India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.

About Program:
The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Project Director- Family Planning or a person designated by him/her.

Travel Requirements:
As per project requirement.

Job Summary :
The Program Support Officer (PSO) will provide vital assistance to the assigned Project Director and develop routine project updates through narratives and PowerPoints by critically analyzing available data and information, develop and manage key project timelines and ensure necessary follow-ups to ensure delivery within the timelines. The individual will be a key link between the project director and the teams and partners. The individual will also manage the program calendars and key dates on behalf of the project director.

The individual needs to be highly organized, skilled and competent to play the above role. He will assist the project director to manage and improve coordination between various partners and support units under the supervision of the Project Director. In addition to this, the PSO will facilitate effective communication between the Project Director and the program implementation team/s.

As projects are dynamic, the individual should be able to adapt to changes in assigned responsibilities based on discussions with the assigned project director.

Over time, the PSO is expected to assess existing project processes and methodologies, identify gaps and contribute in developing improved project strategies.

Program Management:

  • Ensure regular meetings with Project Director as directed by the latter
  • Develop project dashboards.
  • Share fortnightly updates in regard to progress made against action items as decided in all internal and external meetings
  • Program data management and analytics
  • Develop and improve necessary analysis and presentation framework for all internal and external meetings, and maintain minutes of major meetings
  • Maintain project schedules, manage and analyze progress using excel and other similar tools
  • Liaise with stakeholders

Documentation:

  • Prepare concept notes and reports for consideration as required
  • Prepare high-quality presentations for internal and external demonstrations as directed by Project Director

Strategic Planning:

  • Conduct field visits to gauge program implementation across various platforms and projects and to ensure accurate dissemination of instructions and guidelines specified at the state level
  • To identify gaps in the current implementation scheme across all levels and develop strategy on the basis of proven best practices across the world, to address the identified gaps

Miscellaneous:

  • Any other work given by the line manager or organization from time to time

Work Experience:

Essential experience:

  • Minimum 5 years of demonstrated experience in strategy development and program implementation on the reproductive, maternal, new born, child health and Nutrition domain.
  • Management Consultant with Public Health experience.
  • Demonstrated ability to objectively analyze data and present complex data and information into simple and understandable information for diverse audience.

Education:

Required Qualification:

Graduate from a top-tier institute with at least 3 years of experience in strategy and program implementation.

Essential Qualification:

MBA or similar degree from top-tier institute
