1. District Manager – Literacy
Madhya Pradesh, FLN Reform
Location: Bhopal/Sehore/Shajapur
Position Summary
We work in collaboration with State Education Departments to bring reform by implementing large-scale system-led projects, with the goal of improving foundational learning (FLN) outcomes in students. Our team supports the State to design and implement an integrated program which encompasses multiple aspects of a reform process – ranging from designing effective classroom pedagogy to building salience and state capacity to deliver FLN at scale, while also strengthening governance and other critical enablers. CSF has partnered with the Education Department of Madhya Pradesh on a long-term engagement for system reform and a demonstration program in selected districts.
In your role as District Manager – Literacy will be working closely with District Lead and Project Manager in strengthening foundational literacy across all government schools. You will also support District Lead in the execution of the FLN program and coordination with various stakeholders (government and non-profit partners) to sustain the impact and interventions from the program.
The position will report to the Project Manager.
Roles and responsibilities
• You will support the District Head in execution of the program by leading all technical tasks in the district focused on training of teachers and government officials at district and block / cluster levels, classroom instruction and coordination with various stakeholders at the district level to sustain the impact and interventions from the program.
• Oversee the quality of implementation and adherence to guidelines for the set of schools under your jurisdiction
• Provide technical oversight to the team and support them in their monitoring visits and communication with government officials. Identify gaps in their capabilities and plan for their capacity building in discussion with the internal technical team.
• Participate in the development of the Hindi content and training materials as directed by Room to Read.
• Participate in workshops on material development, training module development and training of trainers.
• Attend review meetings at the national, state and district level and provide reflective feedback on program implementation and design issues. At the same time, act as the conduit for transferring innovative ideas and practices from the national level (or from other states) on to the field.
• Make regular visits to program schools, observe classroom transactions, speak to teachers and head masters and supervise the functioning or the team related to the technical components.
• Attend government meetings, discussions and committees on literacy and use those forums to advocate for enabling policies and government orders in support of literacy program.
• Provide technical assistance to schools in teaching-learning by using instructional materials designed and produced for teachers especially for this program; make suggestions for improving quality and utilization of these materials.
• Provide required feedback from field to Partner organization for necessary changes in the pedagogy and material.
• Preparing regular (monthly. quarterly and yearly basis, including program data) qualitative reports and documenting case studies and best practices
• Perform other duties assigned by the District Lead / Project Manager orderly and efficiently.
Required Qualifications, Skills and Abilities
● A bachelor’s degree in education, literacy, or a related field.
● At least 4-5 years of relevant work experience in development sector with prior experience with literacy – Hindi language
● Knowledge of school education and foundational literacy concepts
● Prior experience in working with the government and teacher training
● Fluency in Hindi (spoken, written and reading) and basic communication in English is preferred

3. Field Specialists – Madhya Pradesh, FLN Reform (10)
Location: Bhopal/Sehore/Shajapur
Position Summary

CSF has partnered with the Education Department of Madhya Pradesh on a long-term engagement for system reform and a demonstration program in selected districts.
The Field Specialists – FLN will be positioned at the Blocks and work closely with the District Lead and Project Manager. S/he will be engaging with the respective schools in their blocks in Sehore/Bhopal/Shajapur districts as part of the FLN initiative in MP. S/he will support the District Lead in the execution of the FLN program at the block level and coordination with various stakeholders (government and non-profit partners) to sustain the impact and interventions from the program.
The position will report to the District Lead.
Roles and responsibilities
The Field Specialist – FLN will serve as a technical resource (for both Literacy and Numeracy) at the Block-level and support Cluster and Block Officials in delivering various program activities, innovative practices and will have the following key responsibilities, but not limited to:
On-ground implementation:
● Interact with key stakeholders – government departments and officials such as Block Resource Coordinators (BRCs), Block Education Officials (BEOs), and others on a day-to-day basis to ensure timely delivery on program objectives
● Work closely with teachers and Cluster Academic Coordinators (CACs) and Block Academic Coordinators (BACs) to implement FLN program and innovations
● Identify operational bottlenecks, wherever applicable and suggest solutions to District team
● Organise and lead monthly meetings of the CACs
● Ensure proper implementation of community engagement activities
Technical Support/Monitoring and Data Collection:
● Assist District Lead in planning and delivery of monthly review meetings, including documentation and data provision for the same
● Act as a resource person with respect to teacher training
● Regular school visits (stand-alone and jointly with Cluster/Block officials) for technical support to teachers and CACs, data collection for monitoring
● Track and report performance on key indicators on a timely basis as per the Monitoring and Evaluation (M&E) framework
Communication & Documentation:
● Documentation and communication of program achievements/outcomes through reports and notes
● Preparing and managing documentation related to program implementation e.g. approvals, letters, etc.
● Documentation of on-ground learnings and knowledge received from the ground to support the team’s internal capacity and knowledge building
Required Qualifications, Skills and Abilities
● A Bachelor’s degree or above, in any discipline
● At least 2-3 years of relevant work experience in development sector with prior experience with on-ground program implementation
● Knowledge of school education, foundational literacy and numeracy concepts
● Prior experience in working with the government and teacher training
● Fluency in Hindi (spoken, written and reading) and basic communication in English is preferred
