The Chief Minister’s Skill Development Fellowship (CMSDF) is an initiative of the Skill Development & Technical Education Department, Government of Odisha to give an opportunity to young professionals to contribute to the transformation journey of Skilled-in-Odisha. The Fellowship aims to facilitate the decentralised skilling mandate of the Government by strengthening the District Skill Development Missions across all Districts of Odisha.

Operating across 30 districts, the CM’s Skill Development Fellowship Programme offers opportunity to committed individuals to engage closely with the District Skill Development Missions, fostering efficient implementation of skill development initiatives mandated by Government of Odisha. The program aims to enhance the impact of skill development initiatives by aligning district-specific skill requirements with appropriate agencies, thereby fostering collaboration among stakeholders to improve the overall skilling ecosystem.

What will the CM Skill Development Fellows do?
Tenure of the Fellowship
Two years subject to satisfactory performance.
Fellowship Support
Fellows will receive a consolidated monthly stipend of INR 60,000 during the first year, with annual increment of 10% in the second year, contingent to satisfactory performance. The stipend will cover the fellow’s honorarium, boarding & lodging expenses, accommodation, personal insurance, and any other contingency costs during the Fellowship period. It will be mandatory for Fellows to purchase suitable insurance coverage for the entire Fellowship period.

Essay Guidelines
Group Discussion
Qualified candidates will need to attend the in-person Group Discussion session on the designated date. Please make necessary travel arrangements to participate at the specified venue. The location of the venue will be conveyed near the date.
Qualified candidates will need to attend the in-person Personal Interaction session on the scheduled date, which will be conveniently close to the Group Discussion date to streamline travel arrangements.
What are the important dates & deadlines?
The Chief Minister’s Fellowship Program in Odisha is a unique opportunity for young individuals to drive skill development initiatives across the state. Selected participants work on special projects focused on improving skills and opportunities for people in Odisha. It’s a chance for them to make a direct impact on the community while gaining valuable experience and skills themselves.
Applicant should be a citizen of India and should have passed with at least 50% marks in the aggregate or equivalent grade, at the Graduate / Post-graduate level, whichever is qualifying. Additionally, they should be between 21 – 30 years of age at the time of application.
The application process requires providing personal information, academic credentials, work history, language skills, and a 750-word essay.
Fellows are selected through a sequential process starting with the evaluation of their application details and essay submission. Successful candidates proceed to participate in group discussions followed by personal interviews.
Participating in the Fellowship program offers opportunities for personal and professional growth, access to valuable networks, skill development training, and the chance to contribute to meaningful projects that positively impact communities.
Selected Fellows are expected to actively engage in program activities, demonstrate commitment to their assigned tasks, collaborate effectively with stakeholders, and continuously strive to contribute to the goals of the Fellowship.
During the program, Fellows receive mentorship, access to resources, and guidance to help them succeed in their assigned tasks. Apart from this, the Fellows would be provided a monthly stipend of INR 60,000 in the first year of the fellowship. Fellows are expected to make accommodation arrangements at the place of deployment (at the location where they will be posted) and should have sufficient life/health insurance coverage.
Applicants for the Fellowship are not required to pay any application fees.
After completing the Fellowship, Fellows can explore various career paths, including roles in the Skill Development Sector, government departments like State Skill Development Missions, management consulting, and starting social enterprises or NGOs. Additionally, opportunities exist in corporate CSR teams, research and policy analysis, vocational training institutes, educational NGOs, faculty positions for skill development courses, careers with international organizations, and jobs in the public sector and administrative services.

It is a tri-partite arrangment between Skill Development & Technical Education Department, Govt. of Odisha, Tata STRIVE and Indian Schools of Business (ISB)
The fellowship is for a fixed tenure of two years and is contractual in nature. Any extension is subjected to the approval and mandate by competent authority (SD&TE Department, Govt. of Odisha)
Participants in the Fellowship program gain exclusive access to the online 12-week Certificate Program on Understanding Public Policy in India offered by Indian School of Business (ISB).
