1. Program Officer – Public Policy
Jhpiego is hiring for the position of Public Policy Officer based at Patna Bihar. The position will work closely with the implementation partners to provide technical expertise and insight in all areas of project implementation with a focus on advocacy for improving Nursing Leadership, Nursing Education and Nursing Services in Bihar with support of BMGF.
Responsibilities
- Technical and thought leadership in designing, planning, integration and implementation of the project across the state
- Work closely with implementation partners to develop, implement, monitor state specific project activities including development of capacity building plans, work-plans, activities, reports
- Explore partnerships with the key stakeholders in order to take up the joint efforts towards strengthening the Nursing Cadre in Bihar
- Liaison with key govt./non govt stakeholders for advocating towards improve the Quality and Quality Assurance in Nursing Cadre
- Responsible for organizing project activities including trainings, on-site coaching, workshop planning, logistics planning and management to ensure smooth project implementation
- Responsible for developing robust empowering Nurses in Leadership Positions in the state
- Advocacy for Nursing Directorate formulation and assist in the framing of the policies:
- Draft various policies and procedures for strengthening State Nursing Council
- Initiating and sustaining policy dialogues with state government on various issues pertaining to nursing service cadre formulation, promotion policies etc…
- Develop and produce documents like progress reports, success stories, gap analysis plans, procurement plans etc. as per the program need and local context.
- Provide Capacity building trainings on program implantation and advocacy approaches as per the need of the project.
- Work with Monitoring & Evaluation (M&E) team to establish systems for tracking progress, indicators and deliverables according to agreed work-plans to ensure donor requirements are met.
- Represent Jhpiego at national and state-level meetings involving government and development partners
- Frequent travel to the intervention districts as per the project and organizational requirements
- Perform other activities, as assigned by the supervisor to achieve organizational goal
Required Qualifications
Abilities/Skills:
- Ability to think strategically and develop strategic/technical documents

- Ability to develop productive working relationships with other agencies, stakeholders and other organizations including government counterparts
- Ability to handle a variety of assignments under pressure of deadlines

Qualifications/Knowledge and Experience:
- Bachelors in Nursing with valid registration along with a Master’s in Nursing (Any Specialization )/Masters in Public Health (MPH)/ Masters in Rural management/masters in public health policy
- Preference will be given to candidates with a master’s in public policy.
- Relevant 5-7 years of work experience in policy/advocacy domain focusing on Nursing is desirable.
- Technical knowledge and demonstrated experience in developing high-quality strategic documents for public health programs
- Experience in implementing and managing Family Planning programs will be added advantage.

2. Senior Program Officer – Quality Assurance
Jhpiego is hiring for positions of Senior Program Officer based at Patna, Bihar. The position will support in strengthened capacity of Bihar Nurses Registration Council (BNRC) and the State Nursing Directorate in regulation, management and leadership, thereby ensuring development of a strong and competent nursing midwifery cadre in Bihar.
Responsibilities
- Work closely with state and district teams for implementation of annual work plan as per agreed deliverables and respective timelines
- Liaison with state Government/ State Health Society Bihar, Bihar Nurses Registration Council (BNRC) officials and private sector for smooth project management and respond to the requests in a timely manner
- Planning of quality policy for Bihar for Nursing education and in-service professionals
- Work with Monitoring & Evaluation (M&E) team for reporting on project related indicators, baselines, targets etc. to meet state and donor requirements
- Monitor the state’s nursing establishments as per the guidance of the BNRC and INC
- Technical support to the QA piece of the program at the state level. Engagement with key state level stakeholders
- Work with BNRC for setting up exit examination after qualifying examination and renewal of registration
- Participate actively in policy making and management of the nursing cadre.
- Act as an advisor to the state government on all nursing matters.
- Strategize and implement career progression pathways for nursing cadre
- Assist in coordination and placement of nursing personnel in the state.
- Adhere to rules and regulations of all applicable state and central govt. and accrediting bodies.
- Utilize knowledge of current trends and nursing practices in the hospitals and community.
- Establish a Nursing Human Resource Information System (HRIS) on nursing educational institutions along with their admission capacity, number of nursing teaching faculty in the educational institutions along with their specialization, training related activities and sanctioned versus vacant posts for various positions and review data.
- Facilitate in-service training for skills upgradation for nursing cadre along with all the assistant directors (both teaching faculty and in-service candidates)
- Accountable for continuous quality improvement in the nursing institutions of the state by ensuring implementation of performance standards at CON/GNM/ANM schools.
- Ensure that all pre-service and in-service skills labs and state nodal centres (SNCs) for nursing-midwifery cade are set up and function with quality throughout the state.
- Oversee the admission and counselling process for all the nursing midwifery courses including ANM, GNM, BSc, MSc and P.B. BSc Nursing.
- Delegate tasks to nursing personnel as appropriate to their level of knowledge, skills and abilities, offering support and guidance accordingly.
- Collect the activity reports, statistical data and various training reports and share them with the State Program Manager, State Team Lead and Director
- Respond in a timely manner to requests for meetings, reports and other requests.
- Plan examination reforms in the courses conducted in the state of Bihar
- Facilitate project activities including trainings, on-site coaching, workshop planning, logistics planning and management to ensure smooth project implementation
- Develop and produce documents like situation analysis reports, assessment reports, success stories, gap analysis plans, procurement plans etc. as per the program need and local context
- Represent Jhpiego at national and state-level meetings involving government and development partners
- Frequent travel to the districts as per the project and organizational requirements
- Align and ensure efficient and effective administrative operations, maximizing the input and support of other Jhpiego staff and consultants as appropriate
- Perform other activities, as assigned by the supervisor to achieve organizational goals
Required Qualifications
