About HCL Foundation

HCL Foundation (HCLF) was established in 2011 as the CSR arm of HCL Technologies. It is a not forprofit- organization, that strives to contribute towards national and international development goals, bringing about lasting positive impact in the lives of people, through long term sustainable programmes. The foundation aims to alleviate poverty and achieve inclusive growth and development.

Active community engagement ensures optimal long-term gains and upward accountability. HCL Uday

HCL Foundation’s flagship urban community development programme – HCL UDAY, seeks to create green, clean, healthy and empowered communities. Aligned with the Sustainable Development Goals, it is developing an integrated solution to break the vicious cycle of urban poverty. Defining HCL Uday’s approach is its intrinsic belief that urban poor aspire to a life of dignity and selfrespect. With the right opportunities, they can take charge of their lives, dare to imagine a different future and work towards it. Our strategies are carefully designed, such that they speak both to their environment and to their ambitions.

HCL Uday’s unique ‘Convergence’ approach brings this philosophy to life. Uniting critical stakeholders–
the state, non-profits and HCL volunteers in a rich partnership, it meets its responsibility to the community
and supports them in realising their dreams.

Defined by 3 C’s, Uday is:

  • Comprehensive: the intervention targets critical areas of a person’s well-being – health, education,
    sports, livelihoods and skilling, environment, disaster reduction and sports for change.
  • Continuous: takes a life-cycle approach. Uday walks with the community through all stages –
    infancy, early childhood, adolescence, adulthood and old age.
  • Collaborative: taking the approach of convergence, it brings communities, non-profits, local and
    district governments and HCL employees together, leveraging the strength of each stakeholder for
    the greater good.

The 3 C’s combine to create the source code of Uday Currently, HCL Uday is being implemented in 11 cities across India.

The education initiatives of HCL Uday play a critical role in facilitating this transformative change by nurturing critical thinking abilities, and imparting softskills that are needed to lead a better quality of life.

HCL Foundation invests in innovative, technology-led education for children, youth and adults and promotes education that is gender transformative, inclusive for all and respects safe spaces for children. Our education initiatives foster human resource development through interventions across all stages of life.

Aligned to Goal 4 & Goal 5 of the Sustainable Development Agenda, following area the key objectives of
our education initiatives:

  • Promoting access to quality early childhood development and pre‑primary education for improved
    school readiness
  • Ensuring equal access to all levels of education
  • Strengthening quality of primary and secondary education leading to relevant and effective learning
    outcomes

Education- Adult Literacy

Primary objective of Education Interventions under HCL Uday is to provide Innovative, technology-led education for children, youth and adults that is gender transformative, inclusive and respects safe spaces for children.

Purpose of this RfP

HCL Uday’s success is drawn mainly from the ‘convergence’ model where NGOs, duty bearers, communities and HCL Foundation come together and work towards integrated community development. The purpose of this document is to Request for Proposals (RfPs) in line with the standards of HCL Foundation. Respondents are requested to submit their proposals on the basis of detailed instructions given below to set up high impact adult literacy projects under the HCL Uday Programme in the proposed locations using innovative and sustainable models.

Scope of work

The NGO will be responsible for overall planning, management and execution of a comprehensive ‘Adult Literacy’ initiative aimed at ensuring functional literacy, numeracy and civic awareness for people living in urban slum communities supported under HCL Uday, thereby impacting the literacy rate of the identified block/district. Special emphasis to be given to women and people from most vulnerable and marginalized sections, including people with disabilities and elderly.

Specific tasks will include:

  • Need Assessment, Stakeholder Identification and Community Surveys to identify on-ground requirement and scope in discussion with HCL Foundation team.
  • Design & implement a curriculum for Adult Learners to develop below mentioned skills aligned to the New Education Policy 2020:
    a) Foundational literacy and numeracy
    b) Critical life skills (including financial literacy, digital literacy, commercial skills, health care and
    awareness, child care and education, and family welfare)
    c) Vocational skills development (with a view towards obtaining local employment)
    d) Basic education (including preparatory, middle, and secondary stage equivalency)
    e) Continuing education (including engaging holistic adult education courses in arts, sciences,
    technology, culture, sports, and recreation, as well as other topics of interest or use to local learners,
    such as more advanced material on critical life skills).
  • Integrate technology-based learning options for Adult Learners such as online courses/modules, community radio channels, online books and ICT-equipped centers within community.
  • Design teaching learning aids, worksheets and modules etc. for Adult Learners.
  • Develop an ecosystem of volunteers within the community who will led the project at the grassroots level.
  • Identify qualified community members and develop them as Educator/Trainer for ALC centers.
  • Enhance the working efficiency of individuals, thereby enabling and empowering them to realize their rights and potential.
  • Explore synergies and convergence points between various education initiatives to ensure overall development of the community.
  • Prepare adults for correspondence and open school examination and certifications, as applicable.
  • Make Adult Learners aware about the rights and duties pertaining to citizenship.

Proposal Guidelines:

  • The Proposal should clearly demonstrate the timelines with well-defined plan to measure the outcomes that are relevant to the needs being addressed. Studies need to be conducted to measure the impact in terms of knowledge, skill and literacy level enhancement of Adult Learners.

The proposal should also clearly articulate the indicators devised for measuring the impact, covering below pointers:

  • Adult learner achievements
  • Adult learner life skill growth
  • Adult learner certification
  • Adult learner local employment

The proposal should have well defined strategy for sustainability. There should be proper district and state – wide network linking the adult learners with the existing life skill schemes for further growth.

NOTE: – The Deliverables Adult Literacy project should be in sync with NEP, 2020. The above list is indicative and organizations are free to submit suitable strategies and activities in line with the larger purpose and scope of the RfP.

FOCUS AREAS:

  1. Bengaluru: 20 Government High schools (approximate strength 8,000+)
  2. Nagpur: 20 Municipal Corporation Schools (approximate strength of 8,000+)
  3. Vijayawada: 15 Municipal Corporation High Schools (approximate strength of 7,800+)
  4. Chennai: 30 Government Schools (approximate strength 12,000+) NAGPUR, CHENNAI & VIJAYAWADA
  • Improving the learning outcomes of students (through innovative teaching-learning methods) – There should be a strong focus on use of ICT in learning, 21st century skills and STEM based interventions in alignment with the New Education Policy 2020.
  • Financial literacy: Educating students on making informed and effective decision with respect to available financial resources.
  • Skill Enrichment, Career Guidance & Vocational Training: for class 8-10th – There should be focus on skill development, should include soft skills (spoken English, performing arts) and technical skills – basics of coding, career counselling and confidence building mainly for grades 8th to 10th

BENGALURU

  • Comprehensive School Development Project with focus on the following domains –
    o Transforming schools to child friendly spaces that are safe, inclusive for children with
    disability and conducive to learning
    o Strengthening student participation and leadership
    o Regular skill enrichment for HMs & teachers
    o SDMC strengthening, parent’s participation and community involvement
  • Improving the learning outcomes of students (through innovative teaching-learning methods) – There should be a strong focus on use of ICT in learning, 21st century skills and STEM based interventions in alignment with the New Education Policy 2020.
  • Financial literacy: Educating students on making informed and effective decision with respect to available financial resources.
  • Skill Enrichment, Career Guidance & Vocational Training: for class 8-10th – There should be focus on skill development, should include soft skills (spoken English, performing arts) and technical skills – basics of coding, career counselling and confidence building mainly for grades 8th to 10th

Programme Participants: Adult learners from age 16+ living in urban slum communities. All proposals must be submitted as per prescribed ‘HCL Uday’ Proposal Format along with Annexure A (Budget) and Annexure B (Gantt Chart).

Budget: Budget must be submitted as per the attached template. Please provide detailed break-up of each line item and all sub-line item costs with clear budget explanatory notes. Any taxes including Service Tax, Sales Tax, Value Added Tax or any other applicable tax, duty, cess or levies, must be quoted separately from the price of goods and services.

Gantt Chart: The Gantt Chart must detail the comprehensive list of activities proposed in the proposal along with a tentative timeline. A sample Gantt Chart can be downloaded from the link above. NGOs may make the required changes in the Gantt Chart as per the activities proposed by them.
