Solving hard problems needs disruptive technology and determined entrepreneurs. The Citizen Innovation Lab is aimed at catalysing innovation and entrepreneurial interventions to address some of the biggest challenges faced by citizens in India.
The Lab undertakes building knowledge, engaging with schools of higher education, activating regional ecosystems and incubating ideas and early-stage startups. These initiatives are focused on three areas – civic tech, property rights tech and legal tech.

Areas of Intervention
Civic Tech
Technologies that enable citizens to engage with the government and/or among communities to drive civic participation in governance. Civic tech also includes technologies adopted by the governments to improve the efficiency and/or effectiveness of public service delivery.
Property Rights Tech
Technologies, including emerging and re-imagined, applied to improve the recognition and transaction of land and property rights in an integrated manner for all the citizens.
Legal Tech
Technologies that improve creation, distribution and/or utilisation of legal services. Legal Tech enables easier access to justice and faster service delivery while increasing process efficiencies in the judicial system.
Citizen Innovation Lab incubation & acceleration programs nurture aspiring & existing entrepreneurs to formalise their for-profit ventures. The domains covered include Civic, Property-Rights & Legal Tech, and the entrepreneurs solving pressing problems in these spaces shall get incubation, acceleration & funding support to grow their businesses. The intervention being stage-agnostic, is divided into two tracks & each track will have qualifying rounds
- Incubation, for idea to prototype stage enterprises
- Acceleration, for post prototype to revenue stage enterprises
CIL Incubation Program
The CIL Incubation Program is meant for ‘idea to pre-prototype stage’ entrepreneurs, who would like to create ventures around their ideas (in the spaces of Civic Tech, Property Rights Tech & Legal Tech). Through a well structured program intervention consisting of – Workshops/ Bootcamps/ Sprints/ Mentoring Clinics/ Grants (upto INR 1 lacs), the entrepreneurs will get to bring their ideas to life.
Eligibility Criteria
Applicants should possess all the following qualifications:
- Student/ Aspiring Entrepreneur/ Research Scholar/ Fellow/ Practitioner
- Solving a problem in Civic/ Property-rights/Legal Tech domain
- At an idea/ prototype stage of business development
- Committed to build a formal for-profit venture
CIL Acceleration
The CIL Acceleration Program is meant for ‘prototype to revenue stage’ for-profit startups, who would like to experience orbit-change (in the space of Civic Tech, Property Rights Tech & Legal Tech).
Eligibility Criteria
Applicants should possess all the following qualifications:
- A registered/ non-registered enterprise
- Solving a problem in Civic/ Property-rights/Legal Tech domain
- At MVP/ Early-Traction/ Revenue stage of business development
- Committed to build a formal for-profit venture
