Gram Vikas, literally meaning Village Development, is a not-for-profit, development organisation working in partnership with rural communities with the support of governments, private sector entities and academic institutions to help improve the quality of life in the villages of Odisha and neighbouring States.

Gram Vikas is a community development organization working in Odisha and Jharkhand since 1979. We work with rural communities to help them lead a dignified life by building capacities, strengthening community institutions and mobilising resources. Gram Vikas is implementing the “Empowering Women Entrepreneurs Programme”, partnership with the Bill & Melinda Gates Foundation (BMGF), and Reliance Foundation, under the overall aegis of Mission Shakti Department, Government of Odisha. The programme will support two lakh women to build economic opportunities in the farm and non-farm sector. The project is being implemented in 30 blocks of Bargarh, Gajapati, Ganjam, and Kandhamal districts of Odisha, during the three year period up to June 2026.

We are inviting applications from interested, eligible professionals for the positions of State Monitoring Manager and State Finance Manager.

State Monitoring Manager
The State Monitoring Manager (SMM) is part of the leadership team of the programme, as the lead for engaging with stakeholders on matters related to programme implementation and measurement of results. The SMM will be responsible for monitoring, reporting, and coordination of all information.

Responsibilities of State Monitoring Manager

Specific Responsibilities for the State Monitoring Manager:

  • Developing and deploying data collection and analysis tools
  • Implementing monitoring systems and designing monitoring tools
  • Working with data platforms, databases and select technologies to capture and organize data
  • Determining data analysis procedures and use of quantitative or qualitative analysis tools.
  • Analysing quantitative and/or qualitative data, summarising the findings
  • Coordination of district teams to ensure timely submission of reports
  • Handholding support to programme teams in the field
  • Training of field personnel in data capturing, collation, validation and monitoring processes and providing ongoing coaching
  • Conducting or providing support to data quality assessments
  • Ensuring timely reports and periodic updates to BMGF, Reliance Foundation and to Mission Shakti
  • Disseminating findings and project results to donors and other stakeholders
  • Lead consultative meetings with key stakeholders at State, District and Block level Eligibility criteria for State Monitoring Manager

Education

Post graduate level education in Rural Management, Business Management, Development Studies, Social Work, or Information Science/ Technology

Work Experience
At least five years’ of experience working on managing MIS, Information Systems for a programme of similar nature, in the rural development sector

Key competencies
Demonstrated work in data management and report generations through day-to-day data recording and transformation exercises

  • Knowledge and application of data management software
  • Understanding of measurement frameworks, approaches, methods, tools and research data analysis and techniques.
  • Working with multi-disciplinary teams

Desired competencies

  • Understanding of the government sector
  • Good communication skills, both written and verbal, in English
  • Knowledge of Odia desirable
  • Willingness and ability to take initiative and learn independently
  • Willingness to travel to remote locations
  • Ability to collaborate in teamwork settings with colleagues and other stakeholders
  • Comfortable with working in urgent situations considering the varied nature of stakeholders involved in the project.
  • Ability to take initiative and work in an autonomous mode with moderate supervision and guidance

State Finance Manager
The State Finance Manager (SFM) is part of the leadership team of the programme, as the lead for engaging with stakeholders on matters related to finance and accounts. The SFM will be responsible for monitoring, reporting, and coordination of all finances of the Programme.

Responsibilities of State Finance Manager

Specific Responsibilities for the State Finance Manager:

  • Deploying and managing sound financial management and accounting systems
  • Ensuring timely recording of transactions and reporting to stakeholders
  • Ensuring timely internal and external audits of the finances of the programme
  • Coordination of district teams to ensure timely submission of reports
  • Handholding support to programme teams in the field
  • Training of field personnel in proper accounting and book-keeping
  • Ensuring timely reports and periodic updates to BMGF, Reliance Foundation and to Mission Shakti

Eligibility criteria for State Finance Manager

Education
CA, ICWA, or Postgraduate level education in Commerce

Work Experience

  • For CA or ICWA – At least three years’ of experience of managing financial systems of a development organisation/programme
  • For Postgraduates – At least five years’ of experience of managing financial systems of a development organisation/programme

Key competencies

  • Demonstrated work in finance and accounting of development programmes/ projects
  • Knowledge of statutory and legal matters applicable to development programmes/ projects
  • Use of accounting software
  • Working with multi-disciplinary teams

Desired competencies

  • Understanding of the government sector
  • Good communication skills, both written and verbal, in English
  • Knowledge of Odia desirable
  • Willingness and ability to take initiative and learn independently
  • Willingness to travel to remote locations
  • Ability to collaborate in teamwork settings with colleagues and other stakeholders

Remuneration
Both positions will pay consolidated remuneration of ₹ 9 lakh per annum. Appointment will be on annual contractual basis for the duration of the agreement between Gram Vikas and Bill & Melinda Gates Foundation.

Location: Bhubaneswar or Berhampur, Odisha
