Clean Air Asia is an international NGO established in 2001 as the premier air quality network for Asia by the Asian Development Bank, World Bank and USAID. Our mission is to promote better air quality and liveable cities by translating knowledge to policies and actions that reduce air pollution and greenhouse gas emissions from transport, energy and other sectors.

Clean Air Asia India has been working in the area of air quality management since 2008, and our work primarily focuses on city level air quality management, supporting the preparation and implementation of City Air Action Plans and seeking solutions for better air quality.

We are currently recruiting for a full time Program Manager to join our dynamic team at Clean Air Asia in New Delhi, India. A self-motivated individual with knowledge and skills in environment management with experience in programme development and implementation especially in the context of cities and strong interest in stakeholder engagement plus policy interventions would be an ideal candidate.

II. JOB PURPOSE

The India Program Manager will play a key role in leading the implementation of the Air quality management projects in Indian cities by engaging and aligning stakeholders around it, and then advancing it across the country by identifying leverage points for engagement and developing influence maps as needed.

III. RESPONSIBILITIES AND SCOPE OF WORK

Under the direct supervision of the India Director, the key responsibilities of the India Program Manager are:

Strategy and general program delivery

  • With the India Director, develop, set and implement the strategic direction of CAA programmatic work in India.
  • Lead in ensuring high quality program delivery and outputs.
  • Monitor and evaluate the projects goals to contribute to the strategic direction and growth of the program portfolio (and the team).
  • Ensure appropriate planning and reporting mechanisms are in place within the team.
  • Ensure partnership agreements, donor and other contracts are adhered to both in ‘the letter and the spirit’ of the contract.
  • Lead in ensuring high quality program delivery and outputs.
  • Monitor and evaluate the projects goals to contribute to the strategic direction and growth of the program portfolio (and the team).

Program Management, Reporting and Coordination

  • Provide management and leadership to program staff and execute planning, organization, and monitoring and evaluation of projects.
  • Develop the annual operational plan for the India Program Portfolio including, monitor its implementation and resource allocation (including staff time and project resources vis-à-vis budget). This will involve leading in project planning, supervising the development and delivery of contractual and financial reports within the contract timeframe, managing consultants and partners, and developing and reviewing technical reports as necessary.
  • Act as focal point for the assigned projects of the India office.
  • Manage organizational processes (consultants, program monitoring and evaluation, program budgeting, administration, etc.) to ensure robust and meaningful program implementation.
  • Participate in and manage various supporting activities (steering committee and/or advisory group meetings) related to CAA’s programs.

Program Development and Fundraising

  • Oversee the sustainable resource mobilization for the implementation of annual operational plan. Ensure that strictly no implementation work is undertaken outside of the project portfolio and that donor support is used only for the purposes in the donor agreement.
  • With the India Director, directly contribute to the fundraising efforts of CAA, leading on proposal development for Clean Air Asia’s programs and building relationships with select donors. The donors to be engaged will be agreed with the India Director.

Team Management and Development

  • Implement a professional development program to address staff experience and skill gaps.
  • Work with the team to develop objective performance measurements across projects, to ensure consistent, high-quality evaluation and goal setting for team members.
  • Instill a sense of accountability among team members by modeling tight oversight of individual and organization performance standards.
  • Oversee training and orientation of team members.
  • Work with the Communications Manager for development and implementation of programmatic communications strategy.
  • Work with China and Manila Program Managers to understand other offices’ work to enable synergizing work areas and identify points for inter-office collaboration.

Knowledge Management and Capacity Building

  • Support the India in keeping track of regional trends and developments relevant to the CAA program, including contributing to discussions on the direction and future activities.
  • Manage (including providing technical and strategic guidance to staff) the development of knowledge products.
  • Lead in consolidating knowledge products, tools, processes within the team
  • Oversee the updating of information on air quality status, air quality management, and sustainable urban transport in CAA’s knowledge database.

Building partnerships among Clean Air Asia networks

  • Develop and maintain professional relationships with key CAA partners and stakeholders
  • Represent CAA in selected meetings/conferences and effectively communicate Clean Air Asia’s position on technical issues.

IV. ELIGIBILITY REQUIREMENTS AND CRITERIA

  • A Master’s degree in Environmental Science, Environmental Management, Environmental Economics or any related discipline. An advanced degree and/or skills related to specific fields is an advantage (e.g., environmental and/or public policy, data science, remote sensing, programming). Relevant PhD degree will be an advantage.
  • Minimum 7 years of combined work experience on different areas of environmental management and development.
  • International exposure on policy development work is an advantage.
  • Capable of representing Clean Air Asia at high-level meetings and workshops
  • Experience in project management and stakeholder coordination
  • Strong technical writing skills, with the ability to do research, analyze and present data. Having written publications is an advantage.
  • Excellent English writing skills
  • Excellent communication and interpersonal skills
  • Proven ability to meet deadlines and work on multiple projects simultaneously
  • Ability to work independently and as part of multi-cultural and multi-disciplinary team
  • Team player with the ability to contribute more widely to the direction of Clean Air Asia’s program.

V. DURATION, REMUNERATION and OTHER BENEFITS

The selected candidate will be appointed for two (2) years under a fixed term contract with possibility of extension based on satisfactory performance and availability of project funding. The probationary period is 3 months. The remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience. Clean Air Asia provides 24 days paid vacation leaves, up to 10 days sick leave, and observes 13 public holidays per year.  Clean Air Asia also provides opportunities for travel domestically and internationally.
