1. CLUSTER PROGRAMME OFFICER

Reports To Workflow Lead
Scope of Position : The incumbent will be responsible for the overall implementation of the programmes in the respective cluster.
Key Responsibilities
- Responsible for the cluster level work on Oxfam India’s domains of change, particularly work on strengthening public health and education provision, regulating the public and private health and education provision and addressing inequality
- Initiate focused Oxfam India direct work on social accountability in education, health and fiscal justice with particular focus on multilingual education, mainstreaming of out of school children, access to medicines and diagnostics and budget advocacy.
- Planning the state and cluster level actions in alignment with Oxfam India’s strategic vision
- With support of concerned workflow leads, planning with district coordinators; community mobilizers for smooth execution of the programmes of Oxfam India which are on ground
- Leading advocacy and maintaining liaison with multiple state, district and block administrations for advocacy and influencing, including line departments (health and education) and regulators (SHRC, SCPCR)
- Liaison with range of stakeholders (private sector; human rights groups; local leaders, budget advocacy groups, academia & think-tanks and print/visual media),
- Maintaining relationships with health, education and inequality networks and gender, tribal movements in the State and in the cluster districts.
- Leading advocacy and campaigning on issues of public and private education on inequality in the State. Leading large-scale on-ground mobilisation on education and health
- Support district coordinators and community mobilizers for smooth implementation of cluster level plans
- Supporting bottom up evidence collection for advocacy in the operation and using the evidence thus generated for advocacy
- Report writing and documentation as per requirement.
- Review and monitoring of the community and district level work and reporting its progress
- In charge of administrative responsibilities of the Cluster Office
- Frequent travel to district, block and villages to review and monitor the progress of ground level actions
Skill and Competence
Master/Post graduate in Social Work/ Science or equivalent and substantial working experience of at least 5 years in development sector
- Experience of working with health and education government structures at state and district levels. Policy expertise and existing relationships with education and health line depts., regulators (SHRCs, SCPCRs) and/or policymakers at state level.
- Understanding on key thematic areas in alignment with Oxfam India’s areas of work on health, education and inequality. Shows understanding of key fiscal policies and their impact on inequality. Understanding of specific areas of emphasis including Multi Lingual education, mainstreaming of out of school children, access to medicines, SRHR/RCH and social accountability in health in education is an added asset.
- Past work for social accountability and citizen participation in health and/or education. Understanding/experience of engaging volunteers for online and on-ground campaigns would be desirable.
- Experience of leading education/health campaigns with mass outreach including organizing large-scale on-ground mobilization, especially on education and health
- History of engagement with youth groups/ universities/ students unions at the state and district level is desirable
- Experience of drafting policy submissions to policymakers
- Ability to work with alliances and networks and cluster and state levels, particularly proven history of engagement with those with a focus on education, health and inequality. Past engagement with women’s groups, Dalit, Adivasi, Muslim groups and networks, desirable Understanding and experience of engaging with MEL and results frameworks and generate high quality documents in English.
- Strong interpersonal and networking skills.
- Knowledge of tribal languages spoken in the cluster districts is an asset. Ability to analyse and communicate complex programme information to a wide range of audiences

2. ASSISTANT MANAGER – FINANCE

Key Responsibilities
- Work closely with Manager-Finance as appropriate. Provide reports and analysis to assist in the running of operations.
- Assist Manager-Finance in developing and refining all financial processes in line with organisational needs and compliant to accounting standards.
- Assist Manager-Finance to develop Oxfam India budget on year on year basis in collaboration with all the Oxfam Units & Departments.
- Preparation & review of quarterly, annual financials (FCRA & Local) including annual financial highlights for the annual report.
- Responsible for the treasury management, including payment of suppliers & vendors, monitoring petty cash and production of accurate cash reporting and cash flow forecasting.
- Track income from various sources including follow up with Oxfam Affiliates and other donors for timely receipt of instalments.
- Assist Manager-Finance to review of periodic MIS on budget utilization and variance analysis.
- Assist Manager-Finance for forecasting of income and expenditure on regular intervals and as and when required.
- Work with Finance and Non-Finance staff in understanding Finance related issues.
- Assist Manager-Finance in managing statutory and internal audit.
- Accountable for the production and submission of Donor financial reports
- Review Fixed Asset Register on periodic basis.
- Any other tasks assigned from time to time.
Compliance:
- Ensure statutory compliance across the organization.
- Compliance to laws & legislations for all financial transactions across India.
Qualifications and Experience
CA with minimum of 3 years’ experience with at least 2 years’ experience in providing the whole range of financial services to an organisation and with at least 2 years in the NGO.
- Sound knowledge of all relevant laws and statutory legal requirements;
- Fluent written and spoken English;
- Ability to work with a diverse group of people, in an atmosphere of mutual respect,
- Proven knowledge of computerised systems especially Oracle Financials ERP and spreadsheets; high degree of computer literacy and word processing skills essential;
- Ability to prioritise well and definite commitment to meet deadlines;
- Excellent communication and interpersonal skills;
- Commitment to the aims and objectives of the organisation.
Relocation: During the course of employment the post holder may be required to move base on a temporary or permanent basis to any workplace controlled by Oxfam India
