Project Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is working on behalf of the German Government in more than 130 countries around the globe. Under the Indo – German Energy Programme a new project “Energy Transition with DISCOMs in India” has been initiated. The project supports Ministry of Power in India in building up a broad-based, technically, and economically efficient, socially, and ecologically sustainable energy supply by supporting the DISCOMs. The project is working with Ministry of Power (MoP), Central Electricity Authority (CEA) and select DISCOMs in India on various themes associated with data analytics, integration of RE and EV in distribution grid, asset management and operation & maintenance (O&M) of distribution networks.

Responsibilities

  • Technical Research and deliverables.
  • Stakeholder coordination and management.
  • Knowledge Management.
  • Events and Workshop Design and Implementation.

Core Scope of Tasks

Technical Research and deliverables

  • Primary and secondary research on smart metering solutions, applications of artificial intelligence (AI) / machine learning (ML) in distribution sector using data from smart meters and RE / EV integration in distribution network.
  • Literature review, documentation on national and International best practices in applications and functionalities of digital tools for DISCOM operation.
  • Development of concept notes for new project activities, review of work being done by project consultants, preparing summary recommendation documents.

Stakeholder coordination and management

  • Meeting various stakeholders for understanding and documenting their requirements.
  • Assist in organizing status review meetings.

Knowledge Management

  • Development of internal knowledge base on the theme of deployment of digital tools relevant for evolution of smart grids and on smart metering solutions.
  • Participate in formulating project action plans and help synchronize in project planning.

Events and Workshop Design and Implementation

  • Coordination and implementation of training and capacity building programs planned with various DISCOMs.
  • Assist in designing, organizing and documenting project related workshops, meetings, and consultation.
  • Travel to project states to participate in meetings, workshops, and field visits as per project requirement.

Other duties/additional tasks

  • Support in other coordination and project management tasks as and when required.

E. Required Qualifications, Experience and Competencies

  • Engineering graduate (B.E. / B. Tech) preferably in Electrical / Electronics / IT/ Instrumentation and control engineering.
  • Master’s degree in science / engineering / management (preferred but not mandatory).
  • Excellent language skills in English (reading, speaking and writing).
  • Minimum 7 years of work experience in power sector in India including work experience with DISCOMs (mandatory).
  • Experience of working with distribution companies in India (desirable).
  • Experience of working on smart metering, RE/EV integration, data analytics relevant for DISCOMs (desirable).

Project Background
The project “Carbon Offsetting Rice Emissions – Reduction of Greenhouse Gas Emissions and Valorisation for Smallholder Farmers” is an individual measure under the “Fund for the Promotion of Innovation in Agriculture” (i4Ag), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. India is the country of implementation.

The implementation of the project will take place in cooperation with the private sector partner Olam Agri India Private Ltd., the International Rice Research Institute (IRRI) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).

The project aims to create the conditions, mechanisms and capacities to to valorise the reduction  of greenhouse gas emissions in the rice value chain via climate-sensitive technologies and practices in cultivation and post-harvest handling for the economic benefit of farmers. The project also aims to demonstrate new promising methodologies with evidence such that these are considered and included in global carbon market standards. Overarching focus of the project also is gender and inclusion of youth in the project interventions.

These measures will be accompanied by the context-specific adaptation of existing digital platforms and tools that enable calculation, tracking and reporting.

The project has three main outcome areas:

  • 90.000 tons of CO2 equivalents are saved in smallholder rice production in India through improved measures through trainings of around 20000 farmers (i.e., 20000 Ha) with at least 25% representation of women and 25% youth.
  • 1 innovative, sustainable method for reducing greenhouse gas emissions in the cultivation and post-harvest handling of rice has been submitted for recognition to official standard-setting organizations: IRRI will pilot and demonstrate the innovative measure and collect evidence for preparing the necessary documentation (including the emission assessments)
  • 2.500 women trained confirm a strengthening of their capacities to apply business models building on climate-resilient agricultural practices to improve their livelihoods:
  • The target group of the innovation partnership are 20,000 smallholder farmers in the states of Haryana, Madhya Pradesh and Andhra Pradesh of India who grow rice, 25 percent of them young people and 25 percent women. Women empowerment being one of the objectives of the project, female farmers will see high involvement in technical trainings and will be empowered with credit generating knowledge and better decision-making powers within their communities.

Responsibilities

  • Providing technical support to the project team and senior management for project planning and management.
  • Supporting development and implementation of knowledge continuity incl. knowledge management, knowledge exchange and learning processes for the project at all levels.
  • Supporting communication and advocacy activities for the project.
  • Providing technical support for planning and implementation of (advocacy) events, conferences, capacity development as well as networking and network building with stakeholders.
  • Ensure timely and quality of information and data from the project locations and partners.

Core Scope of Tasks
The Knowledge Management Advisor will be responsible for developing knowledge products in view of diverse stakeholders, ensure quality of information and data from the consortium partners and project and support assessment and monitoring processes.

1. Knowledge management and communications

  • Communication and Public Relations (PR) within the CORE project.
  • Develop and implement a knowledge management strategy for the CORE project in coordination with the consortium partners.
  • Develop knowledge products and effective communication with state level, national and international stakeholders.
  • Support project team in developing quality knowledge products and communication tools that communicate the project’s narratives, progress and impacts and raise awareness and interest of the public and private sector.
  • Prepare TORs and manage contracts as required.
  • Work with the project team, partners and contracted agencies.
  • Coordinate and interface with I4Ag steering team and knowledge managers of the consortium partners.

Ensuring timely and quality data from the project

  • Regularly coordinate with partners in Delhi, field locations and Germany to ensure timely and quality monitoring data from the project (progress, impact).
  • Support the Country Project Lead and Project Lead with updated reports and information on project progress and impacts.
  • Support the project is writing annual project reports with updated information and data.

Coordination with project team and partners

  • Coordinate with consortium partners to develop and implement knowledge management strategy.
  • Liaise with I4Ag steering unit to ensure implementation of M&E strategies and systems and thus data quality and regular updates on the project.
  • Support the project team with quality knowledge products.

Organizing events and meetings

  • Organize the events and meetings as required by the project and in consultation with consortium partners.
  • Process and manage contracts with service providers to organize events and documentation needs.
  • Develop report / documentation of the meeting and events.
  • Participate and contribute at national and international exchange events.

Other duties/additional tasks

  • Support organizing of GIZ internal and external in-person and virtual events, conferences, seminars, etc., including documentation support.
  • Support in other coordination and project management tasks as and when required.

Required Qualifications, Experience and Competencies

  • Post-graduate degree in environmental sciences, geography, developmental studies, communication studies, political sciences, or any comparable degree.
  • Seven years of professional work experience in any of the following fields:
  • Knowledge management and communications in a national or international organization and related communication / Public Relations.
  • Development sector with knowledge of stakeholders and actors at the state and national level in the rural development/environment, environment sector.
  • Experience of working on quality assurance of data.
  • Competencies to support the project in mainstreaming the initiatives of the project with state governments and at national level are desirable.
  • Communication and networking skills to work with diverse partners.
  • Team player and good inter-personal, communication and networking skills.
  • Demonstrated skills in office computer use -word processing, spreadsheets, databases, and communication software.
  • Competencies in moderation, facilitation and design thinking are an advantage.
  • Business working skills in English and Hindi.
