HCL Foundation (HCLF) was established in 2011 as the CSR arm of HCL Technologies. It is a not for-profit- organization, that strives to contribute towards national and international development goals, bringing about lasting positive impact in the lives of people, through long term sustainable programs. The foundation aims to alleviate poverty and achieve inclusive growth and development.

Active community engagement ensures optimal long-term gains and upward accountability. HCL Foundation works through Life Cycle Based, Integrated Community Development Approach with thematic focus on Education, Health, Skill Development & Livelihood, Environment and Disaster Risk Reduction & Response. Child protective strategies, inclusion and gender transformative approaches remain central in all initiatives of HCL Foundation, thus ensuring comprehensive development.

Presently HCL Foundation is implementing five flagship programs, namely HCL Samuday & HCL Grant – Rural Development programs; HCL Uday & Clean Noida – Urban Development programs; HCL Harit (The Green Initiative) – Environment Action program and 4 special initiatives – Power of One, Sports for Change, HCL Foundation Academy and My E-Haat.

1. Description of the RFP

HCL Foundation (HCLF) was established in 2011 as the CSR arm of HCL Technologies. HCL Foundation Invites Request for Proposal (RFP) from eligible NGOs/CSR implementing agencies to participate under this RFP. HCL Foundation is focused towards developing SHG federations/institutions as an intervention to develop the socio-economic condition of women by strengthening their federation and interfacing them with livelihood activities

2. Approach of HCL Foundation towards SHG institutions development

Livelihood program of HCL Samuday focuses on income augmentation of marginal HHs by creating institution, their capacity building and livelihood linkages, we are working with 30003 HHs and has attributed them with more than 19000 income generating activities. Under SHG development project, HCL Samuday works for strengthening of women institution through SHG structure, the SHG/VOs/CLFs are trained on various capacity building modules and are further linked to various income generating activities designed by HCL samuday which has enhanced their participation in decision making and has given them financial stability ,currently more than 18300 households are being covered by 1600+ SHG federation and 70+village organizations, more than 4500 SHG members have been attributed by various economic activities like poultry, goat farming, EDP and handicraft activities.

2.1. Scope of Work

  • Target: 1 existing Cluster level federation (15-17 VO,100-110 SHGs) 
  • Project Duration: 2.5 year 
  • Geography: any 8 Blocks of Hardoi in samuday project area

With focus on further strengthening of existing SHG institutions for enhancing their capacity leading to self-governing and financing structure, the designed project will work with the following objectives

    1. Strengthening of existing CLF structure of SHPI for involvement of SHG institutions in self- governing, selection and monitoring of livelihood activities 
    2. One self-sufficient cluster level federation with functional repayment structure between institutions 

a. 50% grade A SHGs, 50% grade A VOs and A grade CLF 3. Data digitization for SHG activities monitoring

This project is aimed at strengthening the existing CLF of SHPI focused on involvement of institutions in self-governing of the 3 tier structure and their involvement in implementation of livelihood activities supported by HCL

  • The agency would be responsible for capacity building of SHG/VO and CLF for achieving the mentioned objective 
  • The agency will ensure regular facilitation in SHG/VO and CLF meetings through cadre or staffs 
  • The agency will be responsible for development of platform for monitoring of SHG activities including like meeting, attendance, saving, inter-loaning and repayment 
  • The agency will be responsible for timely monitoring and review of cadres

Important milestones to be reviewed as per timeline

  1. Assessment and auditing of existing SHG institutions(SHG/VO/CLF)

The proposal must include the timelines for achievement of these milestones

Monitoring and Evaluation Plan

The Project shall be monitored at community and field office level. The organization shall monitor the programme through monthly reviews of progress reports. HCL Foundation’s members would also undertake field visits to see the progress and guide the team. The organization shall meet every month to review progress, take decisions to address any issue affecting the smooth implementation of the project and review and approve monthly activity plan. Collection of data to assess progress towards effective customer demand management shall be done as appropriate

2.2 Project duration

The duration of the project could be 1-2.5 years based on year wise outputs and reviews

2.3 Geographical Location

1 CLF with 12-15 GPs, 12-15 VOs covering 120-150 SHGs in project area of samuday, blocks of Hardoi, Uttar Pradesh, block will be finalized by HCL

2.6 RFP evaluation and selection process

  • Organizational Governance and Management 
  • Work experience and related expertise 
  • Level of compatibility of strategic vision, mission of HCL Foundation 
  • Technical review and assessment of project submitted 

2.7 Points of consideration 

  • Compliance to core humanitarian standards
  • System Strengthening approach leading to sustainable solutions 
  • Cross-cutting issues: inclusion of women, children, age and disabled, marginalized groups,
    etc. 
  • All measures undertaken should follow ‘do no harm’ principle and limit the adverse impact
    of natural hazards, environmental degradation and technological hazards. 
  • Proposed objectives and indicators should be achievable and measurable within the
    timeframe of the project (SMART: Specific, Measurable, Achievable, Relevant, Timely)

2.8 Adherence to Child Safeguarding Policy of the organization
HCL Foundation is committed to safeguard the interests of all children under its purview. HCL Foundation follows a Zero Tolerance mandate towards any incidence of Abuse/harassment with a Child. Therefore, the NGOs/CSR Implementing Agencies will be requested to sign and comply with HCL’s Child Protection Policy. 

2.9 Terms & Conditions
Sub-granting: Project must be directly implemented by applicant organization and sub-granting of the same to any other NGO / organization is not allowed.

Deadline: Proposals received after the designated deadline may be subject to rejection by HCL Foundation

Validity: Your proposal must remain valid for a minimum of three (3) months from the date of receipt by HCL Foundation.

Negotiations: The most competitive RFP is requested. It is anticipated that the contract will be awarded on the basis of merit of proposal. However, HCL Foundation reserves the right to request responses to questions and conduct negotiations with any potential agency/consultant prior to awarding a contract.

Rejection of RFP: This document is an expression of request only, and in no way binds HCL Foundation to make an award. HCL Foundation reserves the right to reject any and all offers received and/or to cancel the RFP. HCL Foundation will not be obliged to either inform or provide a justification for rejection of proposals. 

Incurring costs: HCL Foundation will not be liable for any cost incurred during preparation, submission, or negotiation of an award for this RFP.

Financial responsibility: RFP must certify the financial viability and adequacy of resources of the agency/organization to complete the proposed assignment within the agreed time frame and in conformity with the agreed terms of payment. HCL Foundation reserves the right to request and review up to the last three financial statements and audit reports including schedules and annexures, as part of the basis of the award if required.

Copyright and Patents: HCL Foundation shall be entitled to all copyrights, patents and other proprietary rights and trademarks with regard to the products or documents and other materials which bear a direct relation to or are produced or prepared or collected in consequences of or in the course of the execution of the contract. All plans, reports, recommendations, estimates, documents and data compiled by the service providers under the contract shall be the property of HCL Foundation and shall be treated as confidential. All confidential documents should be delivered to the relevant people within HCL Foundation during the project duration and upon completion.
