Democracy Reporting International (DRI) is an international, not-for-profit, non-governmental organisation committed to political participation and democratic governance around the world. DRI headquarters (HQ) is located in Berlin; DRI has country offices in Pakistan, Myanmar, Sri Lanka, Tunisia, Lebanon, and Ukraine and works with local partners in a number of other countries. Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies, and the development of democratic institutions worldwide.

In Europe, DRI works in the EU and select European Neighbourhood countries, focusing primarily on the five key themes of: strengthening the rule of law, ensuring public participation, protecting digital discourse, reducing polarisation, and supporting democratic innovation.

To further support this work and our ambitious agenda, DRI is currently recruiting a Programme Officer for its office in Berlin. Under the supervision of the Europe Manager and in close collaboration with the relevant HQ team/s and Director of Programmes, the Officer will coordinate all aspects of certain projects’ delivery, from conception through closure, and considering general programme objectives, donor commitments, and internal DRI systems. The Officer will also support our programme and business development and may become engaged in the DRI work of other regions, based on demand.

YOUR TASKS

  • Ensure high quality project implementation, driving towards impact per agreed workplans and budget
    Monitor and advise the team on compliance with donors’ contractual obligations and internal DRI policies and procedures (including on contracting, procurement and finance)
  • Coordinate the recruitment and contract management of international experts, auditors and evaluators
    Support the team to develop and implement monitoring, evaluation and learning plans and to mainstream gender into projects, drawing on DRI’s internal toolkits
  • Carry out research and analysis on project-relevant trends and issues, as required
  • Develop concept notes and draft budgets for presentation to donors and draft / review project proposals
  • Feed relevant project information into organisation-wide processes
  • Ensure quality reporting of relevant project narrative reports
  • Plan for and co-ordinate project closures, including assets handover and archiving
  • Support team in the planning, organisation and implementation of workshops and events (online and offline)
  • Keep supervisor and colleagues abreast of any relevant developments that may significantly affect the project and discuss options for response
  • Ensure effective collaboration with project partners, DRI Country Offices, and relevant HQ teams throughout implementation
  • Ensure close team coordination with DRI Communications team for project output visibility (reports, events, expert recruitments, etc.)
  • Other relevant duties, as required.

YOUR SKILLS AND EXPERIENCE

Required:

  • At least three years of experience in project coordination and budget monitoring either with international organisations or NGOs
  • Previous experience of working on democracy, human rights or related themes
  • Excellent communication and negotiation skills and ability to work as part of a culturally diverse team
  • Superb planning and organisational skills
  • Working knowledge of Microsoft Office and online tools used to track project activities and outputs
  • Fluency in written and spoken English. Knowledge of German will be considered a distinct asset.

Preferred: 

  • University degree in international relations, political science, law, social sciences, or a related field
  • Detailed knowledge of various project management approaches and/ or having a project management qualification (e.g. Prince2, Agile, PIMBOK etc)
  • Prior working experience on key DRI themes
  • First-hand knowledge of various sub-regional contexts across Europe
  • Experience of working with German, EU-funded projects
  • Previous experience and interest in communication and/or fundraising work
  • Knowledge of other European languages (particularly French or Hungarian).
