About the Project
The Teacher Empowerment Program (TEP) was launched in 2022 with the goal of improving student learning levels in 110 intervention schools in the Dibrugarh district. The programme aimed to improve students’ numeracy and English literacy skills by improving teacher pedagogy and subject competency in English and Mathematics. LLF Resource Persons provided on-the-ground mentoring and regular school visits to teachers throughout the school year. The programme will have an impact on 220 teachers and 15000 students in grades 1-5. It is hoped that strong professional development, supported by onsite mentoring and support, will lead to overall development in teachers, eventually leading to an increase in student learning.
To ensure the sustainability of the Teacher Empowerment program and transfer the ownership to the Govt. it is ideal to build the academic leadership capacity of the teachers and empower them to ensure the academic improvement of students in achieving the learning outcomes.
Project – Teacher Empowerment Program
1. Program Manager
Number of Positions – 1

The Program Manager will report to Director (stationed at Regional Office in Bangalore)

A team of 24 resource persons shall report to the Program Manager
Program Manager – Responsibilities
- Overall responsibility for the program delivery and outcomes
- Coordinate and engage with govt. stakeholders in the Dept. of Education at Block/ District/ State levels
- Obtain requisite permissions for the program from govt. officials
- Understand the program’s design, deliverables and project implementation plan
- Relationship building with School leaders and Teachers
- Ensure that the program progresses in accordance with the implementation plan submitted to the donor
- Guide Resource Persons in planning and conducting activities in their respective schools
- Coordinate for recruitment, situational analysis, baseline / end-line studies
- Prepare training plans for resource persons, state officials based on the program design
- Ensure that trainings are conducted at School level (Dibrugarh District) with active school Participation
- Make monitoring visits to all schools on a rotational basis to ensure program quality
- Understand and comply with processes developed for the project and cascade them to field teams, ensure compliance with same
- Ensure fund utilization in accordance with the approved budget, report out fund utilization details as required by the donor in coordination with accounts team
- Prepare monthly and quarterly reports for govt. stakeholders/ donor
- Manage MIS for program reporting as per agreed formats.
- Manage finance and cash flow in the state: team’s salaries, allowances, project activity related expenses, petty cash register etc. for project staff
- Manage media relations and garner media coverage organise / create a portfolio of project media bytes from on ground implementation –these include videos of project implementation, stakeholder feedback (textual or video), impact coverage.
- Track and record project quality improvement as agreed upon; report same in agreed format.
Qualification requirement
- Graduate/ Post graduate degree. MBA / B.Ed is desirable. Only relevant experience will be given weightage.
- This position will require a dynamic, and flexible personality who can work in a fast-changing environment.
Past professional experience
- 5-10 years’ experience in handing educational projects, past teaching experience desirable
- Project management experience, preferably in the social/NGO sector
- Ability to build and maintain relationships and partnerships with key stakeholders
- Ability to work independently with minimal supervision
- A passion for social development and willingness to travel

2. Academic manager
Location – Mumbai

Roles & Responsibilities
- Manage the academic component of the Program in Mumbai.
- Support the Program Manager in training and observation of RPs
- Customize, translate and develop the Program curriculum for the program in Mumbai, based on the need of the schools and RPs.
- Conduct monthly capacity-building training and content-related workshops for the team.
- Engage with government officials at the district level.
- Engage with other academic project partners for project activities/training.
- Analyse the observations recorded by field resources and provide them with academic and pedagogical inputs to improve the student learning outcomes.
- Gather and aggregate data for monthly, quarterly, and annual reporting (narrative) to the funder as per the agreed format.
- Support field resource persons in their mentoring and monitoring activities
- Follow Project’s standard operating processes.
- Prepare baseline and end-line assessments in both English and Marathi.
- Support team in the execution of the Program curriculum in all the 40+ schools.
- Customize existing curriculum for English, Customize, translate existing curriculum for maths, and develop a curriculum for Marathi.
- Develop assessments, and lesson plans for the field resource persons to conduct in their respective schools.
- Develop and conduct training material monthly.
