B. Project Background
The Programme “Sustainable Urban Development – Smart Cities II” (SUDSC II) aims at anchoring resilient, sustainable approaches and solutions for urban development including infrastructure that consider disaster risk management and the leave- no-one- behind concept, within the context of various Programmes and Missions of the Government of India.
The programme provides advisory services a) to cities and states to implement cross-sectoral national policies, strategies and guidelines, b) for complementary capacity development measures,
c) for implementation support through innovative projects that harness data and digital transformation for contributing to improve informed decision-making processes, as well as d) for networking platforms for exchanging and upscaling good practices from the field.
C. Responsibilities
- Identify key stakeholders at the state (Assam) and city(Guwahati) levels for the implementation of the SUDSC II project.
- Responsible for the overall coordination and implementation of SUDSC-II project activities in the state of Assam and the city of Guwahati in the thematic areas of climate change risks and digital transformation for risk informed, resilient, integrated and sustainable urban development.
- Establish synergies and coordinate with other projects and clusters that are active in the state of Assam and city of Guwahati, as applicable.
- Provide technical inputs and support for policy for the partner state and city for developing risk informed, resilient, sustainable and integrated urban development.
- Support in monitoring project activities, managing consultancy contracts using GIZ specific management instruments.
- Implement daily operational aspects of all issues related to the project and to carry out other project tasks assigned by the manager.
- Identify opportunities to engage with the private sector within the broad scope of project.
D. Core Scope of Tasks
Advising partner institutions:
- Contribute to preparing, implementing, and monitoring project activities in the state of Assam and city of Guwahati.
- Support in conducting technical review of deliverables and ensure quality assurance meeting GIZ standards.
- Responsible for coordinating with partners to seek approvals for project activities/ documents/reports.
- Lead/support for designing, preparing, and implementing workshops, seminars, roundtable, and other events connected with the project in partner state and city.
- Participate in any relevant state and city committees, working groups, project steering meetings as per the decision of partners, in consultation with GIZ.
- Undertake project appraisal, site analysis and field visits, prepare minutes of the meetings, field report and technical reports, whenever advised by partners and GIZ.
- Provide professional/technical advisory services and cooperate with a broad range of target groups in the partner state and city, in dealing with disaster risk management in coordination with project manager.
Network and Cooperation
- Support cooperation, regular contact and dialogue with partners, assists with PR work and cooperate with local communities, relevant organisations, and individuals to maintain good working relationships.
- Coordinate and communicate with all local institutions and stakeholders including state government, urban local bodies, development authorities, academia, training institutes among others.
- Communicate local interests and efforts towards these and encourages sharing ideas and information for the benefit of the project.
Knowledge management
- Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures, reports and presentation documents as required by the manager.
- Document all proceedings including meetings, workshops and technical sessions and follow- ups with partners/stakeholders.
- Provide inputs for dissemination of various achievements/information on the project initiatives/opportunities available under the project and disseminate the same.
- Assist with the research activities and studies on political issues which benefit joint projects.
Coordination tasks
- Assist in general project planning and developing project concepts including preparation, organisation and moderation of planning exercises and implementation, management, quality management, evaluation, communication, and documentation.
- Coordinate relevant project activities at local level in consultation with the manager and in cooperation with the partners.
- Maintain good flow of communication and information within the project at the state and city level and with other projects in the cluster, consultant’s and other stakeholders.
- Compile relevant information for joint activities and assignments.
E. Required Qualifications, Experience and Competencies
- Bachelor’s in engineering/urban planning/climate science and others.
- Master’s degree in an area Urban Management/Disaster Risk Management, Environmental Science, Urban Planning, Economics, Geography and allied subjects.
- At least 10 years of professional experience in urban development with experience in GIS based Master Plan preparation.
- High level experience working with state and central ministries.
- Knowledge of preparing tender documents, bid evaluation, technical evaluation of bids among others.
- Experience working with the Government of Assam is desirable.
- Fluent written and oral knowledge of Assamese and English is essential.

B. Project Background
India has committed to achieve net zero by 2070. Access to clean and renewable energy has been singled out as a vital part in achieving this target and to contribute towards overall development process. However, in rural areas many end users (including entrepreneurs and small industries) are still without access to reliable and secure electricity or modern energies and private sector driven investments are lacking behind expectations.
The German Federal Ministry for Economic Cooperation and Development (BMZ) has charged
GIZ with implementing the German contribution to the Indo-German Energy Programme – IGEN Access II. IGEN Access II will address the challenges by developing a conducive environment by:
a) Supporting strategic long term energy planning at state and city level
b) Upscaling and disseminating models and instruments for improving basic energy supply, specifically on unlocking access to finance and capacity building of village level entrepreneurs
c) Supporting conceptual basis for improving the quality of energy supply under certain specific conditions
The program aims to ultimately provide uninterrupted supply of energy for improving overall living conditions and economic development, especially in rural areas.
C. Responsibilities
Providing support to national and state governments for effective energy planning will be one of the primary responsibilities of this position. The position holder will be responsible for:
- Establishing and maintaining relationships with government counterparts with respect to energy planning and subsequent implementation processes including on technical aspects related to clean energy.
- Providing support related to capacity enhancement of key stakeholders (including different government departments, big energy consumers and energy producers) on their respective roles for effective long-term supply and demand of energy.
- Preparing for assignments/projects, managing and coordinating with service providers for delivering, as planned to bring in efficiency in assignments.
- Coordinating with other key actors in the energy planning space, like other bilateral, multilateral agencies, private sector, other GIZ programs etc for effective delivery.
- Identifying new partnership opportunities related to effective planning and implementation at national, state and city level for IGEN Access II program.
- Prepare new concepts related to energy planning, capacity building, policy and regulatory support to government stakeholders.
- Representing IGEN Access II at different national and international forums.
D. Core Scope of Tasks
- Lead on certain program indicators, as agreed with the team lead.
- Work with other team members to enable achievement of IGEN Access II indicators.
- Facilitate and co-ordinate with the government officials from different departments at central and state level to ensure proper planning and facilitation for example setting up of Program Management Units at state levels etc.
- Preparing key project documents (Memorandum of Understanding, term of references, technical recommendations, circulars, reports and field reports etc.).
- Managing projects (planning including budgeting, preparing terms of reference, implementing, monitoring, and evaluating projects, managing consultants, ensuring quality of deliverables, cash flow, etc.),
- Designing and managing implementation of training/capacity building programs for partner organizations.
- Assist the team in developing national and international tenders with respect to the project requirements.
- Coordination with the partner organizations to ensure timely high-quality deliverables as per the programme design.
- Undertaking communication and other assignments (e.g. coordinating studies, monitoring) related to IGEN-Access II in the eastern and north east region as required.
- Developing and feeding into implementation and monitoring mechanisms (like Result Based Monitoring) for the activities being undertaken.
- Conducting studies and disseminating knowledge.
- Coordinating and communicating with strategic partners and scouting for cooperation opportunities in selected states.
- developing and supporting surveys for conducting project baselines and endlines.
- Providing technical assistance to local and international experts.
- Ensuring knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
- Responsible for identification, designing, organizing of capacity building measures for government partners.
- Review of the deliverables from the consultants and provide quality check of the final
deliverables; Assist the team in documenting the best practices.
- Undertake high quality research work including capacity gap analysis.
- Design and develop impact reports for knowledge sharing among larger stakeholders.
- Responsible for project management (planning, implementation, monitoring, evaluating, management of consultants etc).
- Supporting and providing technical backstopping to team members with respect to promotion and replication of business models.
Other duties/additional tasks:
- The successful candidate should provide support to ensure achievement of the IGEN
Access II objectives.
In addition to the specific tasks, the successful candidate shall undertake comprehensive professional tasks as part of the regular day to day activities of IGEN Access II or activities which are deemed to be relevant or necessary to fulfill the overall objectives of the IGEN
Access II programme.
E. Required Qualifications, Experience and Competencies
- The candidate should have a Master’s degree in energy/ environment/ economics,
development or on any other related field from a reputed academic institute.
- Experience of working with government stakeholders, think tanks would be an advantage.
- At least 8 years of full-time work experience after a Master’s degree in relevant field and preferably also with the development sector.
- Knowledge on energy planning and/or modelling software is desirable.
- The candidate should be skilled in articulating complex ideas efficiently.
- The candidate should have the drive to deliver results and the ability to work effectively as part of a multi-cultural team.
- The successful candidate should be a proactive person, doing work at her/his own initiative with limited guidance. S/He is expected to be a self-starter and willing to work with strict deadlines including with the team.
- Minimum 8 years and as per details above.
- Oral and written fluency in English is a pre-requisite. Sound knowledge of the energy policy and regulatory aspects in India is essential and experience of working with the government partners will be an added advantage.
