Lend A Hand India is a leading multi-state NGO/Think Tank working in the skill education sector for the last 18 years with partnership with 25 States/UTs across India. At its core, Lend A Hand India strives to facilitate the “school to work” transition of 14-18 years old school children. Its project management teams provide Systems change support to the State Samagra Shiksha offices across India, in alignment with the Co-Impact (a donor collaborative of Gates/Rockefeller/Skoll/Nilekanis etc) vision and mission of sustainable change and development. Currently, 14,000+ schools and 10 lakh + students are a part of this program with around 200 team members working Pan-India. Majority of our work is in partnership with the state governments by helping the state governments to scale up Skill education in the state under ‘Samagra Shiksha’ scheme of Ministry of Education.

Reporting to: State Head

Job Description: This position is responsible for coordinating state-level programs and managing a Project Management Unit based out of the Education Department, Jaipur Rajasthan. Senior Officer will develop a strategic roadmap to execute the project, coordinate for the monitoring and tracking of the project, manage data collection, and coordinate with external parties (N.S.D.C., Sector Skill Councils, Vocational Training Providers, P.S.S.C.I.V.E. and other components of the Education Department (Samagra Shiksha), etc.) for the successful delivery of vocational education project and to bring innovation in the project at the state level.

Experience & Qualification:

1. Overall experience of 5-10+ years (implementation of government schemes/ private sector/social enterprise)

2. Experience of working with Senior bureaucrats and Govt. agencies at State /Central level (preferred)

3. Proven interest and track record in the area of skill development (preferred)

4. Past Project Management experience

5. Fluency in English & Hindi (speaking, writing, reading)

6. Experience of working as Technical & Managerial Consultant in social sector domain with Think Tanks/ Public Policy Organisation/ Social Consultancy firm (preferred)

7. Experience of relevant social sector fellowship Gandhi fellowship, TFI, MGNG, IAF, PMRDF etc (preferred)

8. Proven interest and track record in the area of Education/ Skill Education / Livelihood preferred)

9. Graduation in any stream (preferably technical field)

0. PG in Social/ Education Sector (desirable)

Job Responsibilities :

  • Manage the State P.M.U. for effective implementation of the Vocational Education Program.
  • Liaison and support Samagra Shiksha officials in planning, execution and monitoring of vocational education activities throughout the school academic year.
  • Document and draft official letters and proposals, file notes, presentations, etc.
  • Develop monitoring strategies and ensure timely implementation of program requisites.
  • Develop Data processing systems, plan for data collection and reporting to provide data-based decision making.
  • Budgeting and planning vocational education components for Samagra Shiksha and Lend A Hand India program.
  • Organize and facilitate/lead meetings and events with multiple stakeholders.
  • Coordination with various state departments and external parties (such as N.S.D.C., Sector Skill Councils, Vocational Training Providers, P.S.S.C.I.V.E., etc.) involved in the execution of vocational/skill education.
  • Networking and advocacy with state and district administration and developing avenues for interdepartmental collaborations.
  • Keep oneself updated with the latest schemes and govt. Programs relevant to the skill ecosystem.
  • Collaborate with internal and other state team to use and share learnings and practices.
  • Responsible to lead meetings and deliver presentations.
  • Flexibility to travel within State

Skills required:

1. Experience of working in Govt. PMU management, Govt. Partnership building, Public Policy, Monitoring & Evaluation domain

2. Experience of managing team

3. Strong research & documentation, monitoring & evaluation, program management skill

4. Proficient in drafting proposals, Strategy papers, SOPs, making presentations etc.

5. Proficient in communicating ideas, strategy to State & National level Senior Govt. officers, Senior external partners & middle management internal teams

6. Excellent written & verbal communication skills in English & Hindi

7. Advance skill in Microsoft & Google tools for analytics & documentation works including Excel, Word, PowerPoint, Forms etc.

8. Adept in managing large database through Tech & M&E and experience of using advance excel and other analytics & visualization tools

9. Strong negotiation and persuasion skills especially with Senior Bureaucrats/ Senior partners/management
