Project Background: A Memorandum of Co-operation (MoC) was signed between Government of Bihar (GoB) and Bill and Melinda Gates Foundation (BMGF) in 2010, based on which BMGF agreed to provide technical support and assistance to GoB to improve Health and Nutrition outcomes across the State. As part of this MoC, a Technical Support Unit (TSU) was established in 2013 with CARE India as the lead development partner. The Bihar TSU aimed to support the Health and Social Welfare (ICDS) Departments of the GoB in their endeavour to achieve rapid and sustainable change in health and nutrition.
The TSU targeting providing specific technical support on Government of India’s (GoI) RMNCH+A campaign, GoB’s Manav Vikas Mission Goals and KalaAzar elimination goals across the State. This support extends across hierarchies – from State level support to Health Department, ICDS department and State Health Society of Bihar (SHSB), to District and Block level support across all 534 blocks in the State. As a part of the agreement between GoB and BMGF, Bihar TSU has established District Resource Unit (DRU) in all the districts to provide technical support at district level.
The DRU would function as a Platform to enable structured delivering of program intervention and ensure that there is alignment with government priorities. It would help improve utilization/alignment and synergy of resources like DPs at district level. It will also ensure data driven management and bridge communication gaps between State and districts.
Job Summary
The District Technical Officer Facility (DTOF), under the supervision of the DRU Team Lead will play a critical role in ensuring quality of services provided by all the Block Primary Health Centers, Referral Hospitals including SDH and DH, in her/his concerned districts through Govt. Sector liaising, particularly with the Civil Surgeon, ACMO, Deputy Superintendent and MOIC. The District Technical Officer Facility, through the Block Managers will continuously monitor the availability of resources and the efficiency of all services delivered at the Block PHCs and RHs. S/he will communicate with the MOIC, Deputy Superintendent and Civil surgeon on an ongoing basis regarding the efficiency of the Block PHC, RH, SDH, DH functioning and seek their intervention as and when required. The appraisal will be KPI based. The position requires extensive travel in the project, up to 70%. Contact/Key Relationships District Technical Officer Facility (DTOF) will be closely working with the DRU Team Lead, District Technical Officer Outreach and Nutrition, Block managers, and with key counterparts in facility and outreach programs of Health and ICDS.
Key Responsibilities (i) Overseeing the facility work in the district.

(ii) Ensure timely support in establishing Quality Improvement processes, including the integrity of clinical protocols, medical records, data analysis and its usage.
(iii) Providing and imparting hands on technical support to Health Functionaries particularly at the Facility level, ICDS functionaries as required to strengthen technical content in the outreach function.
(iv) Monitoring the technical integrity of clinical training and performance of nurses and doctors in facilities in the assigned area, particularly related to maternity, neonatal care and family planning procedures.
(v) Providing technical assistance to administrative heads and managers of public facilities on clinical care quality improvement process.
(vi) Support comprehensive assessment at the PHCs, RHs including review of infrastructure, human resources, services delivered, equipment, supplies and drugs, referral systems and data collection and indicators.
(vii) Strengthening the processes for clinical case reviews.
(viii) Strengthening clinical documentation.
(ix) Facilitating the use of relevant, correctly interpreted data at all levels in the assigned area.
(x) Eventually, responsible for results in the assigned facilities – in terms of clinical outcomes and Quality of Care in facilities, support PHCs in adopting Quality Control guidelines.
(xi) Support the District in developing Program implementation plans.
(xii) Developing the Detail Implementation Plan of the District with focus on Facility Strengthening component aligning with the Program Implementation Plan.
(xiii) Share information and data that is appropriate and necessary on issues and problems that need advocacy efforts at District and State level.
(xiv) Capacity building and mentoring of District Resource Unit and Block Managers of the program. Regular trainings and reviews of the Block Managers work.
(xv) Collaborate with the Outreach Program team to understand nature and extent of demand created and obtain feedback on services provided.
(xvi) Stay abreast of updated knowledge of all National Public Health programs.
Qualification & Experience Essential:
i. Medical graduate /BDS with 3 years’ experience in Public Health/Facility OR
ii. Medical graduate/BDS with post graduate degree/diploma Public Health/ Hospital & Health Management/ with 1-year experience in the area of Maternal and Child Health OR
iii. MSC Nursing with 3 years’ experience of working in clinical set up.
iv. Fluency in English and Hindi is essential.
