My Clean City
HCL Foundation, under the aegis of its flagship programme My Clean City, embarked on an ambitious journey in 2018 to improve and strengthen the process of solid waste management in urban spaces.

My Clean City aims to transform the cities into a litter and waste free region, covering all Residential Welfare Associations, Urban Villages, and Markets. The major focus areas of the programme are capacity building of relevant stakeholders, awareness creation, intensive behavior change and deployment of technological solutions.

The programme is currently active in Noida and Greater Noida cities.

Request for Proposal

Purpose of the RFP

HCLFoundation invites proposals from organizations that have been working in the domain of solid and liquid waste management, preferably experienced with communication and behaviour change campaigns, engaging citizens. This project will focus on underscoring the importance of citizen engagement as an integral component of Solid & Liquid Waste Management, that can help transform neighbourhoods in Noida and Greater Noida into
clean hotspots.

Background
With increasing population and urbanization, there has been a tremendous rise in the generation of municipal solid waste in India.

Consumers are the ultimate waste generators. Thus, engaging them in waste management drives can lead to more responsible consumption, waste segregation and collection schemes, resulting in increased reuse and recycling of products.

Geography
The project will be carried out with citizens residing in RWAs and Highrises in Noida and Greater Noida. The geography will span across 60 sectors (30 in Noida and 30 in Greater Noida), clubbed into 6 clusters (each cluster housing 10 sectors).

Objectives of the RFP
This RFP seeks a strategic partner who can carry out a holistic project on-ground, involving the citizens of Noida and Greater Noida through various innovative engagements. Engagements can be in the form of events/workshops/awareness drives but should have a high degree of creative quotient in them.

Tenure

The selected partner will work with HCLFoundation for a period of 10 months to implement the project. The organization should plan the financials as per the cluster structure and should preferably send 2 financial proposals (1 for 3 clusters of Noida and another one for 3 clusters of Greater Noida).

Scope of Work

The proposed project should broadly cover the following activities:

a) Baseline Survey: Prepare baseline data of the households of the 60 sectors (1 RWA/Highrise per sector) to get an idea of the demographics.

b) Mobilization:

  • Liaise with the concerned bodies for implementing the activities on-ground.
  • Prepare a strategy to organize the citizens into groups and identify natural leaders from each group to lead the activities planned.
  • Strengthen and expand the existing volunteer network in Noida to ensure the sustainability of the project. Build, strengthen and empower a fresh group of volunteers in Greater Noida who can ensure the sustainability of the project post our exit.

Plan activities to engage members of the volunteer network citizens in waste management via*:

  • Events: Plan 6 small and 4 medium sized events in each cluster within a span of 10 months. (Small sized events should target around 30-40 individuals, whereas medium sized events should target around 100- 150 individuals). Events should be centred around various aspects of solid and liquid waste management.
  • Awareness Drives: Plan Awareness Drives on dry waste/plastic waste/e-waste collection with a reward scheme that can motivate citizens to participate.
  • Technological integration: Leverage technology to instill a competitive mindset amongst citizens, where they can redeem reward points in lieu of good waste management practices followed.
  • Plan creative workshops/sessions to tackle textile and floral waste and devise ways to utilize the same into making upcycled products.
  • Connect citizens with authorized recyclers by taking a few of them on a visit to their facilities so that the demand and supply gap in the waste industry can be mapped.

*Please note that citizen and volunteer engagement is the principal focus of this project. Design activities around various components of Solid and Liquid waste management that have a high degree of creativity and innovation in them. Activities that generate impact and can help trigger a sense of consciousness in individuals with respect to waste management and can bring about a behaviour change in the long run.

Data Collection and Reporting: Implement a robust system for collecting data from ground and reporting the same to the HCL Foundation team at regular intervals.

Project Deliverables

  • Conduct end to end activities on ground including mobilization and liaising with the concerned bodies.
  • Prepare and submit a detailed work execution plan including a GANTT chart and a Log frame that structures the details of project objectives, activities being undertaken to achieve those objectives, expected outputs and outcome, impact to be generated and indicators to measure those impacts.
  • Ensure proper monitoring and supervision system in place to enable smooth implementation of the project.
  • Ensure a high degree of creativity and innovation in the activities. Routine citizen engagement activities should preferably be avoided.
  • Monthly reporting of data in given format by HCLFoundation team
  • Final closure report containing the above-mentioned scopes, along with providing effective evidential proofs and outcomes through efficient and effective process.
  • Additional documents like photographs, videos, case studies as needed by HCLFoundation.
  • Maintain all documents (technical and financial) in a well-structured system. The same will be sought by
  • HCLFoundation for audit purposes.

Who Can Apply

1) Not-for-Profit organizations with valid 12 A & 80 G certificates.
2) The organization should have prior expertise in the thematic area of the work.

Submission Details
Interested organizations may submit a proposed plan as per their strengths and expertise. Proposals should also include a Gantt chart, a theory of change (ToC), with key objectives, activities, inputs, outputs, outcomes and impact & a risk assessment and mitigation plan, a log frame with comprehensive list of activities proposed in the scope of work, and a tentative timeline, must include indicators that will be used for assessing the impact.

Applicants are requested to share their proposals along with a duly filled-in Budget Costing Excel sheet and all annexures as per the below-mentioned submission details and deadlines.

Budget
The budget must be submitted as per the attached template. Please provide a detailed breakdown of each line item and all sub-line item costs with clear budget explanatory notes. Any taxes, including service tax, sales tax, value-added tax, or any other applicable tax, duty, cess, or levies, must be quoted separately from the price of goods and services. The terms of payment, along with a tentative timeline, must also be attached.

Sustainability Plan
A clear and detailed plan that outlines the sustainability of the project beyond the project timeline should be clearly mentioned and an evidence of the organization’s experience in implementing the sustainable project should be shown as a part of the proposal.

Gantt Chart
The Gantt Chart must detail the comprehensive list of activities proposed in the proposal along with a tentative timeline.

We will adhere to strict activities-timeline listed as per Annexure 01. We encourage organizations to submit proposal and deliver the said work keeping the defined timelines as per the HCLFoundation’s Gantt Chart in  Annexure 01.

Please note:
HCLFoundation would/could engage more than one NGO/partner in project execution with expertise in different components to operationalize the project on-ground through a convergence-based model.

Terms & Conditions

Duration of the Project: Duration of the project shall be 10 months.

Deadline: Proposals received after the designated deadline may be subject to rejection by HCLFoundation.

Validity: Your proposal must remain valid for a minimum of six (6) months from the date of receipt by HCLFoundation.

Negotiations: The most competitive proposal is requested. It is anticipated that the contract will be awarded on the basis of merit of proposal. However, HCLFoundation reserves the right to request responses to questions and conduct negotiations with any potential organization/subject matter expert prior to awardinga contract.

Rejection of Proposal: This document is a request for proposals only, and in no way binds HCLFoundation to make an award. HCLFoundation reserves the right to reject any and all offers received and/or to cancel the RFP. HCLFoundation will not be obliged to either inform or provide a justification for rejection of proposals.

Incurring Costs: HCLFoundation will not be liable for any cost incurred during preparation, submission, or negotiation of an award for this RFP.

Financial Responsibility: Proposals must certify the financial viability and adequacy of resources of the organization to complete the proposed assignment within the agreed time frame and in conformity with the agreed terms of payment. HCLFoundation reserves the right to request and review up to the last three financial statements and audit reports including schedules and annexures, as part of the basis of the award if required.

Branding: HCLFoundation has set brand guidelines that should be incorporated and followed while demonstrating the Foundation’s brand.

Copyright and Patents: HCLFoundation shall be entitled to all copyrights, patents and other proprietary rights and trademarks with regard to the products or documents and other materials which bear a direct relation to or are produced or prepared or collected in consequences of or in the course of the execution of the contract. All plans, reports, recommendations, estimates, documents and data compiled by the service providers under the contract shall be the property of HCLFoundation and shall be treated as confidential. All confidential documents should be delivered to the relevant people within HCLFoundation during the project duration and upon completion.
