Municipal Corporation Amritsar Amritsar was declared a city on 29th March 1977 under the Punjab Municipal Corporation Act 1976 and the Municipal Corporation was constituted in place of Municipal Committee. The City of Amritsar got a Town Committee in 1858 and a Municipal Committee in 1868. The first election to the Municipal Corporation was held in 1991 and the city was divided into 50 wards. Sh. O.P Soni was elected as Mayor on 25th June 1991, S. Raminder Singh Bularia as Sr. Deputy Mayor and Sh. Subash Sharma as Deputy Mayor. The elected corporation was dissolved on 18th June 1996. The number of wards was increased to 60 and the elections were held on 28th May 1997 Sh. Subash Sharma, S. Lakha Singh and Kumari Raj Sharma were elected as Mayor, Sr. Deputy Mayor and Deputy Mayor respectively. On the resignation of Sh. Subash Sharma Sh. Brij Mohan Kapur was elected as Mayor on 18th Oct. 2000. Third Municipal election was held on 27th April 2002 and election for the office of Mayor was held on 15th June 2002. Sh. Sunil Dutti Sh. Sawinder Singh and Sh. Om Parkash has been elected as Mayor, Sr. Deputy Mayor and Deputy Mayor respectively. The number of wards was increased to 65 and the election to the Fourth Municipal House was held on 8th Aug, 2007 and election for the office of Mayor was held on 6th Sep. 2007, Sh. Shwait Malik, Sh. Ajaybir Pal Singh Randhawa and Sh. Kashmir Singh has been elected as Mayor, Sr. Deputy Mayor and Deputy Mayor respectively. In order to give more representation to women 33% seats are reserved for women candidates by rotation. Seats are also reserved for scheduled casts and backward classes. The present Municipal house was formed on 19th sept, 2012, Sh. Bakshi Ram Arora, Sh.Avtar Singh(Trucka wala), and Sh. Avinash Jolly has been elected as Mayor, Sr. Deputy Mayor and Deputy Mayor respectively.
Background: Project Introduction
The Municipal corporation Amritsar in association with PMIDC under Department of Local Govt. has initiated the project namely Punjab Municipal Services Improvement Project (PMSIP) aimed at improving service delivery in Amritsar & Ludhiana Municipal Corporation (AMC and LMC). Municipal Corporation is the implementing agency whereas PMIDC is the Nodal agency.
On March 31, 2021, World Bank approved financing for Punjab Municipal Services Improvement Project (PMSIP) of project value US$300 Million. World Bank has committed to finance US$ 105 Million of project costs, whereas AIIB (Asian Infrastructure Investment Bank) would contribute to another US$ 105 Million, and Govt of Punjab will finance remaining US$90 Million from its own resources. Two major investments under this project are (a) Design Build and Operate a 440MLD Water Treatment Plant and associated Transmission Network in city of Amritsar; and (b) Design Build and Operate a 580MLD Water Treatment Plant and associated Transmission Network in city of Ludhiana. While contract of Amritsar investment is already awarded; tender for Ludhiana investment is yet to be floated. Both contracts are being procured using World Bank Procurement Regulation for IPF Borrowers. Tender documents are drafted using World Bank Standard Procurement Documents which mandates the use of FIDIC DBO Form of Contracts. Under project implementation arrangements, PMDIC (Punjab Municipal Infrastructure Development Corporation) is responsible for tendering process, and MCA (Municipal Corporation of Amritsar) & MCL (Municipal Corporation of Ludhiana) are responsible for management of resulting contracts for respective cities.
The project is aimed to construct a New Drinking Water Supply System to cover entire city of Amritsar and city of Ludhiana in the State of Punjab to deliver required quality surface water to consumers. The objective is to replace the ground water-based water supply scheme with a canal- based surface water supply scheme.
As per the Central Ground Water Board (CGWB) report, the groundwater has been over exploited and the quality of drinking water has deteriorated causing health hazards. Thus, the groundwater sources are found to be unsustainable over a period. It is therefore felt necessary to use surface water from available surface water sources after treating it and connecting to the existing drinking water supply system of the town, and thereby reducing the use of groundwater.
The source of surface water supply for Amritsar town is Upper Bari Doab Canal and thereafter a 440 MLD (Million Litres per Day) Water Treatment Plant is being constructed in village Vallah, Amritsar for treating the surface water. After treatment, the clear water would be pumped to the Over Head Service Reservoirs (OHSR) which would further serve to the city residents to maintain continuous supply of water. The Infrastructure has been designed to meet the water demand for 30 years. It would benefit the residents of Amritsar with estimated population of 14.51 lakh for 2025 and 22.11 lakh for 2055.
At present, the Canal Based Water Supply Project for Amritsar has been awarded to M/s Larsen & Toubro Limited at a contract amount of Rs.784.33 Crore. The Project will include the following major procurements:
Design, Build and Operate (DBO) Contracts for Water Treatment Plant and associated Transmission Networks which includes scope of:
(i) Design, Engineering, Procurement and Construction, Operation and Maintenance for the period specified in RFP document for Raw Water Intake Works from canal, Water Treatment Plant for a treated output capacity of 440 MLD for Amritsar
(ii) Providing, Laying, Jointing, Testing & Commissioning, Operating and Maintaining for the period specified in the RFP document for Clear Water Pumping systems, and Transmission Network for respective cities.
(iii) Design, Engineering, Procurement and Construction, Operation and Maintenance for the O&M period specified in RFP document for Overhead Storage Reservoirs.
(iv) Delivering Water Supply to all the reservoirs such that water supply can be ensured to all the consumers in the city at 24/7 or continuous supply using automated systems such as SCADA/ IA systems for options and to monitor various performance parameters
(iv) The work does not include laying distribution lines from reservoirs to consumers and procurement of supervision consultancy services.
A team called “Project Implementation Unit”, (PIU), shall be for execution of works at the concerned Municipal level and “Project implementation Unit”, (PMU), shall be overall responsible for project implementation as per agreement of Loan from World Bank & positioned at ‘Punjab Municipal Infrastructure Development Company’ (PMIDC), a Govt. of Punjab Agency created as apex body for Municipal Infrastructure. Accordingly, PIU deployment of the adequate staff is required for timely completion of the project. For this purpose:
PIU now intends to recruit following staff as part of the Project Implementation Unit (PIU) at Amritsar.
1. Project Manager

Qualification and Experience Required-
Degree in Civil with experience of approx. 20 years including experience in managing and execution of infrastructure development works related to Canal based Water Supply Scheme. Experience in Govt. sector is desirable. Experience in handling WTP, Pipeline Works and OHSRs including SCADA Systems. Coordination with Contractors for ensuring smooth Planning and Execution of Project Activities to achieve the Contractual Progress Milestones. Should have managed several projects and staff.
Responsibilities-
Full Technical Responsibility and management responsibility vests with this incumpbant. Day to Day work planning and responsible for addressing the issues; and securing no objections from agencies like NH, Forest etc. Responsible for managing consultants viz., IVA and Construction Management.
Duty Station:
The duty station of the Project Manager will be at Amritsar.
Remuneration:
Tentative Pay range is 1,50,000–2,00,000/- per month which is negotiable and shall commensurate with experience and qualification
Duration:

2. Deputy Project Manager

Qualification and Experience Required-
Degree in Civil/Mechanical with experience of approx. 15 years of experience managing and executing infrastructure development works related to Canal-based Water Supply Schemes. Experience in Govt. sector is desirable. Experience in handling WTP, Pipeline Works and OHSRs including SCADA Systems. Coordination with Contractors for ensuring smooth Planning and Execution of Project Activities to achieve the Contractual Progress Milestones. Preference to PG or eq in WS engineering
Responsibilities-
Supporting the Project Manager/ Project Engineer – coordination and M&E shall be the responsibility. Review invoices, ensuring timely payments, monthly report etc. Timely completion/ project planning is important task.
Duty Station: The duty station of the Dy.Project Manager will be at Amritsar.
Remuneration:
Tentative Pay range is 1,50,000–1,85,000/- per month which is negotiable and shall commensurate with experience and qualification
Duration:

3. Senior Water Treatment Plant Engineer (Executive Engineer level)

Qualification and Experience Required-
Degree in Civil / Mechanical Engineering with a minimum 15-year experience working in a government department / private sector for the execution of infrastructure development works related to Water Supply Schemes – key expertise should be the construction of WTP. Prefer PG in Public Health Engineering or equal. Working knowledge of SCADA systems is desirable. Experience in Supervision works for the installation of pumping machinery is also desirable. Should be qualified enough to review design & drawings of the water treatment systems. Knowledge of water transmission and the overhead Service Reservoirs is additional advantage.

The duty station of the expert will be at Amritsar. The Expert will be required to travel as and when required within and outside the State for project purposes
Remuneration:
The remuneration shall be based on qualifications and experience on past performance of the candidate against the requirement. Tentative Pay range 1.5 Lac – 1.85 Lac per month.

Experience in Supervision works for installation of pumping machinery is desirable. Experience in taking measurements of works, preparation of running bills of all works and final bills of such work, Quantity surveying, Preparation of BOQ, variations etc. is essential. Knowledge of Modern & Digital survey techniques and preparation of Auto CAD drawings. Max age should be 45 years

5. Senior Pipeline Engineer (Executive Engineer level)

Degree Civil / Mechanical Engineering with minimum 15-year experience of working in government department / private sector for execution of infrastructure development works related to Water Supply Schemes including laying, jointing and testing of large diameter DI and MS pipelines. Demonstrable experience in construction supervision and commissioning of transmission mains is essential. Should highly qualified/experienced to Review Design & drawings of the water transmission, prepared by Construction Contractor.

The duty station of the expert will be at Amritsar. The Expert will be required to travel as and when required within and outside the State for project purposes.
Remuneration:
The remuneration shall be based on qualifications and experience on past performance of the candidate against the requirement. Tentative Pay range 1.5 Lac – 1.80 Lac p.m

Responsibilities-
Duty Station:
The duty station of the expert will be at Amritsar and Ludhiana. Initially, the expert will be stationed at Amritsar and thereafter can be stationed at Ludhiana Project at an appropriate time as per need of the project.
Remuneration:
The remuneration shall be based on qualifications and experience on past performance of the candidate against the requirement. Tentative Pay range INR 1,50,000-1,85,000 per month.
