About ACCESS – BRAC UPGI Partnership:

The Ultra-Poor Graduation Initiative (UPGI), an initiative of BRAC International, aims to support governments to scale the Graduation approach and facilitate 21 million more people lift themselves from extreme poverty by 2026.

In India, BRAC has signed an MoU with DAY-NRLM under the Ministry of Rural Development, GoI, to support the implementation of an inclusive livelihoods programme for households living in extreme vulnerability. BRAC International is signing an MoU with ACCESS to set up the state programme management unit (SPMU) within MSRLM (UMED) to facilitate comprehensive coordination and oversight of MILP. ACCESS will be responsible for managing, coordinating, and aligning various facets of the initiative, ensuring integration with different components and supporting the programme’s overall implementation in the state of Maharashtra.

REPORTS TO: CEO, Maharashtra State Rural Livelihoods Mission (MSRLM) & State Anchor, MILP

Position Summary:
In this context, ACCESS is inviting applications from self-driven professionals who are interested to take on the role of Coaching & Capacity Building Specialist. This person will be responsible for timely and high-quality implementation of the project through personalized coaching, skill development, and capacity building initiatives, fostering sustainable improvements in their lives. The person will work in close coordination with different thematic coordinators, and MSRLM, along with other technical partners. This position will operate within MSRLM, directly reporting to CEO, MSRLM with a dotted line reporting to State Anchor, MILP.

Responsibilities:

  • Provide strategic direction for the design and development of capacity-building component under MILP.
  • Design and develop the architecture and modules for the entire MILP programme life cycle for each stakeholder, keeping in mind contextualised requirements of each identified district.
  • Demonstrate a deep understanding of poverty reduction, gender and livelihoods in rural and extremely poor contexts, that feeds into module development and content design.
  • Organise and execute certification strategy for the training for trainers and also for target households with concerned certification bodies.
  • Explore and design innovative methodologies/pedagogies for the effective coaching and capacity building
    of various stakeholders.
  • Establish close relations with the relevant departments in government ministries (for example: Maharashtra State Skill Development Society) for effective convergences in training/coaching.
  • Coordinate with Rural Development for the design and execution of training modules for scaled-up implementation under MILP and the creation of a pool of specialised State Resource Trainers working on extreme poverty using the Graduation Approach. Overall developing Cadres of Resources Persons as per the need of the programme.
  • Support the selection and onboarding of agency/agencies for the development of audio-visual learning and
    training material for use by all stakeholders within the MILP consortium.
  • Design and develop the online and offline repository for the MILP, documenting best practices, training materials, review and progress reports
  • Any other programme related tasks and requirements assigned by the State Anchor, MSRLM or ACCESS.

Qualifications:
The candidate should have professional experience in project management, working with government, working experience in poverty alleviation programming in India in the areas of rural livelihoods or social development initiatives either directly or through development partners, national or international development sector agencies or international donors. Demonstrated experience of developing, planning and managing programmes with a strategic focus on women, PVTGs and other marginalized communities is required. Strong understanding of the policy landscape and the relevant government frameworks and schemes is necessary. Experience of working with state / central government in the capacity of technical support provider/advisor / funder with proven experience of providing services to government for improving their systems and programmes is desirable.

Education & Experience:

  • Masters Degree/Diploma in Rural Development/ Management, Social Work, Sociology, Development studies or equivalent degree/diploma from a reputed institution.
  • Minimum 10 years of professional experience of working in rural livelihoods and poverty alleviation
    projects, out of which at least 4 years of relevant experience as outlined above and 3 years as a team leader.

Skills and Competencies:

  • Experience in developing coaching modules for pro-poor programmes at scale.
  • Demonstrated capacities in facilitation and training design.
  • Strong understanding of field-level challenges in rural India concerning the delivery of government
    programs and schemes.
  • Experience working with rural grassroots communities, especially for capacity-building, social protection, and rural development.
  • Strong understanding of databases, analytical tools, and research methodologies. Should possess excellent project management skills and be proficient in MS Office.
  • Should have strong written and oral communication skills in Hindi and English.
  • Fluency (written and oral communication) in Marathi is mandatory.
  • Ability to work in a fast-paced environment, manage multiple priorities, and adapt to changing needs.
  • Demonstrated experience in working with diverse stakeholders.

Travel Requirement: Willingness to travel and stay in remote areas, as and when required. This is a strictly on-site position with no work-from-home policy.

COMPENSATION: The salary range for this position is commensurate to industry standards and will be determined based upon experience set of the candidate and the HR policies of the organization.
