The UNESCO Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) is UNESCO’s first education-related category 1 institute in the Asia and the Pacific region towards the development and promotion of new approaches to education for a more peaceful and sustainable world. 1. Programme Admin Assistant Organizational

Overview Of  the Functions of the Post 

Under the authority of the Director of the UNESCO MGIEP and the direct supervision of Programme Specialist, UNESCO MGIEP New Delhi, the incumbent will:

1. Provide administrative and secretarial support to the programme Sector, ensuring the smooth and efficient functioning of the operation of its project and activities.

2. Receive, analyse, register, and distribute incoming correspondence and other documents; determine the importance and priority of documents received and establish deadlines for required action or reply.

3. Answer and screen calls with tact and discretion. Draft responses to written inquiries on a variety of routine and non-routine questions.

4. Support the sector in the preparation and updating of travel plans; make travel arrangements; prepare required travel requisitions and monitor the budget; prepare materials for mission travel; arrange hotel accommodations and other related logistics in accordance with UNESCO policies, procedures, and rules.

5. Assist in scheduling and planning for events for the sector, such as meetings, conferences, and presentations, which may include coordinating arrangements for participants, handling logistics, preparing and disseminating materials.

6. Distribute special assignments to support staff concerning special events.

7. Set up and monitor coherent filing system; ensuring accuracy and confidentiality;

8. Facilitate Sector’s interaction with various external partners such as government officials, donors, civil society, UN agencies, and other partners through effective use of written, verbal, and electronic communication.

9. Prepare any document required for consultants’ contracts, LOA and MOUs. Monitor/ Process payment to vendors and consultants. Ensure close follow-up on deadlines and commitments.

10. Act as focal point and trainer within the Sector whenever a new system/tool for financial, project, mission, or security management is introduced.

11. Serves as a focal point for administrative coordination of programme implementation activities, establish and manage relationships with internal counterparts to support effective collaboration, and inter-program links.

12. Alert supervisor on issues of compliance with administrative/financial rules and regulations.

13. Performs other related duties as required, including providing support to other areas of work as assigned.

Eligibility Requirement

Required qualifications

Education Secondary Education, preferably with specialized certification in administration, and/or accounting/finance. Specialized training/certification in the field is desirable.

Work Experience At least 8 years of programme administrative experience preferably in an international development body. Experience in the use of computers applications and software packages as well as web-based management systems.

2. Software Developer

Overview of the Functions of the Post

Under the overall authority of the Director of the Institute and direct supervision of the Chief Information Technology Officer, the incumbent will contribute to the Digital Technology functions to achieve the Institute’s goals.

Duties and Responsibilities

Working within the framework of the Institute’s programmes and budget, the incumbent will be supervised by the Chief Information Technology Officer (CITO) and be primarily responsible for the continued enhancement and maintenance of the MGIEP flagship indigenously-developed software systems:

MGIEP Framer Space Learning Management System

MGIEP Content Management System (brand website)

The incumbent will carry out the following tasks and responsibilities:

• Contribute to the maintenance and management of MGIEP’s Learning platform, Framer space with a focus on ensuring platform capabilities include regular technology advancements in artificial intelligence, learning and assessment, digital pedagogies, and content management.

• Work with the MGIEP Programme Teams and external course developers for technical enhancement, security, source-code documentation, and User Guides of FramerSpace.

• Along with the CITO develop, test, and report on new features especially AI-features for sentiment analysis, learner insights for teachers and course developers on Framerspace. The incumbent will also need to assess and ensure compatibility with 3rd party add-ons, technical support including bug fixes for internal MGIEP and external course developers;

• Assume responsibility for the enhancement, maintenance, security, source-code documentation, and User Guides of the MGIEP Content Management System for its brand website including device independence;

• Co-ordinate with MGIEP Programme and Communications Teams, contribute to the research and recommendation, implementation, license management, training, and technical support for various specialized software applicationsincluding website & LMS hosting, project management, time-management, social media analytics, graphics, digital publications, video editing, digital games;

Eligibility  Requirement

Required qualifications Education

• A first-level university degree in combination with two additional years of qualifying experience in the same fieldsmay be accepted in lieu of the advanced university degree;

• Advanced industry certification in Project Management, Software Systems Lifecycle development, software programming;

Work Experience

• Less than 2 years of experience in the fields of large-scale software development, ICT system analysis; • Experience with implementing digital pedagogies, learning management systems, and content management systems

• Experience with reporting to senior management

• Experience with working on specific software development and troubleshooting, bug[1]management Languages:

• Excellent knowledge (written and spoken) of English

• Working knowledge of another UNESCO language would be an asset. Position Related Skills and competencies

• Excellent knowledge of the latest ICT/mobile technologies, systems, platforms, analytics, reporting tools;

• Knowledge in latest artificial intelligence programs and algorithms related to education.

• Ability to understand different programming languages and to solve problems in coding, testing, and deployment;

• Knowledge of different software systems, client/server architectures, and various compatibility requirements. (Nodejs and front-end frameworks like AngularJs and Blaze / Pyton / Tensor Flow / HTML5 / Unity5 / Artificial Intelligence / NLP and Machine Learning algorithms) • Be proficient in HTML and CSS

• Experience with working on visualization libraries like d3js and have built analytics dashboards in the past.

Overview Of the Functions of the Posts
Under the immediate supervision of the Director of the Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) and a functional reporting line to the ADG/ADM, the incumbent will be responsible for ensuring the efficient, effective, and compliant administration of MGIEP financial and human resources, in line with relevant administrative, human resources and financial rules, regulations and standard practices of UNESCO while recognizing the functional autonomy of the Institute as laid down in the appropriate General Conference resolution.

On matters of financial internal control, he/she receives a delegated authority from the Chief Finance Officer as certifying officer. The National Finance and Administrative Officer will be expected to ensure that there will be an effective interaction between MGIEP and UNESCO’s various Central Services, including the Bureau of Financial Management (BFM), the Bureau of Strategic Planning (BSP), and the Bureau of Human Resources Management (HRM). S/he will be expected to perform the following essential tasks:

Duties and Responsibilities

  • Provides overall guidance to UNESCO MGIEP on the preparation of Budget with regard to the Organization’s midterm strategy (C/4 document) and Programme and Budget (C/5 document), including work plans according to results-based management (RBM) and Results-based Budgeting (RBB) principles.
  • Ensures that a mechanism for budget execution monitoring for regular budget and extra-budgetary funds is developed and implemented.
  • Ensures the accurate and transparent recording of financial transactions according to IPSAS standards and in compliance with UNESCO financial rules and regulations.
  • Ensure strategic and operational monitoring of financial management risks and assets, resources, and liabilities of the Sector’s operations.
  • Act as Certifying Officer in all central services by ensuring that financial transactions are in compliance with regulations, rules, policies, and procedures and on matters relating to internal financial control.
  • Identifies any financial and internal control risks and advise on follow-up measures to mitigate such risks.
  • Act as the focal point for financial and legal discussion with external partners such as donors and programme partners, and effective interaction with UNESCO Headquarters support services.
  • Coordinates the Institutes’s involvement in external audits, internal audits, and donor accreditations/verifications and leads the implementation of recommendations related to financial management and internal controls and the follow-up thereon.
  • Proposes strategies and design new processes to resolve recurring administrative problems and improve financial and administrative procedures.
  • Coordinates and work closely with the Director for strategic planning and human resources management in the Institute to identify holistic solutions to issues relating to budget, finance, and resource implementation.
  • Ensures that there is a procedure to provide and maintain a healthy and safe working environment; effective local area network, individual workstations, printers, etc., and implement systems to ensure that the assets of the Institute are safeguarded.
  • Collaborates with Headquarters Security Services on all-security-related issues and ensure that regular and smooth monitoring for the implementation of UN common security policies, procedures, and standards are put in place.
  • Oversee and manage the Human Resource portfolio of the Institute, coordinates all recruitments and ensuring compliance with UNESCO rules and regulations.
    Responsible for HR Planning, including ensuring consistency of Terms of Reference (TORs) of Service contracts, Project appointments, Volunteers. ensures their internal coherence and timely updates,  temporary assistance workforce planning, the conception of service contracts, and follow up for payroll.
  • Oversee and manage the administrative staff in the Institute ensuring smooth operations in administration and delivery of services to project teams and the Director’s office.
  • Elaborates and coordinates training planning and activities for Finance and Administrative assistants.

Required Qualifications 
 Education

  • Advanced Univeristy degree (Master’s  of equivalent) in Business Administration or related field(s).
  • Chartered Accountant (CA) qualification from an internationally recognized accounting body.

Work Experience

  • Minimum 7 years of progressively responsible relevant professional experience in Finance and Administrative work.
  • Experience in financial management and internal control duties.
  • Experience in the preparation of financial statements for audits.
  • Experience in personnel management functions as well as the provision of general administrative services.

Skills and Competencies

  • Excellent knowledge and command of budgeting, work planning, and development of sustainable financial management frameworks for large-scale programmes in international settings.
  • Knowledge of rules, regulations, and administrative procedures within the UN system. Demonstrated skills in recording and reporting financial transactions. Understanding of Results-based budgeting (RBB)/Results-based Management (RBM).
