Indian Institute of Management, Shillong (abbreviated as IIM Shillong or IIM-S), is a public, fully autonomous management institute in the city of Shillong, Meghalaya. The seventh Indian Institute of Management to be established in India, it is consistently ranked among the top business schools in the country.

Established in 2007, with a vision of expansion and mobilization of facilities for offering quality management education and research in Northeast India, IIM Shillong differentiates itself by promoting sustainability, also hosting an international conference on sustainability, annually.

IIM Shillong offers postgraduate, doctoral, and executive programmes in management education, and Management Development Programmes (MDPs) spanning different streams of management. Admissions to the institute are based on scores obtained in the Common Admission Test (CAT). In addition, the institute has a Centre for Development of North Eastern Region (CEDNER), constituted to offer programmes relevant to the local community and society of the state and the region.

Procedure and Guidelines for engagement of Young Professionals in the Government of Arunachal Pradesh through Dr Kalam Centre, IIMS

The Government of Arunachal Pradesh (GoAP) vide its letter File No: PD(EM) -14/2021-22 (ComputerNo:23766) dated 8th November 2021 has requested Dr APJ Abdul Kalam Centre for Policy Research & Analysis, IIM Shillong to engage 6 Young Professionals (YP). These 6 YPs will be engaged by the Government of Arunachal Pradesh under various verticals/divisions/departments. The YPs are expected to contribute and supplement the process of analysis within Finance, Planning & Investment Department through collection and collation of in-house and other information.

The YP Program seeks to provide a unique opportunity to young and bright candidates below the age of 35 a great immersion, learning and exposure towards administration, public policy and development under various departments of GoAP. The YPs are desired to provide an institutional framework for understanding research projects on governance and government programs, ranging from an analysis of ground realities to accessing policy-framing challenges on issues of regulation and development.

The YPs are designed to provide valuable experience to youth interested in the social development sector and to cultivate young leaders, strengthen their understanding of the public administration and prepare them for greater leadership roles in future.

Remuneration Rs. 50,000 per month (with accommodation – fixed) Rs. 60,000 per month (without accommodation – fixed)

Purpose of Assignment

•  The YPs shall have an opportunity to know about the Government function and Development Policy issues in the Government of Arunachal Pradesh and contribute to the Policy formulation by generating policy inputs such as empirical analysis, brief reports, policy papers etc.
• The YPs will help identify problems in the design of programs, schemes and implementation processes through rigorously structured research projects so that necessary improvements can be made to the policy at the implementation level.

Tasks Related to Assignment & other tasks incidental thereon

• To support the senior officers of the office of Hon’ble Chief Minister, Department of Finance, Planning & investment etc.
• To supplement the analysis process within the Department of Finance, Planning & Investment, GoAP
• To expedite office work and projects using technology and support the government in the process of transformation to Good Governance.
• To assess the impact of development works/projects initiated by the Government.
• To evaluate the challenges faced in project delivery and implementation.
•  Any other tasks assigned by the Competent Authority from time-to-time

Educational Qualifications Essential: Post Graduation/Master Degree from reputed universities having a minimum of 60%.

Desirable: Candidates having B.Tech, MBA from the national institute of importance like IIM/IIT/ISB etc would be preferred.

1 (One) candidate having a legal background is required

 Experience 1 (One) year of work experience in the relevant field is desired. However, freshers can also apply.

Other Attributes Candidates with knowledge of Project Management skills, experience in implementing and monitoring government schemes, ICT Experience, proficient in using MS Office products like Word, Excel and PowerPoint, Exposure in using MS Projects or similar tools will be preferred.

Place of Posting In any Departments/Districts of Arunachal Pradesh. The competent authority of GoAP will assign a job, place of work as deemed fit based on the requirement and performance.

Capacity Building Dr. Kalam Centre, IIM Shillong will provide an orientation program for the YPs for 2 weeks. Performance appraisal shall be conducted by the Centre and necessary training shall also be offered periodically.

Selection: Selection of YPs will be through interview and purely on merit and based on past performance/experience.

Logistics & support: YPs will be required to have their own laptops. GoAP shall provide the working space, internet facility and other necessities as deemed fit by the Department of Finance, Planning and Investment.

Relaxation: GoAP will have the power to relax any of the conditions except educational qualification mentioned above in respect of any deserving candidates.

Procedure and conditions for Applicants

2. The last date for submission of the application is till 1700 hrs of 5th January 2022. Applications received after the due date and time will not be entertained and liable to be rejected.

3. Applicants must specify their area of interest and willingness to take up any tasks during the Contract period.

4. Crucial date for determination of essential qualification and age limit will be the date of closure of application.

5. Candidates are requested kindly to go through the advertisement carefully, before applying.

6. If the number of applications received in response to the advertisement is large, IIM, Shillong may short list the candidates to a reasonable limit based on the essential and desirable qualifications / record of academic performance / relevant experience for the post or any other benchmarks as decided by a committee constituted to screen the applications.
