Project Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is working on behalf of the German Government in more than 120 countries around the globe. Under the special initiative “ONE WORLD NO HUNGER (SEWOH)” the Global Programme Sustainable Fisheries and Aquaculture (GP Fish) is implementing projects in seven countries in Africa and Asia. The Federal Ministry for Economic Cooperation and Development (BMZ) has requested GIZ to implement the Indo-German Development Cooperation Project “Sustainable Aquaculture for Food and Livelihood (SAFAL)” in cooperation with the Ministry of Fisheries, Animal Husbandry and Dairying, Government of India. The aim of the SAFAL project is to promote sustainable and resource-conserving pond management in order to contribute to more income and more fish products for the food-insecure population in Assam and Odisha. The target groups are small-scale producers as well as upstream and downstream actors in the value chain. Farmer Producer Organisations (FPOs), women Self-Help Groups (SHGs) and Aquaculture Service Providers (ASPs) receive technical and business development trainings on sustainable aquaculture to strengthen their entrepreneurial and financial capacities.

C. Responsibilities

  • Qualitative and quantitative analysis and data management.
  • Management of results-based activities of the project. • Facilitation and preparation of research surveys and trainings.
  • Contribution to the project knowledge management. D. Core scope of Tasks
  • Maintaining a comprehensive M&E-system in line with the M&E-system of the global programme.
  • Organization of collection of data, validation and aggregation of data in relation to project indictors (productivity, income, food security, etc.) and other research studies on gender, communication, innovations, etc.
  • Assuring the quality of the monitoring data including data on outcome and output indicators as well as on cross-sectorial topics like gender disaggregated data, conflict-sensitivity etc.
  • Preparation of progress monitoring reports for project management.
  • Close coordination with the implementation partners of the project (consulting, NGO, others)
  • Supporting the project management on performing an effective monitoring of the operation as well as impacts of the activities.
  • Monitoring the progress of the implementation.
  • Design and maintenance of the Monitoring system.
  • Coordination with steering unit for monitoring and evaluation of GP Fish, including regular participation in the global working groups on M&E.
  • Coordination, preparation and evaluation of mid-term and end-line evaluations of projects under GP Fish. E. Required qualifications, Experience and Competencies

Qualification & Experience:

  • University/Master’s Degree in an area that is related to the tasks or project objectives, like productivity, economic, statistics, agriculture, rural development, nutrition, public health.
  • Ph.D degree in similar field is highly desirable.
  • 8-10 years of professional experiences in monitoring and evaluation as well as in a related field, i.e., information, knowledge management.
  • Experience in development cooperation and particularly GIZ would be an asset.
  • Experience of M&E-systems and implementation Other knowledge, additional competences
  • Excellent knowledge of statistics.
  • Excellent computer skills in STATA, SPSS, R, GIS, Microsoft Office.
  • Fluent in both Hindi and English, knowledge of German is an advantage.
  • Extremely professional, personable, and an overall team player
  • Ability to stay calm and deliver under pressure.
  • Excellent organizational and administrative skills with an eye for detailing.
  • Ability to multitask, prioritize, and manage time efficiently when under pressure.
  • Ability to work well with all levels of internal management and staff, as well as consultants.
  • Engenders a positive team spirit where team members work together to achieve shared goal F.

Location: Guwahati, Assam; possibility to work remotely (60%) and on-site in Assam/ Odisha (up to 40%)

Duration of the contract: Until May 2024 H.
