1. Senior Technical Advisor, Team Lead
Location: India-Jharkhand
Overall Responsibilities:
Provide expertise in India’s TB elimination program to inform the development and implementation of health financing interventions for the HS4TB project to develop tools and enablers for effective contract solutions for involvement of all care providers and stakeholders in NTEP. Ensure coordination, complete reporting and sharing of learning across all PIU team members under the guidance of the Technical Director & Deputy Project Director of HS4TB.
Health Systems for TB (HS4TB) is a USAID-supported global project led by Management Sciences for Health (MSH) that supports achievement of TB outcomes through health systems strengthening (HSS) approaches. USAID, in collaboration with Government of India’s Ministry of Health & Family Welfare, is engaged in TB elimination efforts in India focusing on eight States: Gujarat, Andhra Pradesh, Telangana, Odisha, Delhi, Haryana, Punjab and Jharkhand. The National TB Elimination Programme (NTEP) has outsourced the engagement of private providers by contracting with non-governmental intermediary agencies termed Patient Provider Support Agencies (PPSAs). The HS4TB project will establish technical support units (TSUs) in each of the project States to strengthen contracting capacity with the PPSAs, bring efficiency in contract management and financing, and improve program outcomes in TB elimination.
The primary accountability of the State Lead will be as follows:
- Liaise and collaborate with the State NTEP/ NHM officials and other stakeholders in the State for
Serve as the public health expert and resource person bringing expertise in India’s TB elimination program to inform the development and implementation of private sector engagement through contracting of services and other health financing interventions for the HS4TB project.
- As part of a team of experts working under the direction of Technical Director & Deputy Project Director HS4TB, develop tools and enablers for effective contract solutions for involvement of all care providers and stakeholders in NTEP.
- Foster collaboration among the PIU (Project Innovation Units) members
- Ensure coordination, complete reporting and sharing of learning across all stakeholders under the leadership of Senior consultant.
- Ensure completion of the deliverables as per approved workplan for the State.
- Ensure complete and timely reporting of the project deliverables in collaboration with the PIU team.
- Facilitate development of proposals/strategies derived from the situational analysis for Contract
- Managements to support Health Systems activities in the State.
- Undertake any other activities as assigned by the Country Director/ Technical Director and Dy. Country Director.
- At the state level, State Lead will be the team lead and the lead person for interactions with the state government and will be the face of HS4TB.
- The State Lead will report to the Technical Director and Deputy Project Director and will assist her/him in submitting progress reports to the global HS4TB team, donors and all stakeholders as appropriate. Similar role and responsibilities are expected at the state level. Responsibilities in detail are given below:
- Be the resource person for the TB elimination program in the team which is focusing on contractual and financial innovation and thus, play a key role in this exciting project. Collaborate across states and with the national PMU.
- Work with the HS4TB India team to assist in the development and implementation of tools and enablers for effective contract solutions for involvement of all care providers and stakeholders in NTEP.
- Work with the HS4TB India team to assist in the development and implementation of financial innovation mechanisms for smooth functioning of PPM projects.
- Ensure coordination, complete reporting and sharing of learning across all stakeholders under the leadership of Country Director and Dy. Country Director.
- Ensure complete and timely reporting of the project in collaboration with the Monitoring, Evaluation and Learning (MEL) advisor.
- Provide support to the state teams from the national level. Establish working relationship with all stakeholders and support other team members.
- Undertake any other activities as assigned by the Country Director/Dy. Country Director.
QUALIFICATIONS
The State Lead will have: Master’s degree in public health/community medicine/ preventive & social medicine / social sciences or any other related field from a recognized university/ institute.
- Minimum 6 years of experience in RNTCP/NTEP and working with the Health & Family Welfare Dept of State Government/Government of India.
- Demonstrated experience in engaging the private sector and in program management with M&E, planning and budgeting.
- Demonstrated experience in the application of epidemiology and analytical skills.
- Experience with developing training modules, training plans and conducting trainings.
- Expertise in operational research and publications is an added plus point.
- Experience with health financing and innovation projects

2. Principal Technical Advisor, Health Economics & Financing
Location: New Delhi
Management Sciences for Health (MSH) is seeking a qualified candidate to serve as a Principal Technical Advisor for Health Economics & Financing (PTA) within its Global Health Systems Innovation Department. As a Principal Technical Advisor for Health Economics and financing, they will provide thought leadership to MSH and its clients in the areas of revenue mobilization, pooling, purchasing, and benefit entitlement. The PTA will support MSH-led health financing projects and be responsible for increasing worldwide knowledge and understanding of MSH’s health financing work publications in journals; presentations to donors, stakeholders, and other development partners; and at conferences. The incumbent will also be expected to identify other project opportunities with health financing elements and participate in developing new business development proposals.
Specific Responsibilities
Technical Assistance and Expertise
- Provide technical oversight on current and future projects and technical activities related to Health Financing for current MSH project.
- Determine the appropriate analytical methods and processes to carry out activities.
- Lead in both directly implementing activities and managing technical teams or consultants in carrying them out.
- Use strong quantitative skills, including data analysis and statistical interpretation, and experience with statistical software such as Stata, and leverage high level of proficiency with Excel to provide analytical and evaluative techniques to identify, consider, and resolve issues or problems related to health financing, costing, and economic evaluation of health system policies or reforms.
- Provide senior-level content knowledge, technical leadership, consultation, and support for the development and execution of quantitative and qualitative health financing analyses, research, and policy development, in areas such as: unit costing, health budget and expenditure surveys, health insurance management/administration and performance analytics, domestic resource mobilization assessments, innovative financing assessments, provider payment system design and implementation, public financial management reform, health financing system landscape assessment, and feasibility assessment or policy analyses of initiatives for scaling up community-based and social/universal health insurance programs.
- As assigned, write reports, policy, technical briefs, and peer-reviewed products to inform relevant audiences under HS4TB and other global or bilateral HF projects.
External representation
- Ensure strong representation of MSH Health Financing activities to local, regional and global partners – including USAID, governments, and other donors. Strengthen collaboration with these partners to advance MSH’s global mission.
- Establish and manage relationships with partner organizations. This will include prime and subcontractors.
- Partner and build strong relationships with thought leaders and engage new audiences in the area of practice.
- Represent MSH at industry conferences and workshops as appropriate and as funding permits.
Business Development
- Use network and connections to identify and build relationships with strategic partners and funders on practice priorities.
- Support the development of strategic plans for growing the business portfolio for MSH in Health Financing.
- As a technical leader, participate in new business development efforts and act as a reviewer of proposals.
- Work in close coordination when needed with MSH’s Business Development (BD) BD Unit reviewing bid opportunities, determining the opportunities that MSH should pursue in the practice area.
- Provide critical strategic guidance and insight into pre-positioning for practice area bids as needed.
- Work in coordination with BD Unit to track funding opportunities. Lead and/or participate in pitching ideas to donors and funders on practice area topics.
- Build and maintain strong relationships with key players among US government and non-US government donors and partners.
- Partner with MSH’s BD in scanning both the market and potential competitors.
QUALIFICATIONS
Qualifications
Masters in Health Economics, Economics, Public Health, Public Policy, or other related field is required.
Formal training in health financing, health economics, health systems strengthening, health technology assessment, public health, health services research, policy analysis, epidemiology, biostatistics, or related discipline preferred.
Minimum of ten (10) years of relevant work experience in leading health sector projects and activities in low-resource settings with an emphasis on managing and coordinating economic evaluations and analytical assessments.
Significant and successful experience in providing technical assistance in the development, design, implementation, and evaluation of health finance policies and programs at the country level.
Demonstrated success in leading successful proposals to donors, especially USAID, Bill and Melinda Gates Foundation, or the World Bank.
Extensive experience in providing capacity-building training in LMICs.
Knowledge and Skills
- Strong analytical and quantitative analysis skills and a track record of leading technical activities in the field of Health Financing.
- Excellent written and verbal communication skills with a track record of publications in the field of health economics in established peer-viewed journals and presentations at international conferences.
