Centre for Effective Governance of Indian States (CEGIS pronounced See-Jis) aims to improve lives by helping Indian state governments deliver better development outcomes. The Personnel Management team leads capacity building initiatives for the sustained and targeted learning of government officials in collaboration with partners such as Bill and Melinda Gates Foundation, IDinsight and Tarento. The team works with government officials to improve their capacity to execute, by equipping them with the tools to build upon their competencies required at work.
About the position:
This position is being sought for the planning and execution of a capacity building program for a highly prestigious central government agency. The project is expected to impact more than 5000 personnel at various levels of government. The Program Manager will, among other things, be responsible for the following:
Coordinating with key government partners: Managing a large number of stakeholders, coordinating meetings, workshops, and discussions to gather input, feedback, and insights from government partners, managing the project MIS
Conducting primary and secondary research: Conducting secondary research regarding competencies and learning opportunities associated with the identified positions, conducting interviews, FGDs and workshops with functionaries to gather primary data about identified positions including drafting associated questionnaires/ facilitation guides
Synthesizing and disseminating of knowledge: Gathering, synthesizing, organising and sharing of knowledge produced during the course of project with external and internal stakeholders (as per suitability)
Communicating with external stakeholders: Maintaining a regular cadence with external stakeholders, maintaining discussion notes, and ensuring alignment on latest developments in the project, creation and dissemination of collaterals such as presentations and reports
Collaborating with internal stakeholders: Ensuring internal alignment on project objectives, also ensuring that collateral prepared is done in consultation with internal team(s), avoiding redundant work by coordinating with internal teams to gather relevant inputs and resources from previous projects
Supporting the capacity building process: Supporting mapping and development of competencies, population of the database of competency building products, and procurement and onboarding of assessment providers as required
Team management: Overseeing, vetting and managing the work of a team of associates assigned to the project
Project management: Working with the Project Lead to monitor progress, maintain overall timelines, prepare documentation and support reporting to donor
