CMGGA Programme is a collaboration between the Government of Haryana and Ashoka University. It provides a platform for young enthusiasts who want to make impact masses at large scale while working closely with the public administration. The Programme recruits 25 individuals (23 to 27 years of age) to work closely with the Chief Minister’s Office. Posted in 22 districts of Haryana, associates work in tandem with the Deputy Commissioners and district administration. Apart from implementing the flagship programmes of the government, CMGGAs are also encouraged to think of innovative solutions to some of the pertinent issues in their respective district and provide workable solutions for it.

The programme is an initiative to bring systematic reforms and shifting from ‘just governance to ‘good governance’​ in Haryana. CMGGAs act as catalysts in achieving this goal and ensuring transparency and accountability in the administrative department.

The CMGGA Programme is a first-of-its-kind experiential learning model in India, helping young professionals understand governance and government structures at the highest level in the state. Each year, a dynamic cohort of 25 associates work with district administration while representing the Chief Minister’s Office to drive mass impact on ground. The cohorts work on innovating new mechanisms and concepts to transform governance and services reaching the last mile citizen in the state.

A one-year full time paid fellowship programme for young professionals to work with the state of Haryana in driving good governance and policy implementation in the state. Refer to this section to know more about the eligibility and skill sets required to join a CMGGA Cohort.

Eligibility Criteria

  • Passionate for social change
  • A post graduate or have one year of work experience in any discipline
  • Not more than 28 years of age as of 15 July 2022
  • Working knowledge of Hindi
  • Ability to Multitask
  • Good interpersonal skills
  • Good analytical skills – qualitative and quantitative

Associates receive a stipend of Rs. 50,000 per month, including Rs. 5,000 for communications and office expenses such as telephone, internet, printing, stationery, etc.

Applicable taxes will be deducted at the source from this amount. In addition to the monthly stipend, travel costs to a maximum of Rs. 30,000 per month will be paid.

Accommodation in the assigned district, and in other locations during all training periods will be provided to all Associates.

Important Dates

CMGGA 2022 will begin in early August 2022 and will run till either June 30, 2023 or July 31, 2023. Fellows are expected to relocate to their assigned districts in Haryana and remain committed to the programme for the entire duration.
