NABCONS.
- The interview may be held in person or through virtual mode as may be required.
- The applicant may submit the declaration in online form with respect to the education qualification and experience. Self-attested copies of education qualifications and experience certificates are to be compulsorily submitted at the time of the interview. Original documents would be required for verification.
- Place of posting of the posts will be as per the locations mentioned in Section 2 above. The candidates can be posted anywhere in India depending upon the project requirement. Further, as a part of their functioning the above consultants may be required to travel across the mentioned state and other parts of the country from time to time. NABCONS will not provide accommodation for the selected/appointed candidates.
- No correspondence will be entertained from any ineligible and non-selected candidate in all matter regarding eligibility, the selection process, documents to be produced for the selection process, assessment, prescribing minimum qualifying standards, number of vacancies, communication of result , etc. the company’s decision shall be final and binding on the candidates and no correspondence shall be entertained in this regard.
- The final appointment will be based on the decision of selection committee constituted for the purpose. Company reserves the right to increase/ decrease the number of posts or not to fill up any of the posts.

The continuance in NABCONS’s service shall be subject to remaining medically fit to discharge duties and responsibilities.
