The Chief Minister’s Skill Development Fellowship (CMSDF) is an initiative of the Skill Development & Technical Education Department, Government of Odisha to give an opportunity to young professionals to contribute to the transformation journey of Skilled-in-Odisha. The Fellowship aims to facilitate the decentralised skilling mandate of the Government by strengthening the District Skill Development Missions across all Districts of Odisha.

Operating across 30 districts, the CM’s Skill Development Fellowship Programme offers opportunity to committed individuals to engage closely with the District Skill Development Missions, fostering efficient implementation of skill development initiatives mandated by Government of Odisha. The program aims to enhance the impact of skill development initiatives by aligning district-specific skill requirements with appropriate agencies, thereby fostering collaboration among stakeholders to improve the overall skilling ecosystem.

Eligibility Criteria

a. Applicant should

  • be a Citizen of India.
  • be a graduate in any stream (at least 50% marks in Class 10th, 12th& Graduation).
  • Age between 21 and 30 years at the time of application.
  • At least 3 years of work experience in related fields.

b. Desirable criterion

  • Knowledge of local language.
  • Any prior experience in skill development.

What will the CM Skill Development Fellows do?

  1. Act as skill development facilitators particularly in implementation of skill development schemes in the district and harmonize the skill development initiatives.
  2. Network with training partners, industries and organizations providing skilling & livelihood opportunities to encourage them to participate in the skill development initiatives in the district.
  3. Liaison among different departments and offices to ensure effective collaboration for smooth roll out of the skill development initiatives.
  4. Understand the aspirations of the youth and the local nuances from demand and supply side, receive feedback about the schemes from on-the-ground and suggest improvements for greater effectiveness and relevance to district and State level officials.
  5. Revisit the District Skill Development Plans and work closely with District Skill Development Missions to rejuvenate and contribute towards progressive change in landscape of district’s skill ecosystem.
  6. Any other task to be assigned.

Tenure of the Fellowship

Two years subject to satisfactory performance.

Fellowship Support

Fellows will receive a consolidated monthly stipend of INR 60,000 during the first year, with annual increment of 10% in the second year, contingent to satisfactory performance. The stipend will cover the fellow’s honorarium, boarding & lodging expenses, accommodation, personal insurance, and any other contingency costs during the Fellowship period. It will be mandatory for Fellows to purchase suitable insurance coverage for the entire Fellowship period.

Selection Process:

  • Application Submission: Begin your journey by completing the application form, where you’ll provide essential personal details, educational qualifications, and work experience. Additionally, share your unique story and aspirations through a compelling essay. Your application, along with the essay, will be evaluated to determine your qualification for the next stage of the process.
  • Group Discussion: In this stage, you will engage in collaborative discussions with fellow applicants to share your insights on skill development while demonstrating teamwork and communication abilities.
  • Personal Interaction: In this stage, you will interact with a panel of experts to dive deeper into your motivations, experiences, and potential contributions to the fellowship program.
