Position description:

About the Project:

Manzil is a transformative project being implemented by IPE Global in selected districts of Rajasthan that seeks to empower girls aged 14-21 years by enabling access to skills training and linking them to job opportunities or other livelihood options. By equipping girls with market-driven skills and access to job opportunities, this project envisages combating the issues of early marriage and early pregnancies, empowering them to make informed choices about their lives. In specific terms, the project aims to:

  •  Enhance girls’ participation in vocational education and skill training.
  • Reduce the rate of girls dropping out from the course.
  • Increase the transition rate of girls from skills training to employment.

Job Description:

(1)   Planning and Implementation

  • Recruit and manage a cadre of Community Motivators in the intervention villages.
  • Capacity Building of Community Motivators to conduct key activities- identify and track out-of-school girls, counsel girls and their parents, organize community meetings and events, use of mobile application, stakeholder consultation and facilitate enrollment of girls in appropriate Skill Development Centres (SDCs).
  • Develop plans and implement activities to sensitise community stakeholders (such as PRI members, key influencers, etc.) on skilling girls for livelihood opportunities.
  • Plan and implement mobilisation campaigns to enrol girls in skill courses and recruitment drives for the placement of girls.
  • Conduct regular visits to SDCs to follow up on enrolled girls to ensure their retention and completion of the skill courses.
  • Coordinate with the project’s Placement Coordinators to build partnerships with local firms/industries to place girls for internships/jobs/ entrepreneurial activities.
  • Facilitate in organising employability skills training sessions at the SDCs.
  • Capture lessons learned, identify and document success stories and case studies on a regular basis.

(2)   ProjectManagement

  • Regularly liaise with Skill Development Centres to ensure the enrollment, completion of course and placement of girls.
  • Liaise with Government departments at district and block levels and with the District Collector’s office to report on project progress and solicit necessary support as needed.
  • Review performance and validate target achievement of Community Motivators to ensure timely completion of project deliverables.
  • Undertake regular field visits to provide support, monitor activities, validate dataand assess performance of Community Motivators.

(3)   Monitoring and Quality control

  • Ensure reporting of data by Community Motivators and monitor data quality.
  • Prepare and submit Monthly Progress Report, update required data on mobile application and other deliverables as may be required.
  • Conduct dipstick surveys and assessments as guided by the Project team.

Skills & Qualifications:

Essential:

  • Post Graduate qualification in Rural Management/Social Sciences/ Humanities.
  • At least 6-8 years of work experience implementing social development projects, preferably in Rajasthan.
  • Proven track record of managing field operations.
  • Strong planning skills to develop work plans to achieve project targets and effectively implement them.
  • Proven ability to work closely with district administration and external stakeholders.
  • Good IT and analytical skills in MS Office and Excel
  • Good communication skills in Hindi and English languages. Ability to speak Rajasthani dialects will be an advantage.

Desirable:

  • Experience of networking with local industries in Rajasthan
  • Experience of working in the skills sector

Job Description
The Livelihood Expert willbe responsible for facilitating gainful self-employment opportunities for girls aged 18-21 years by equipping them with knowledge on self-employment opportunities and facilitating in setting up small businesses suited to their training, aptitude and local environment in the project’s intervention districts. In specific terms, s/he will:

§Carry out a rapid sample assessment in the intervention geography to understand the enablers and barriers for girls to get into self-employment activities, with particular focus on those who have undergone skill development training.

§Based on the rapid assessment, develop and implement a well-structured plan for facilitating income generation activities for self-employment tailored for girls aged 18-21 years, suited to their skill set, training, aptitude and local environment.

§Identify funding opportunities, entrepreneurship development and promotion agencies, government schemes and programmes, micro-credit facilities, etc. on self-employment and support in linking girls to such opportunities.

§Collaborate with relevant stakeholders, such as community leaders, government agencies, CSR foundations, and CSO/NGOs, to establish partnerships and leverage resources that support the self-employment initiatives for girls.

§Support girls in identification of suitable projects, preparing bankable project reports, facilitating interactions with relevant stakeholders for accessing micro-credits, material, etc., as may be required.

§Create information dossier/ guidelines/ toolkit, etc. containing proper information and relevant directions for girls to undertake entrepreneurial activities in the rural settings.

§Connect girls with banks/ micro-credit facilities and assist in preparation of business plan and other documentation required for the loan application.

§Ensure setting up of at least 100 girl-led businesses in the project’s intervention districts.

§Identify relevant skilling/re-skilling programs for girls who have started businesses.

§Monitor the progress of girls who have completed their skill training and have embarked on their self-employment journeys.

§Prepare and submit monthly and quarterly progress reports and other deliverables as may be required.

§Document good practices, case stories and lessons learnt to incorporate in the relevant reports and project communication material.

Qualification & Experience
Essential:

§Master’s degree in social work or rural development or a related field from a reputed institution.

§At least 8 – 10 years of experience in the livelihood generation sector.

§Experience in leading placement for skill and entrepreneurship related projects.

§Strong planning skills to develop work plans to achieve project targets and effectively implement them.

§Good IT and Microsoft Office Skills in (Word, Excel and PowerPoint)

§Good communication skills in Hindi and English languages.

Desirable:

§Ability to speak Rajasthani dialects will be an advantage.

§Demonstrated ability to generate innovative, practical solutions to challenging situations.

§Proven ability to develop partnerships and alliances with a variety of stakeholders, such as government bodies, private sector, foundations, and other non-government agencies.

§Experience of networking with enterprises, small and medium business across various sectors in Rajasthan to ensure placements.

Compensation
Compensation package will be commensurate with qualifications, experience and last salary drawn.
