What is effective governance? And why does it matter?
From poor learning outcomes to malnutrition, many of India’s biggest development challenges stem from weak state capacity. Whether it is ineffective government schools and clinics, people not receiving their welfare entitlements, understaffed and overworked police forces, or our backlog of over 30 million court cases, weak state capacity hinders the quality of public expenditure, constrains growth and hurts the poor.
CEGIS believes that building the effectiveness of the state and improving the quality of public expenditure is the most cost-effective way of improving development outcomes at scale. Governments are responsible for designing and implementing policies, delivering services and regulating markets. And research has shown that even small improvements in state capacity can generate outsized effects on development.
We believe that well-functioning governments share at least three features: (i) outcome measurement to monitor progress against specific goals; (ii) policies and practices that effectively hire, train and manage personnel to meet goals; and (iii) resource allocation based on evidence and cost-effectiveness. At CEGIS, we support Indian state governments to build these foundations so that they can deliver development outcomes more effectively.
Why Indian states?
Across health, education, agriculture, nutrition and other sectors, Indian state governments have the mandate, resources and personnel to deliver public services and create the conditions for economic growth. Given this scope and scale (the average Indian state has a population of nearly 50 million), improving Indian state government functioning has the potential to help millions, making it one of the most powerful ways to increase Indian and global prosperity. Finally, state governments are ideally placed to lead India on policy reforms: a tried and tested reform in one state is more likely to be replicated by other states. Position Summary
As the State Lead for Telangana, you will lead and drive the CEGIS engagement in the state. This will involve directly or indirectly managing all ongoing projects in the state while working with senior Government officials to develop a pipeline of future projects. In doing this, you will interact regularly with senior government officials, researchers and other organizations working in the space. You will be required to build an in-depth understanding of the state’s major policy developments and priorities.
This role directly reports to the President of CEGIS, who comes with substantial experience in government and a proven ability to deliver systemic reform/ programs at scale. You will also be expected to work closely with the founder and Scientific Director (Prof. Karthik Muralidharan) to understand the intellectual vision behind proposed reforms and drive the implementation of the reforms across sectors in Telangana. Finally, you will be expected to work closely with the co-Founders, President and Head – People and Partnerships to support capacity building and organizational development.
Role and Responsibilities
· Drive CEGIS’s reform initiatives in Telangana with a strong execution focus. This will involve collaborating with CEGIS’s functional and sectoral teams (i.e. Outcome Measurement and Nutrition etc.) and drawing on your own knowledge to shape outcomes and create impact at scale.
· Develop relationships with key officials in Telangana and establish mechanisms for review and institutionalisation of reforms.
· Source, embed and provide oversight to other key strategic partners for the State. While CEGIS has a small team in Telangana, the extended “network team” includes government resources in the form of seconded personnel, Fellows available via a GoTS sponsored fellowship program and external partners. As State Lead, you would work with senior state officials to select, embed and ensure alignment and delivery from all the partners under this reform umbrella.

· Master’s degree or equivalent in relevant fields, including management, economics or public policy – from a top global program
· 10 to 15 years of work experience with managerial responsibilities, demonstrating entrepreneurship, superb project delivery and team leadership

Position Summary
The Senior Program Manager (SPM) will manage CEGIS’s engagement with multiple government departments (e.g. Women Development & Child Welfare, Rural Development, Health, Agriculture) in Telangana (ideally two projects at any given point of time). The SPM would lead teams embedded in the assigned departments to demonstrate CEGIS’s theory of change. These teams will be responsible for designing solutions for improved governance using research, stakeholder consultations, and analytical techniques. The SPM would oversee the design and implementation of these solutions and must work closely with the respective government stakeholders during each phase of a project.

Position Summary
Within CEGIS, the Outcome Measurement (OM) team’s role is to support the institutionalization of data-driven decision making by setting up the required infrastructure and technical capacity with the Planning department and relevant line departments in the state. High-quality data and insights generated through this facility are expected to provide assistance to the state in goal setting, progress monitoring and strategic decision making for personnel and budget/ finance management. The Program Manager (OM) will play an important role in executing this vision in Telangana. The Program Manager will work closely with both the OM technical team and the State team.
Role and Responsibilities
· Oversee complex digital data collection operations (to be carried out by an external agency) involving multiple rounds of multi-sectoral surveys
· Work closely with senior academics and government stakeholders to tailor research design and protocols to local context, and translate technical requirements to on ground implementation
· Support in development of high quality outputs (presentations, reports, briefs) summarizing project progress, data analyses, research findings for both technical and non-technical audiences and for dissemination at various forums
· Ensure adherence to data quality protocols, including auditing enumerators, monitoring data collection, and conducting data quality audits in any data collection project
· Replicate any analysis submitted by external partners to ensure rigor and quality of outputs

Position Summary
Within CEGIS, the Policy and Analytical Communication (PAC) team’s role is to help shape the organization’s reform agenda and then communicate these ideas eloquently to governments, partners and the general public.
Specifically, this will, among other things, entail:
· Working with state governments (Telangana initially) to draft State Economic Surveys which capture major reform ideas and key sector outcomes within states (as an example, see the 2021 Telangana Socio-Economic Outlook)
· Generating other public goods — either independently or in partnership with CEGIS teams/ partners — to ensure greater salience of CEGIS’s mission and secure buy-in for CEGIS’s key reform ideas
The Senior Program Manager/Program Manager – PAC will play an important role in refining and executing the CEGIS vision. The role will involve collaboration with other CEGIS verticals (Outcome Measurement; Personnel Management; and Strategic Budgeting) and state government teams. Initially, the role will be focused on supporting the Government of Telangana and will report into the Telangana State Lead. However, as CEGIS expands into new states, the role will grow and report to the CEGIS President who oversees all of CEGIS’s operations.

Position Summary
Within CEGIS, Public Revenue/Taxation/Public Finance team’s role is to support institutionalization of data driven decision making by setting up the required infrastructure and technical capacity with the relevant line departments. High quality data and insights generated are expected to aid the State in goal setting, progress monitoring and strategic decision making. In addition, as a “sectoral” workstream, specific objectives are furthered by testing and institutionalizing interventions in the form of Micro RCTs with the larger goal of improving tax compliance and augmenting revenues.
Specifically, this will, among other things, entail:
· Analyzing past data on tax collections
· Examining tax design and tax administration and analysing the possible impact on economic decision making
· Designing, implementing, and evaluating interventions (behavioural as well as administrative)
· Measuring integrity of administrative data gathered and managed by the state machinery and suggest ways of improving its quality
. Conducting high-frequency measurement of outcomes and monitoring (of key programs and schemes) using various tools and techniques

· Basis the secondary data analysis, provide insights which will guide the team’s primary outreach

Required Qualifications, Skills and Abilities
· Education and Experience
o Bachelor’s degree (Master’s degree or equivalent preferred) in Economics, Public Policy, Social Science or related fields from a reputed institution
o 0 to 3 years work experience in India with organizations working in related fields of work i.e. research agencies, policy think-tanks, government or private sector organizations working on government advisory or consulting
· Data analysis – expertise in STATA, Excel
· Report writing
· Proficiency in English and the local language of the state where CEGIS has partnerships

Candidates with home base in Hyderabad, Chennai or Delhi are preferred. In addition to providing remote support to the state teams, the candidate should be willing to travel, as required, to the states that CEGIS will have a presence in.

Position Summary
We are looking for an Executive Assistant (EA) to perform a variety of administrative tasks and support our Senior Management team.
The EA will provide executive, administrative, and project management support to our Senior Management team. The EA serves as the primary point of contact for the team and will use excellent communication skills, a solid understanding of the team’s needs and preferences, and a sound sense of judgment. The EA will also serve as a liaison to the Board of Directors and Senior Management teams, organize and coordinate external partner management efforts and over time support special projects.
She/He will contribute to organizational efficiency by providing personalized and timely support to the leaders in CEGIS who are based across multiple locations.
Role and Responsibilities
With a primary responsibility of supporting the senior leaders of the organization, you will ensure that organizational goals and objectives are accomplished, and day to day operations run efficiently.
· Assist the Senior Management team with a variety of daily administrative tasks
· Manage calendars, schedule meetings, collate and publish agenda for the meetings, draft and share minutes of the meetings and keep track of the assigned actions needed of the team
· Act as the point of contact for the Senior Management team, the extended CEGIS team, and other external partners, including the state government officials that CEGIS works with across multiple locations
· Communicate on behalf of the Senior Management Team with Board members and donors on matters related to meetings and programmatic initiatives as directed
· Draft letters, emails and prepare presentations for the team
· Maintain confidential documents and information
· Coordinate events, including onsite and offsite team meetings and conferences
· Provide admin and logistics support to the CEGIS team which would include travel coordination for the team, purchase and maintenance of equipment and other assets, housekeeping, safety, security and other ancillary services
· Assist the HR Team in employee induction and on-boarding of new hires and manage the exit formalities
· Identify vendors and manage contracts across multiple cities where CEGIS operates
· Partner with the Senior Management team to build a strong organizational culture
Required Qualifications, Skills and Abilities
· Bachelor’s degree plus at least five years of administrative experience supporting senior leaders, preferably with experience in a non-profit setting, or an equivalent combination of education and experience
· Advanced Microsoft Office skills, with experience in data handling
· Familiarity with digital tools and virtual meeting platforms to stay connected with teams dispersed across multiple locations where CEGIS operates
· Knowledge of industry best practices in Admin and Logistics
· Excellent verbal and written communication skills in English, to draft minutes of meetings and other documents
· Must be able to communicate with multiple stakeholders and have the confidence to handle conversations in a calm and professional manner
