Qualifications

Essential 

Academic Education:

Master’s degree in Environmental  Science/ Environmental Studies/ Environmental Management / Coastal or Master’s in Environmental Economics / Rural Development

Desirable

• Experience of working with Central / State Governments for externally aided projects
• Field experience / practical knowledge in sectors of Climate Change Adaptation, Ecosystem Based Adaptation, and diversified livelihood coastal projects
• Working knowledge of Odiya, Telugu and Marathi language

Relevant Work experience:

2. Knowledge Management Specialist

(Rs. 1.25 lakh) (Number of Post – 1)

Qualifications

Essential 

Academic Education:

Master’s degree in public policy, Economic Development, Public Health, or in the Social Sciences, with independent research work demonstrating the capacity for critical analysis and application of specialist knowledge.

Work experience
Minimum 10 years of working  experience in developmental research, knowledge product development, including conceptual research methodology, policy analysis, policy- based development programming, impact evaluation methodology, and qualitative research.

Thorough understanding of the developmental context, preferably with experience in conducting fact-finding programs, data collation and the evaluation of field based raw data.

Experience in networking with government/institutional donors, while working in a consultancy company, an international organization or similar entity.

Good working knowledge in English, Hindi and Microsoft Office software

Desirable

• Experience of creating Knowledge based products especially in area of Environment/ Climate Change
• Demonstrative experiences in strategic planning research concepts and principles, statistical definitions, scientific tools, and techniques, Design facilitation process with appropriate and relevant facilitation tools.
• Knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting the same.
• High level advocacy and communications skills, including excellent command of the English language.

Indicative Duties / Responsibilities

Responsibilities

• Support National Coastal Mission related work
• To establish a system for collating data and information on global best practices, lessons learned, evidence from the field and scientific knowledge on ecosystem- and community-based approaches for adaptation in coastal area
• Transfer and create mediums for replication of lessons and best practices – between target landscapes, between coastal states, and between coastal countries in the South Asian sub-region
• Establish a series of annual workshops / training programme, seminars/ capacity building programs / awareness camps / women’s capacity development programmes
• Development of Pan-Indian Coastal Resilience Network, involving tertiary institutions, research organizations and relevant NGOs to share coastal research findings
• Develop, disseminate knowledge products at national, regional and international levels and to share experience and learning.
• Develop nation-wide knowledge products translated into local languages
• Regular interaction with community- level self-help groups and CBOs, and. Data handling skills (classification, categorizing, tabulation etc.) and demonstrated diligence in data management
• Recognize, capture and manage M&E resources and learnings effectively

3. Monitoring and Evaluation (M&E) Specialist

(Rs. 1.25 lakh) (Number of Post – 2)

Qualifications

Essential

Academic Education:

• Master’s in Statistics / Economics/ Marine Science/Environment science, and Diploma in Project management from recognised university/Institute or Advance certification course in Monitoring & Evaluation or related field

Relevant Work experience

• Minimum 10 years of working experience in Project Performance management, performance indicators, database management Reporting and Research, Strategic planning etc.
• Preference will be given to candidates with exposure in Climate Change adaptive projects/programmes
• Good working knowledge in English, Hindi and Microsoft Office software

Desirable

• Experience of working with Central and / or State Governments on similar assignments will be preferred
• Experience of working in Climate Change related projects
• Experience of working with multi-laterals and cross-sectoral domain with monitoring results based management framework
• Experience of working with Central and / or State Governments on similar assignments will be preferred
• Exposure of working with common Management Information Systems (MIS)

Indicative Duties / Responsibilities

Responsibilities

• Development of monitoring, evaluation and reporting framework
• Physical and financial assessment and progress reporting of national and state level project activities according to the Green Climate Fund results framework
• Regular monitoring & evaluation of project results and risks (technical, operational, institutional, social and environmental) and ensure mitigation measures
• Ensure that all project staff maintain a high level of transparency, responsibility and accountability in
  M&E and reporting of project results Ensure compliance of GCF M&E requirements as per project requirement
• Develop and monitor the annual/quarterly work plans, and progress reports (as per reporting requirements) prepared by the NPMU/SPMUs
• Establish an Evaluation Plan that ensures that all relevant stakeholders undertake annual reviews and a Final

4. Natural Resource Management (NRM) Specialist

Ph.D in Marine Biology/Marine Ecology/ Marine Science

Relevant Work experience

Minimum 07 years of working experience in projects related to coastal systems and community based conservation management/ coastal and marine biodiversity conservation/ coastal resource management /mangrove, coral, sea grass conservation

Good working knowledge in English, Hindi and Microsoft Office software

Desirable

• Experience of working with Central / State Governments for externally aided projects
• Field level working experience in conservation and management of coastal resources and ecosystem like mangroves, coral, seagrass etc.
• Demonstrative contribution to national and international best practices in coastal resources and ecosystem
• Experience of handling Climate Change adaptation related projects
• Working knowledge of Odiya, Telugu or Marathi language will be an added advantage

Indicative Duties / Responsibilities

Responsibilities

• Plan, supervise, monitor and evaluate conservation, restoration and management of coastal ecosystems
• Technical evaluation of proposals on development, conservation and management of site specific climate resilient ecosystem
• Provide technical support and guidance towards strategy, planning and project implementation at national and State
• Units for systems research, conservation models (including community livelihoods) and ensure convergence among all components of the project
• Research and adapt the international and national best practices for restoration of various ecosystem types,
  awareness and capacity building programme
• Oversee the restoration work, which will be undertaken by Eco  Development Committees within protected areas, in coordination with the SPMUs.
• Support SPMUs to develop Target Landscape Integrated Management Plans (TLIMPs) and biodiversity
  conservation plan for the 24 target landscapes.
• Support States PMUs in establishing co-management structures in target landscapes to foster community
  support in conservation and restoration activities, including pollution management to minimize impact on
  ecosystems.
• Developing and implementing community-based / participatory monitoring and maintenance programmes through the co-management structures to maintain restored ecosystems
• Support SPMUs in training and supporting communities in 24 target landscapes – with a focus on local
  youth as well as NGOs/CBOs
• Monitor the work assigned to different technical agencies and ensure efficiency, synergy and uniformity in the deliverables for alignment with project outcomes.
• Provide technical inputs on documentation (management plans, technical reports, scientific articles and
  any other publication materials) of programme activities.
• Help the project team on coordination between Governments, Consultants, other relevant experts and agencies on matters related to ecological research and conservation management.

5.Finance Analyst

(Rs. 1.25 lakh) (Number of Post – 1)

Qualifications

Academic Education:

Essential

• Post Graduate in Finance/ Commerce/ Financial Management/ MBA (Finance)

Relevant Work experience

• Minimum 10 years of working experience in financial management and general administration, programme support service
• Good working knowledge in English, Hindi and Microsoft Office software

Desirable

• Experience of working with Central / State Governments for externally aided projects
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems and Tally

Indicative Duties / Responsibilities

Responsibilities

• Provide general administrative support to National Project Director, National Project Coordinator and other Project Staff
• Interact with UNDP for auditing and other project related activities Administer the daily office operations
  and coordinate logistic requirements for the project office
• Arrange hospitality, purchase supplies to ensure the smooth running of the organization on a day to day and as required basis
• Provide assistance in carrying out HR Activities in acceptance with approved of HR policies of GCF
• Monitor and coordinate the upkeep and maintenance of the premises with services

• Field experience / practical knowledge in the sectors of Climate Change Adaptation, Ecosystem Based Adaptation,

• Support Research work on Climate change adaptation and National Costal Mission
• Collection of information related to project activities from field and coordination between SPMUs and
  NPMU
• Support the domain specialist in their day to day work / activities and documentation
• Support in functioning and operation of NPMU activities and organising meetings, workshops and awareness programme
• Undertake field visits, examining the reports and preparing notes, and other associated technical and scientific work on day to day basis

8. Communication Specialist

(Rs. 1.25 lakh) (Number of Post – 1)

Qualifications

Essential

Academic Education:

Master’s degree in Mass Communications, Journalism or Social Sciences.

Relevant Work experience:

• Minimum 10 years of working experience in communications, public relations or advocacy
• Good working knowledge in English, Hindi and Microsoft Office software

Desirable

• Proven communication, interpersonal and presentation skills
• Experience of working with Central and/or State
• Governments/ with international agencies/ on similar assignments
• Experience in interaction and promotion of project through
• Social media, print and electronic media and public relation

Indicative Duties / Responsibilities

Responsibilities

• Design and implementation of the communication strategy, media plan and its execution, outreach activities, and key messaging development.
• Ensure quality assurance for publications, reports, and media materials and organising media meetings/briefings
• Support to State units in communication related matters, Project communique, and their media plan
  preparation and its implementation along with budget related work
• Compilation and documentation of best practices and reporting of key performance indicator /output and outcomes of the project as per requirement
• Development of project web portal /dashboard and its regular updation Planning and organizing stakeholders for capacity building and developing better coordination and understanding about the benefits of project with focus on women, youth, and marginalized groups.
• Support development of annual report, including tasks such as gathering, compiling, and analysing data.
• Preparation of case studies, success stories on impact of Community Based events to the communities.

1. The initial contract will be for a period of One year and subsequently based on the performance the contract can be extended

2. Performance based increment in the range of 5-10% will be given on renewal of contract.

3. The enumeration will be subjected to applicable statutory tax/ rules of Government of India

4. Reporting of all NPMU specialist/Volunteers will be with National Project Director (NPD) or officer nominated by NPD
