HCL Foundation launched HCL Harit – The Green Initiative a distinct flagship programme for Environment Action; with the vision ‘to conserve, restore and enhance indigenous environmental systems and respond to climate change in a sustainable manner through community engagement’. Throughout the process, HCL Harit ensures at building scalable and replicable models that are economically viable, socially acceptable, environmentally sustainable, holistic and inclusive. All these interventions follow ‘Participatory and Convergent Approach’ in attaining the desired results towards UN SDG goals aligned to the National Indicator Framework for SDG. From the inception of HCL Harit Programme in 2020, till March 31, 2022:
HCL Harit is planning to further expand its Marine and Coastal Conservation sector and is inviting organizations to contribute to the same in the lines of the scope of work mentioned below (but not limited to).
Request for Proposals
Proposals are invited from certified agencies for selection of entity for scuba diving training for youth to retrieve Ghost nets related to Marine and Coastal Conservation undertaken by HCL Foundation, under its flagship programme HCL Harit in Chennai, Tamil Nadu.
The purpose of this document is to request for proposals in-line with the standards of HCL Foundation and in-line with the strategy of Marine and Coastal Conservation sector for targeted activities within the regional scope of the project. Respondents are requested to submit their proposals on the basis of detailed instructions given below to set up high impact projects under HCL Harit programme in the proposed locations using innovative and sustainable models.
Scope of work for the service provider The proposed scope of work, but not limited to, is as below: The primary responsibility of the service provider is to train 50 community youths with adequate scuba diving training for Ghost Net Retrieval, up-to 20m depth.
1. Roles & Responsibilities
a. The service provider should have Open Water Scuba Dive Instructor Level professional in its Board of Directors or such bodies.
b. The service provider should have a valid license to train for scuba diving from licensing authority and it should be renewed from time to time as required.
c. The service provider should submit the detailed Project Feasibility Report containing salient features of the project, potential risk assessment, details of dive equipment available, dive activities/courses etc. proposed. It should also contain:
i. List of Scuba Dive Center equipment available with the scuba dive center,
ii. List of Standard Equipment required for divers, instructor and other diving staff with dive qualifications available with the scuba dive center.
d. All movement of men and materials will be the responsibility of the service provider and HCLF will not provide transportation.
e. The service provider should provide the following equipment for diver and instructors:
i. Mask, Snorkel and fins
ii. Regulator with submersible gauge and alternative air source or redundant air supply.
iii. Buoyancy Compensator Device (BCD) vest with oral and low pressure inflator.
iv. Time and depth measuring device.
v. The use of dive computers is highly recommended for all dive events.
vi. Emergency signaling device comprising inflatable surface balloon and whistle.
vii. Underwater torch and signaling device for diving.
f. All the equipment should be thoroughly checked and always be in the permitted use category. Maintenance and monitoring of dive equipment will be the sole responsibility of the service provider.
g. The service provider should have dedicated mechanized dive boats of their own with the following facilities:
i. Boats with crew of three, dedicated to the safety of the divers and support the divers
ii. Communication equipment to contact ground location at all times during the dive through a functioning walkie-talkie or handphone and radiotelephone.
iii. The dive boats must have sufficient fuel to make the prearranged dive trips and any changes thereto.
iv. In case, weather conditions deteriorate while divers are underwater, the crew must be proficient in recalling methods.
v. The service provider staff is responsible for the provision of a spare tank, spare diving equipment, first aid, oxygen kit, dive flag and a boat ladder that allows for a comfortable exit from the water.
vi. The dive flag shall be clearly visible when the divers are in the water and must be lowered when the last diver has exited the water.
vii. Dive boats are not permitted to anchor on reefs, corals and critical habitats. If anchoring is required for any reason, anchoring in sandy areas or using mooring buoys are permitted.
viii. The service provider must have on its staff at least one ‘Dive Instructor’, who is certified by appropriate diving authorities.
2. Eligibility criteria
a. The service provider should have an experience of conducting similar training in the last five years which is affiliated with PADI/CMAS or equivalent.
Submission Details & Deadlines
Deadline: Proposals received after the designated deadline may be subject to rejection by HCL Foundation.
Validity: Your proposal must remain valid for a minimum of three (3) months from the date of receipt by HCL Foundation.
Negotiations: The most competitive proposal is requested. It is anticipated that the partnership will made on the basis of merit of proposal. However, HCL Foundation reserves the right to request responses to questions and conduct negotiations with any potential organization/consultant prior to finalizing the partnership.
Rejection of proposal: This document is a request for proposals only, and in no way binds HCL Foundation to make an award. HCL Foundation reserves the right to reject any and all offers received and/or to cancel the RFP. HCL Foundation will not be obliged to either inform or provide a justification for rejection of proposals.
Incurring costs: HCL Foundation will not be liable for any cost incurred during preparation, submission, or negotiation of an award for this RFP.
Financial responsibility: Proposals must certify the financial viability and adequacy of resources of the organization to complete the proposed assignment within the agreed time frame and in conformity with the agreed terms of payment. HCL Foundation reserves the right to request and review up to the last three financial statements and audit reports including schedules and annexures, as part of the basis of the award if required.
Branding aligned: HCL Foundation has set brand guidelines that should be incorporated and followed while demonstrating the Foundation’s brand.
Copyright and Patents: HCL Foundation shall be entitled to all copyrights, patents and other proprietary rights and trademarks with regard to the products or documents and other materials which bear a direct relation to or are produced or prepared or collected in consequences of or in the course of the execution of the contract. All plans, reports, recommendations, estimates, documents and data compiled by the service providers under the contract shall be the property of HCL Foundation and shall be treated as confidential. All confidential documents should be delivered to the relevant people within HCL Foundation during the project duration and upon completion
