Position description:

About the project:

Assam Health Infrastructure Development and Management Society (AHIDMS), Government of Assam with technical and financial support from the World Bank is implementing ‘Assam State Secondary Healthcare Initiative for Service Delivery Transformation (ASSIST)Project’. The project intends to strengthen the management capacity and quality of health services in Assam. The main objective of the assignment is to strengthen Human Resources for Health (HRH) reforms in the state while taking into consideration the changing disease profile and population dynamics and composition.

The broad scope of work of this assignment is defined below:

  • Desk review of available health workforce data sources
  • Develop and/or integrate HRMIS/modules into the existing HRH MIS in the State.
  • HRH enumeration of staff and facilities/offices
  • Functional analysis of the Department of Health and Family Welfare (DoHFW) including all its Directorates.
  • Developing a comprehensive HRH Strategy Paper and a corresponding Management Framework for the DoHFW to adopt and implement

Roles & Responsibilities:

  • Provide technical support in the development of job satisfaction survey tool to be implemented in the health facilities.
  • Technical support in pilot testing of HR enumeration, functional and satisfaction tools in consultation with ASSIST officials.
  • Develop detailed workplan for the implementation of enumeration in consultation with ASSIST officials.
  • Responsible for preparation of monthly, quarterly and other periodic reports.
  • Support in redefining organizational structure and performance review system.
  • Technical assistance in restructuring and redeployment of health workforce.
  • Establish multi stakeholder engagements to facilitate collaborative efforts towards shared health system goals.
  • Represent the organization in stakeholder meetings, conferences, and other forums to promote cooperation and knowledge sharing.
  • Carryout field visits to support district and facility functionaries.
  • Undertake other activities as per the need of the project and as required by the client and Team Leader.

Essential Qualification & Experience:

Master’s in public health/ MBA in HR or related fields from recognized institutions with more than 7 years of experience in Human Resource Management, health advocacy and multistakeholder engagement.

Additional attributes:

The candidate must be conversant with use of computer, internet and presentation skills, possessing good communication skills in English & Hindi, must have good technical documentation/drafting skills, strong research skills and conversant with the use of statistical analytical software, excellent understanding of health system in India (experience with Assam health system is an added advantage)
