1. Public Health Expert

USAID PAHAL PROJECT

Partnerships for Affordable Healthcare Access and Longevity (PAHAL): IPE Global Limited (IPE Global) through PAHAL aims to provide technical support and risk mitigation measures for the Blended Financing Facility for healthcare solutions, that can play a critical role in using the additional Emergency Relief Fund (ERF) to provide grant funding to scale up high impact solutions that address the critical health system challenges faced during the second wave of the pandemic in India. These include oxygen delivery systems, vaccine cold chain storage, personal protective equipment (PPE), drugs and diagnostics, including low-cost RTPCR kits, Artificial Intelligence (AI) for tracing COVID-19 hotspots, precision surveillance diagnostic system and facility-based interventions to address COVID-19.

You will support the team and provide inputs in following area:

  • Lead in the preparation of technical documents, including reviews on Health Systems, healthcare markets and innovations including policy briefs, white papers and reports.
  • Provide technical assistance to healthcare enterprises to design projects targeting socioeconomically vulnerable sections of the population.
  • Explore areas for engaging with program and technical partner institutions to work collaboratively.
  • Undertake review of literature and stay updated on current trends in health systems strengthening.
  •  Desk review, secondary research and assessing the COVID -19 situation in India to identify gaps.
  • Assist in forecasting the supply and demand-side needs for effective COVID-19 response and other public health emergencies.
  • Support pre award vertical in reviewing and evaluating proposals received on high-impact solutions, medical technologies, novel interventions, process innovations or projects that address the COVID 19 pandemic
  • Conduct due diligence of the key regulatory requirements of the solutions around medical technologies and support in providing high-quality impact assessment
  • Responsible for knowledge-sharing as well as participate in client meetings as subject matter expert with healthcare enterprises.
  • Coordinate and provide linkages with other USAID funded projects (RISE,NISHTAA,SAMGARA,CAC) and non USAID funded projects if any.
  • Assist M & E team in designing and executing a comprehensive Monitoring Evaluation Learning Plan for the project.
  • Support in drafting Terms of References for agencies which design, plan and implement projects to strengthen healthcare ecosystems for better health care delivery.
  • Responsible for regular review of the projects with the partner institutions and provide inputs as required for revision and submission of reports and corrective action if any.
  • Undertake other assignments, which may be assigned from time to time by the Reporting Manager.

Qualification & Experience:

  • A Post-Graduate/Doctoral degree in Medicine, PSM, Public Health, Health administration, Hospital administration or relevant field, with an excellent academic record.
  • At least 8-10 years of experience of working in Public health or relevant fields.
  • Good understanding of COVID-19 pandemic and healthcare in general would be preferred.
  •  Good knowledge on infectious diseases and related technology innovations.
  • Committed to the principles of health equity through increased private sector participation in serving the needs of the most socioeconomically vulnerable (Bottom of Pyramid).
  •  In-depth knowledge of the healthcare delivery market in India with a keen sense of on ground learnings with an ability to analyse situations from perspectives of different stakeholders, understand their motivations and predict their tactics.
  • Able to analyse data and create a narrative synthesis of the literature reviewed.
  • Excellent writing skills, with the ability to communicate findings and recommendations clearly to a range of audiences.

2. Senior Monitoring and Evaluation Expert

To fast-track India’s response to its second, devastating wave of the COVID-19 pandemic, the United States Agency for International Development (USAID), has established a SAMRIDH healthcare blended financing facility to support the immediate deployment of high-impact healthcare solutions through the “Partnerships for Affordable Healthcare Access and Longevity” (PAHAL) project implemented by IPE Global. Through this initiative, USAID, in collaboration with premier institutions such as the Indian Institute of Technology – Delhi, Principal Scientific Advisor to the Prime Minister’s Office, the National Health Authority, corporate leaders and industry associations, will leverage private sector resources to support scaling up and adoption of market-based health solutions that can address the emergency needs of the pandemic.

Given the severity of the crisis and the urgency to act, the initiative has the provision to offer emergency grant funding to healthcare enterprises for rapid scale-up of high impact solutions. This will be complemented with a strong technical assistance and capacity building component, enabling augmentation of surge capacity for production and supply of life-saving solutions to meet the requirements of current and subsequent waves of the pandemic.

Job Description:

You will support the team and provide inputs in the following area:

  • Lead in the design and implementation of project’s overall Monitoring, Evaluation and Learning strategy and framework;
  • Provide guidance in designing, coordination, and implementation of the MERL plan for SAMRIDH Blended Finance Facility,
  • Participate and assist in key Research initiatives and contribute to the learning framework of the project.
  •  Develop the overall framework, for the project, for example, mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems. Develop baseline data for each project component and all project indicators.
  • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree of its utility for impact evaluation at regular intervals.
  • Lead in survey research design, sampling framework, survey implementation and data collection activities, manage a team of field researchers, investigators, and ensure data quality at the field level.
  • Oversee, and lead the preparation of high-quality analytical reports (biweekly/monthly/quarterly) based on the program monitoring data coming from the field.
  • Based on evidence and insights from monitoring data, provide appropriate feedback and learning to the program implementation and monitoring team for possible improvements.
  • Manage and Lead the M&E team to deliver MERL outputs in a timely manner.
  • Supervise and Coordinate with Monitoring and Evaluation technical partners to implement the MERL strategy and plan, as per contract and hold them accountable for timely deliverables.
  •  Co-Design research and evaluation studies using appropriate methods for demonstrating the impact of the program and attribution of change to key project activities in close coordination with the M & E technical partners.
  • Provide insights to M & E Technical partners in developing a technology-enabled project MIS and on the preparation of dashboards, visual representation of data, key performance indicators, and time-series analysis.
  • Assist public health vertical under the technical team in collating /compiling COVID-19 databases, data management and analysis.
  • Responsible for knowledge-sharing as well as participate in client meetings as subject matter expert with healthcare enterprises, donors and investors
  • Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, and other research outputs of the project.
  • Write and publish papers, summary briefs, proposal evaluation reports, and similar documents, on topics related to high impact solutions for delivering affordable accessible healthcare services in India.
  •  Coordinate with Communications team in providing data points and other necessary information for dissemination of program results and development of collaterals.

Qualifications & Experience

  • Advanced university degree in Public Health, Economics, Statistics, Demography, Development Studies or other relevant disciplines.
  • A PhD with a minimum of 12-15 years’ experience is required. of which at least 10 years of experience in an M&E role including large-scale qualitative and quantitative data processing and management; and designing evaluation and research studies.
  • Strong skills in statistical methods, sampling design and methodology, evaluation methods, causal analysis, and designing research studies,
  •  Good understanding of COVID-19 pandemic and healthcare in general would be preferred.
  • Good knowledge on infectious diseases and related technology innovations.
  • Demonstrated experience of publication in peer reviewed journals .
  • Experience in leading and managing large scale data collection, management and analysis in donor funded projects, preferably in health/nutrition/gender-related programmes;
  • In-depth knowledge and proven expertise in developing M&E systems, methods & tools, knowledge products using high quality data analytics. Operational experience in health/nutrition sector highly preferred;
  • Committed to the principles of health equity through increased private sector participation in serving the needs of the most socioeconomically vulnerable (Bottom of Pyramid).
  • Highly motivated individual with outstanding credentials, strong program management skills, great analytical and communication skills
