CLEAN NOIDA
HCL Foundation, under the aegis of its flagship programme Clean NOIDA, embarked on an ambitious journey in 2018 to improve and strengthen the process of solid waste management in the geographic boundaries of Noida Authority.

Clean NOIDA programme intends to carry out works and services to implement effective solid waste management in Noida city. This initiative aims to transform the city into a litter and waste free region, covering all Residential Welfare Associations and Urban Villages. The major focus

Background
Noida is a bustling metropolitan with all the dynamics and complexities associated with one. As the city grows exponentially day by day, so does the amount of municipal solid waste generated. HCL Foundation has launched an initiative Clean NOIDA and intends to carry out works and services to implement effective solid waste management in Noida city. This initiative aims to transform the city into a litter and waste free region, covering all Residential Welfare Associations and urban villages. The major focus areas of the project are capacity building of relevant stakeholders, intensive behavior change campaigns, awareness drives and technological solutions.

Objectives of the RFP
The purpose of this document is to request for proposals in-line with the standards of HCL Foundation. Respondents are requested to submit their proposals on the basis of detailed instructions given below.

Proposals are invited from organizations with a track record of successfully implementing projects of installation, commissioning and O&M of biogas plants of different capacities. Further the aim is to identify a notable partner to analyze the current situation of cow dung management and disposal at two Gaushalas situated in Sector 94 and 14A of Noida, with the aim to conduct brief need assessment, furnish feasible solutions and plans in order to sustainably manage Cow dung waste and processes them /generate biogas to meet their energy requirements of various kinds. Install and manage the Biogas plants in the defined areas, and also establish end-to-end systems for processing of cow dung within the given geography/location.

The objective is to develop a comprehensive Cow Dung Management Plan, by means of creating appropriate technological/mechanical interventions and also reinstate aesthetic clean-green value at these gaushalas. Additionally, the aim is to create sustainable environment solutions by optimally tapping the methane and converting into bio-gas for meeting energy requirements at these gaushalas. The partner also needs to suggest/implement solutions for effective
management and processing of any byproducts (like slurry) to ensure a holistic system of waste management and creating value from waste contributing to circular economy.

Scope of Work
The selected partner will work with the HCL Foundation to Install, Commission and do O&M of Biogas plants at the 2 Gaushalas at sector 94 and sector 14A of Noida on the below key objectives/scope of work but not limited to:

1 Assessment of Present Situation
The partner has to assess the current/present situation of cow-dung management at the 2 Gaushalas, understand the current use of the cow dung is processing (if any) and its disposal mechanism. The partner needs to understand the quantum of waste generated, the energy requirements of the gaushalas and also the availability of land other such requirements according to the Bio-gas plant model that the partner plans to install at these locations. The
solutions/bio-gas plants should be customizable as per the ground assessment.

2 Suggesting Appropriate models of Bio-Gas plants
After the ground level assessment, the partners should suggest appropriate technology/models of the biogas plant that are suitable for the Two Gaushalas, that is customizable and also meets the current requirements of the Gaushalas for cow dung management and also meet the different energy requirements at the gaushalas. The Models of Biogas plants as suggested by the partners should also effective and efficiently
implementable along with ensuring appropriate management of any byproduct/slurry, if generated.

3 Installation
The Partner has to manage end-to-end installation of the biogas plants in coordination with the officials/management of the gaushalas. Any civil/electrical work if any related to the installation of the Biogas plant has to be managed by the partner and the associated costs should be clearly mentioned in the budget. The installation should be completed within 45 days after the signing of the MoU with the partner organization.

4 Commissioning and O&M (Operation & Management)
The partner has to ensure the commissioning/operation of the plant within 21 days after the installation of the biogas plant. The partner also needs to train 1-2 staff of the gaushalas (as deputed by them) for commissioning, operations and maintenance of the biogas plant. The Partner organization will also have to manage the total O&M along with the staff of the gaushala for the period of 1 year after the commissioning of the biogas plant. The different
energy apparatus as installed by the partner should be in working condition and running optimally during this period. The partners should also conduct timely health checks of the plants as per a fixed cycle to ensure regular usage and operations. All warranty, guarantee, product/parts replacement policy shall also be liable throughout the tenure. The same shall also be stated clearly in the proposal.

5 Training and Hand holding
Partner need to conduct capacity building and knowledge dissemination of all the stakeholders at the gaushala to ensure that they are able to independently manage the operations of the biogas plant after the O&M period of 1 year. Any safety procedures or protocols related to the operations of the biogas plant should be clearly informed to the stakeholders at gaushalas.

6 Meeting Energy Requirements
The Biogas Plant should be effective and efficient enough to meet the energy requirements at the gaushala and there should be clear communication and information dissemination regarding the production of gas during different seasons pertaining to the geographical location of Noida and these gaushalas. Various options for use of energy/biogas generated should be suggested by the partner as per the need of the gaushala.

7 Contribution to Reduction in GHGs
The biogas plant/model should be environment friendly and should contribute to the SDG/ESG efforts of HCLF. The model should help in reduction of Green House Gases(GHGs) and should also align with the SDGs 2030 (If any). The partner should provide all the technical details and other verified/certified information regarding the alignment of the biogas plantwith ESG and SDGs.

8 Byproduct-Slurry processing
The partner should suggest/implement feasible mechanism/ technology to ensure that the by-product or slurry released from biogas plant is also stored and further processed to ensure safe disposal or making compost for creating value of the by-product/waste. The by-products should not be dumped in open ground or drains at any gaushala.

9 Geography
The geography to Install and operate the Bio-gas plant are Gaushala 1 (Sector 94), Gaushala 2 (sector 14A) Noida, Uttar Pradesh, India.

Expected Deliverables

a. Basic Assessment report of the Gaushalas based on which the Bio-gas plant/technology is proposed.

b. Achieve 100% Installation of Bio-gas plant within 45 days after the MoU signing.

c. 100% Commissioning of the plant within 21 days after installation of the Bio-gas plant

d. In Coordination with the Gaushalas ensure that there is proper management and appropriate disposal of the cow dung and byproduct.

e. Train the deputed staff by Gaushala to operate the plan, train them on the processes and protocols and also to deploy a trained person for 1 year for the O&M of the plant.

f. At least 80-90% of Cow Dung Waste to be managed and processed within the Gaushala.

Expected Outputs
The implementing partner will provide the following deliverables:

a) The partner is expected to provide on ground supervision during the installation of the bio-gas plant on behalf of HCLF.

b) Preparation and submission of the detailed work execution plan for end-to-end solution to ensure the sustainable cow dung management in the intervention area.

c) Monthly reporting of data in given format by HCLF team.

d) Final closure report containing the above mentioned scopes, along with providing effective outcomes after installation of the biogas plant and meeting the energy needs of the gaushalas.

e) All the above reports to be submitted as initial drafts to HCLF team for review and comments, before finalizing.

The partner can draw on public domain information to prepare the background. While preparing the project plan, partner is expected to provide an appropriate methodology, in conducting assigned activities and the solution driven process. Quantitative and qualitative methods are expected to be used to document the findings, including indicators for assessing impacts.

Submission Details
Interested organizations may submit proposal plan as per their strength and expertise. Proposal (technical & financial) shall contain following documents:

  • Budget: Budget must be submitted as per the Annexure-2 template of this document.

Please provide detailed break-up of each line item and all sub-line item costs with clear budget explanatory notes. Any taxes including Service Tax, Sales Tax, Value Added Tax or any other applicable tax, duty, cess or levies, must be quoted separately from the price of goods and services. The terms of payment along with a tentative timeline must also be attached.

  • Gantt Chart: The Gantt Chart must detail the comprehensive list of activities proposed in the proposal along with a tentative timeline. Kindly provide an LFA with key objectives, activities, inputs, outputs, outcome and impact & a risk assessment and mitigation plan. The proposal must include indicators that will be used for assessing impact.

Please note:

1. HCL Foundation would/could engage more than one NGO/partner in project execution with expertise in different components to operationalize the project on-ground through a convergence-based model.

2. Child Safeguarding: We hold ourselves accountable to children. Adherence to comply with HCL Foundation’s Child Protection Policy and procedures with respect to child safeguarding is non-negotiable. A range of pre-employment checks can be undertaken in conformity with HCL Foundation’s Child Protection Policy.

Terms & Conditions

Duration of the project: Duration of the project will be Fifteen (15) months from the date of award. However, the installation and commission should be completed within 66 Days from the day of MoU Signing.

Deadline: Proposals received after the designated deadline may be subject to rejection by HCL Foundation.

Validity: Your proposal must remain valid for a minimum of six (6) months from the date of receipt by HCL Foundation.

Negotiations: The most competitive proposal is requested. It is anticipated that the contract will be awarded on the basis of merit of proposal. However, HCL Foundation reserves the right to request responses to questions and conduct negotiations with any potential agency/consultant prior to awarding a contract.

Rejection of proposal: This document is a request for proposals only, and in no way binds HCL Foundation to make an award. HCL Foundation reserves the right to reject any and all offers received and/or to cancel the RFP. HCL Foundation will not be obliged to either inform or provide a justification for rejection of proposals.

Incurring costs: HCL Foundation will not be liable for any cost incurred during preparation, submission, or negotiation of an award for this RFP.

Financial responsibility: Proposals must certify the financial viability and adequacy of resources of the agency/organization to complete the proposed assignment within the agreed time frame and in conformity with the agreed terms of payment. HCL Foundation reserves the right to
request and review up to the last three financial statements and audit reports including schedules and annexures, as part of the basis of the award if required.

Copyright and Patents: HCL Foundation shall be entitled to all copyrights, patents and other proprietary rights and trademarks with regard to the products or documents and other materials which bear a direct relation to or are produced or prepared or collected in consequences of or in the course of the execution of the contract. All plans, reports, recommendations, estimates, documents and data compiled by the service providers under the contract shall be the property of HCL Foundation and shall be treated as confidential. All confidential documents should be delivered to the relevant people within HCL Foundation during the project duration and upon completion.
